The Zanzibar National Chamber of Commerce, Industry and Agriculture (ZNCCIA) is an apex organization for private sector development in Zanzibar. ZNCCIA is currently undergoing changes, which aim at addressing institutional capacity needs. The objective is to build sufficient capacity for the ZNCCIA to be an effective representative of the private sector in 
dialoguing with the Government to implement reforms for a better and enabling business environment in accordance with the Zanzibar Growth strategy. To meet the Institutional capacity needs, the ZNCCIA has been receiving grants from the Business Environment strengthening for Tanzania-Dialogue Component (BEST - Dialogue), BEST-Dialogue is a programme that aims to improve the business environment in Tanzania by implementing needed reforms in the legal and regulatory frameworks through advocacy

A part from managing the BEST - Dialogue project, the Executive Director shall be the Chief Executive Officer for the ZNCCIA; and in that role she/he is expected to provide requisite leadership to the ZNCCIA and all projects under the said organization

POSITION: EXECUTIVE DIRECTOR
REPORTS TO: PRESIDENT OF ZNCCIA

DUTIES AND RESPONSIBILITIES

1. General Strategy
• Provide the ZNCCIA with institutional leadership by steering the Vision and Mission of the organization towards achievable goals
• Participation in the development of ZNCCIA’S strategic Plan and be responsible for its review whenever necessary
• Shall be the Chief Executive Officer of the ZNCCIA and be responsible to supervise all staff in the day to day administration of the organisation
• Offer secretarial service to the Board and Sectorial Committees as and when required

2. Operational
• Guarantee operational result through promotion of team spirit among staff and ZNCCIA members
• Identity primary needs of the business sector at the national level and endeavor, to eliminate various constraints which hinder the development of commerce, industry and agriculture through advocacy and lobbying
• Endeavor to provide support services to the business community such as business information, consultancy, advisory services, training, secretarial and Internent services and develop linkages with local and international business organisations
• Guide and support the activities of the ZNCCIA so as to bring the services of the Chamber closer to the business community
• Shall initiate and plan seminars, workshop and training programmes to enhance the capacity and knowledge of the business community
• Maintain a closer relationship with government departments and any other organization for the promotion of development initiatives in the private sector
• Develop advocacy initiatives with the government for and on behalf of the Zanzibar business community
• Attend and participate at meetings, seminars and workshops as and when required by the President or Board

3. Finance
• Conceive, plan and upon approval by the Board of Directors supervise implementation on income generating activities which will steer the Chamber sustainability
• Support and advise on dynamic and sustainable membership recruitment campaigns and fund raising activities to ensure the financial viability of the ZNCCIA

QUALIFICATION AND EXPERIENCE

1. Minimum bachelor Degree in Economic/Business Administration or related field A Post Graduate degree will be an added advantage
2. Strong leadership qualities, including abilities to motivate staff and high level of personal integrity
3. Self-motivated performance with the ability to influence opinion cross-functionally and at senior level
4. Credibility and have a balanced approach, strong analytical, interpersonal and facilitation skills
5. Innoviate, dynamic and proactive management approaches
6. Excellent verbal and written communication skills in English and Kiswahili
7. Expected to have at least 3 years of proven experience in management of various institutions of which 2 years be a hand-on background of managing business and/or institutions organisations in a rapid changing environment, including field based experience of providing policy advice to the government, or private sector and civil society groups
8. Basic computer literacy, operational familiarity with MS word, Power Point, Excel, Inrenent use and willingness to learn other software packages
9. Ability to keep deadlines and produce quality result on time

The Pamoja Twajenga Program is a four - year, USAID-funded $7.8 million program which aims to build the capacity of targeted civil society organizations (CSOs) and Government of Tanzania (GoT) Institutions of Accountability (IOAs). The assistance provided through Pamoja Twajenga will enable targeted CSOs and IOAs to engage in a sustainable, issue-based dialogue, empowering citizens in targeted regions - including youth, women and disenfranchised populations - to hold their governments more accountable, resulting in increased responsiveness and transparent public resource management and decision-making. At the end of the project, Pamoja Twajenga will leave behind a pool of Tanzanian organizations equipped to successfully serve as USAID direct grantees, supported by a strengthened network of mentors, trainers, and service providers.

1. JOB TITLE: ADVOCACY AND GENDER SPECIALIST

Pamoja Twajenga is seeking an Advocacy and Gender Specialist to provide technical assistance to develeop and build the capacity of CSO advocacy (including gender and social inclusion priorities) and IOA public outreach (including gender and social inclusion priorities). The aim is to enhance the capacities of these partner organizations with a particular focus on soft skills related advocacy/public outreach and gender roles

Location: Dar es salaam, Tanzania, with frequent regional travel as needed

I. Principal Duties and Responsibilities
• Coordinate with partner organizations to conduct diagnostic assessment surveys of their organizational advocacy and/or public outreach capacity
• Encourage CSOs and IOAs to clearly define areas to be monitored (eg. Policy, budgeting, expenditure, among others) and how using specific indicators, to ensure local government buy in
• Assist CSOs in developing advocacy messages suing information packaged and tailored to target audiences including citizens, IOAs and other stakeholders as appropriated
• Promote CSOs use of external evidence-based data in their advocacy and gender activities. This may include using information from GoT performance audits and social accountability monitoring (SAM) produced reviews of GoT performance in specific sectors
• Provide technical assistance required to address specific weaknesses identified and prioritized in the CSO’s advocacy assessments, focusing on each CSO’s links with grass-roots organizations and citizens, use of public information for keeping government accountable, and non-violet forms of grass-roots based advocacy
• Provide technical assistance required to address specific weaknesses identified and prioritized in the IOA public outreach public assessments focusing on each IOA’s links with its zonal officers, CSOs and other public sector partners to strengthen public outreach activities
• Identify and provide technical support to Strengthen linkages among CSO partners; among IOA partners; and between CSO and IOA partners
• Support CSO grantees through the use of existing materials such as the Tanzania Advocacy partnership Program (TAPP)
• Facilitate mainstreaming of gender and social inclusion issues in related perspectives and actively participate in corporate knowledge creation
• Collaborate with staff to contribute to knowledge networks and communities of practice through identification of best practices and lessons learned
• Develop indicators for assessing progress with gender mainstreaming, adapted to the various activities implemented by CSOs and IOAs
• Management of issue based dialogues and forums in collaboration with CSOs and IOAs

II. Qualification
Education
• BA in relevant field; MA preferred

Experience
• A minimum of five years advocacy and/or public outreach experience, including experience building organizational capacity to conduct advocacy and/or public outreach activities
• At least three years of experience on a USAID project is preferred

2. JOB TITLE: GRANTS SPECIALIST
Pamoja Twajenga is seeking a Grants to provide support to partner organizations to enable them to properly comply with USAID grant implementation and reporting requirements. Support to partner organizatios will include, but not be limited to providing relevant guidance and technical support on all processes related to the management, implementation and monitoring of their grants, sub-grants and sub-contracts, organizing and tracking all grant documents according to province, and ensuring compliance with USAID regulations. In some cases, the Grants specialist may administer direct grant activities on behalf of Pamoja Twajenga. S/he will develop grants to be awarded throughout the life of the project, oversee the application, approval, Implementation and close-out processes, evaluate proposals, and ward grants

Location: Dar es salaam, Tanzania, with frequent regional travel as needed

III. Principal duties and Responsibilities

Specific responsibilities but are not limited to:
• In collaboration with the Organizational Development specialists, maintain technical and financial oversight of USAD grantees
• Forecast and track grants and program budgets, track the need for modifications, and work with finance personnel to monitor payout and legal requirements
• Draft requests for application; annual program statements and other opportunities to solicit grant requests
• Provide oversight to ensure appropriate documentation exists throughout the grant life cycle in accordance with the approved Grants Manual
• Serve as the main point of contact between the field office, home office, and partners regarding grant compliance and negotiation
• Work with the COP, DCOP, and other personnel to inform program development, building on lessons learned from implementation
• Serve as a resource for all staff on grant management rules and regulations, and best practices
• Develop effective working relationships with clients, counterparts and stakeholders and continually promote outstanding client service with home office and field teams
• Customize tools for data collection based on the standards defined for the running of the grants program
• Design mechanisms for effective grants implementation and process
• Conduct periodic supervisory visits to assess the status of grant activities
• Review, comment upon, and approve technical documents, progress reports, and work plans issued by grantees prior to their submission to client, ensuring they meet grant agreement and contract requirements
• Work effectively with staff and clients and confirms that appropriate parties are involved and engaged to ensure an integrated approach to grants management

IV. Qualifications

Education
• BA in a relevant; MA preferred

Experience
• A minimum of six years of management and/or implementation experience in the areas of finance and budgeting and/or management of grants and subcontracts. At least three years of experience in one of these areas working on USIAD project, with a preference on USAID funded contracts, is preferred

Skills and abilities
• Demonstrated knowledge of USG/USAID regulations and compliance requirements pertaining to grants sub-grants and/or contracts
• Proven ability to mentor, supervise, and support staff and experience managing locally-hired personnel
• Strong skills in Excel
• Strong skills in Understanding USAID financial reporting requirements for grants management preferred

3. JOB TITLE: INTERIM OD SPECIALIST

Pamoja Twajenga is seeking an interim OD Specialist to provide support to partner organizations in the areas of organizations/Institutional capacity building; training coordination and delivery and project management

Location: Dar es salaam Tanzania, with frequent regional as needed

Duration: This assignment is expected to begin on or about May 1, 2015 and continue through October 31, 2015
These dates may be revised as determined by the project’s needs

I. Principal Duties and Responsibilities

Organizational/Institutional Capacity Building
• Design, coordinate and carry out rapid capacity assessments of Tanzanian CSOs and loAs and recommend a targeted capacity building program and interventions for strengthening said CSO/loAs
• Liaise and coordinate activities with project partner organizations as needed, and ensure effective collaboration toward achievement of capacity building interventions, appropriate information sharing and consistency with project objectives and the Pamoja Twajenga project work plan
• Oversee day-to-day implementation of Capacity Development Plans (CDPs) and Technical Assistance plans tailored to individual CSOs actively monitor progress, and gather data against project monitoring and evaluation (M&E) indicators
• Provide mentoring and support to project partner organizations as needed
• Ensure effective coordination of activities with other OD specialists, as well as with the M&E, Grants, Advocacy and Communications Specialists
• Oversee the work of project OD subcontractors and ensure effective integration with project activities and objectives

Training Coordination and Delivery
• Develop comprehensive training program on topics related to program goals
• Provide training, mentoring and technical support to partners and other key stakeholders, including individual leaders, networks, or alliance as needed. Ensure that stakeholders include diverse gender and ethnic representation
• Work with partners as appropriate to ensure implementation of the capacity building/training plan, facilitating activities that meet needs identified in the Plan and measuring success of training activities

Project Management
• Participate in project reporting as needed, including technical reporting on partner organization activities and monitoring
• Ensure all CSO and loA assessments are documented, and maintain technical files on each CSO and loA
• Ensure all activities are implemented according to the Cheminics ethics guidelines and Code of Business Conduct
• Keep COP and DCOP regularly appraised of all activities and consult with them as needed


II. Qualification
Education
• B.A. required/master preferred

Experience
• Minimum five years of experience in capacity building at the institutional level, with a preference for experience working with CSOs
• Previous USAID project experience highly preferred
• Experience conducting participator assessments preferred
• Experience in at least one of the following technical areas preferred: natural resources management or land rights/property rights
• Experience in the targeted project regions of Iringa, Dodoma, Morogoro, Mtwara, and preferred

Position/Responsibilities:
Increased profitability of production systems will generally depend on the sustainable adoption of improved agricultural innovations most suited to particular biophysical conditions but also market demand. The person in this position is in charge with identifying the key recommendation domains for scaling purposes by using extrapolation domain analysis (EDA) of key biophysical (soils, water resources, climate and and use) and socio-economic (population and market access) variables. Through this process, the focus regions will be stratified into recommendation domains where specific technologies will be scaled to maximize chances of adoption success. Various datasets on bio-physical factors like climate data, Digital Elevation Models (DEM) have to be linked with existing socio-economic drivers of change related datasets like market access, population density, and plausible proxies (like policy factors) in order to map out the most suitable environments for the targeting and scaling out of agricultural innovations.
The person in this position will be responsible for categorizing the operational areas into recommendation domains, identification of research sites within recommendation domains, better targeting of research and development operations, planning for scaling to other areas of similar characteristics, and contributing to spatial monitoring and evaluation.

The incumbent will report to the Chief Scientist of the IITA led Africa RISING project in East and Southern Africa and the Africa RISING Coordinator.

Tasks will include:
• Identifying the key recommendation domains for scaling purposes by using extrapolation domain analysis (EDA) of key biophysical (soils, water resources, climate and land use) and socio-economic (population and market access) variables.
• Stratifying the focus regions into recommendation domains where specific technologies will be scaled to maximize chances of adoption success.
