JOB TITLE: GEOTECHNICAL ENGINEER (2 Posts)

POSITION OVERVIEW:
The role of this position is to provide geotechnical services to the mining production department so that ground control and ore extraction can proceed safety, promptly and in a cost effective manner.
Advise and assist mine operating officials on ground control methods to ensure optimum utilization of the available ore reserves and human resources engaged in group control activities
Monitor stability of vital surface and sub-surface installation throughout the mine site so that they are not endangered by subsidence resulting from mining

Reporting Line: Geotechnical Section Leader
Rotational Status 42 days on/21 day off
Location: Bulyanhulu Gold Mine; Kahama shinyanga District Shinyanga Region

KEY RESULT AREAS/ESSENTIAL FUNCTIONS
• Responsible for provision of geotechnical information for mine planning and design requirements in an appointed capacity and in accordance with the Underground Ground Control Regulations to ensure compliance with site Ground Control Management Plan and related standards and procedures
• Use geotechnical mapping and logging to classify rock mass and hence apply the same data on stope design and mine layouts to ensure that ore extraction proceeds promptly and safety
• Use structural stability methods, empirical assessment and numerical modeling to arrive at ultimate support systems and determined optimum pillar sizes and stoping sequences to ensure stability of underground structures
• Advise and assist mine operating officials on ground control methods to ensure optimum utilization of the available ore reserves and human resources engaged in ground control activities
• Carry out regular monitoring of support systems (eg. Pull tests) to ensure that the recommend support is adhered to
• Measure rock strength, rock stress changes, deformation and monitoring seismic activities using different Rock Mechanics instrumentation to ensure stability of underground and surface structures
• Ensure that Geotechnical staff is well trained to improve on the quality of services offered to the mining department and ensure compliance with BGML’s policies and procedures
• Help develop training programs for Tanzanian Engineers to develop new skills and achieve their full potential
• Regularly update the Ground Control Management Plan (GCMP) so as to improve the quality of services offered to the mining department
• Design and monitoring of ground support, backfill systems, and control Instrumentation
• Reporting in writing geotechnical analysis, risk assessment and inspection
• Liaising with external mining consultants
• Collecting, analyzing and reporting of geotechnical data
• Assist the Section Leader Mine Planning Engineer to complete BGML’s employee performance and take appropriate action to remedy any substandard employee performance or behavior
• Act as a liaison between planning and operations departments coordinating rock mechanical engineering efforts towards short-term objectives

PROFESSIONAL AND INTERPERSONAL DETAILS
Education
• A Bachelor of Science in Mining Engineering or Geological Engineering degree preferably with a specialization in Ground Control, Geotechnical Engineering or Rock Mechanics

Experience and Skills
• Minimum of 5 to 8 years post graduate industry underground mining experience preferably in precious metals using narrow vein long hole stopping as well as cut and fill and narrow vein conventional mining
• A good operating knowledge and interpretation skill of popular numerical modeling tools such as DIPS, UNWEDGE, MAP3D and PHASE2 etc
• Able to work with limited supervision
• Good interpersonal skills with contractors and mine personnel
• Good written and verbal communication skills
• Able to work safety and not create or ignore hazards
• Cultural and religious awareness and tolerance
• High degree of patience and tolerance
• English and Swahili fluency

POSITION OVERVIEW
The role of this position is to perform all underground geotechnical inspections/audits to ensure compliance to support standards as stipulated in the Ground Control Management Plan
To conduct routine paste borehole inspections, pull tests of installed support, paste piping and support inspections and to provide geotechnical recommendations where required. All geotechnical activities carried out should cause minimal interrupt to production work and be carried out safety

Reporting Line: Geotechnical Engineer
Rotation status: 42 days on; 21 days off
Location: Bulyahulu Gold Mine; Kahama District; Shinyanga Region

KEY RESULT AREAS/ESSENTIAL FUNCTIONS
• Conduct ground condition an support installation inspections/ audits to ensure compliance to support standards
• Conduct pre-stopping audit reports to accompany mining instructions
• Conduct routine down-hole borehole survey of paste holes and report on observe conditions
• Conduct weekly pull tests on installed support to ensure that the support conforms to the required anchor capacity and to ensure that the number of pull tests compliance with the 1% as stipulated in the Ground Control Management Plan
• Conduct mapping and core logging and updating of the geotechnical model database with this information
• Identifying and reporting any substandard performances and/or behavior with regards to ground support
• Ensure adherence to geotechnical standards operating procedures and all relevant company procedures
• Provide ground control training for induction and ganger courses
• Collect ground monitoring data and keep accurate records

PROFESSIONAL AND INTERPERSONAL DETAILS
Education
• Diploma in Mining Engineering/Geology or equivalent
• Be willing to study to obtain the Chamber of Mines (South Africa) Strata Control Certificate

Experience and Skills
• Must have a valid Tanzania driving license and able to drive a light vehicle in underground environment
• Must have sufficient communication skills
• Able to maintain accurate records and reports
• Ability to interpret mine layouts
• Must have working knowledge of MS Office suite of computer programs
• Mining experience will be an added advantage
• Knowledge of any relevant geotechnical engineering during and after obtaining formal education
• Knowledge of underground mapping and core logging techniques

JOB TITLE: NATIONAL PROGRAMME OFFICER, ROAD SAFETY PROGRAMME

Position Title: National Programme Officer, Road Safety Programme

PROJECT OBJECTIVES
Road traffic injuries are a leading cause of death, killing around 1.24 million people annually, with approximately 90% of these deaths occur in low- and middle-income countries. Nearly 4,000 people lose their lives in Tanzania on the roads every year (Traffic Police Report, 2013). The vast majority of these deaths and injuries could be prevented through implementing evidence-based road safety programmes based on sound road safety laws. The Bloomberg Initiative for Global Road Safety will provide funds over five years (2015-2019) to support five countries to advocate and support development or modification of legislations in line with good practices and the recommendations of UN General Assembly resolution A/64/255.

Description of duties:
Under the supervision of the WHO Representative, and with' support from legal and technical officers from other levels of the WHO, the 'National Programme Officer will assist with the implementation of the project at a country level, in collaboration with government, academic and research institutes, consortium of partners, nongovernmental organizations and other relevant stakeholders.

Specific duties include:
1. Develop an annual work plan, in consultation with all relevant stakeholders.
2. Facilitate the assessment of current road safety legislation to identity gaps.
3. Provide technical support to undertake the required legislative modifications to address the identified gaps.
4. Advocate for legislative change through regular meetings with key stakeholders, e.g. government officials, law makers, partners, etc.
5. Facilitate capacity building among local lawyers through a development programme.
6. Host annual legislative workshops, for a wider audience, in the country.
7. Host regular high-level legislative-meetings, as required.
8. Maintain a database of legislative changes including full texts and English translations.
9. Facilitate capacity building among local journalists, through a fellowship approach, to
improve media coverage of the issue.
10. Facilitate the monitoring of the media to evaluate outputs from the journalist fellowship.
11. Assist with the development of locally specific advocacy and/or training material for the project.
12. Draft technical and financial project reports on a monthly, quarterly and annual basis

REQUIRED QUALIFICATIONS
Education:
University degree in law or health policy plus postgraduate qualification in law or public health related areas.

Skills:
• Good knowledge of the legal system in Tanzania
• Excellent judgment, analytical and organizational skills.
• Excellent communication, networking and interpersonal skills.
• Ability to maintain effective partnerships and working relations.

Functional skills:
• Project management skills.
• Ability to work effectively with government officials as well as with national and international organizations.

Other skills:
• Competent user of Microsoft Office applications (Word, Excel, Outlook, PowerPoint)

Experience:
Essential

Org. Setting and Reporting
This position is located in the Registry of the United Nations Mechanism for International Criminal Tribunals (“Mechanism”), the Arusha Branch. Duties may also include travel to the sub-office in Kigali, Rwanda. The incumbent will report to the Registry Officer-in-Charge.
Responsibilities
The Medical Officer will be responsible for treating and advising Mechanism staff and management. The Medical Officer may also be called on to treat persons detained under the authority of the Mechanism and witnesses of the Mechanism, when required. Within delegated authority, the Medical Officer will be responsible for the following duties:
Clinical Duties:
• Undertakes day-to-day clinical duties, e.g. walk-in clinic, emergencies.
