POSITION TITLE: HEAD OF BUSINESS DEVELOPMENT UNIT
Reports to: Chief Executive Officer
Direct Reports: Public Relations & Communications Officer, Investment Manager, Fundraising Officer(s)
Department: Chief Executive Officer’s Office
Duty Station: The Benjamin William Mkapa HIV/AIDS Foundation Headquarters, Dar Es Salaam
Overall Purpose of the Job:
To plan, implement and monitor business development strategies so as to ensure Institutional sustainability. This will entail overseeing resource mobilization initiatives that are related to securing finances and non-financial investments for creation and implementing BMAF programmes. The job will also, coordinate internal and external communication with all stakeholders, and spearhead business development. Tasks involved in this job are multi-complex and are combined with a need for strategic planning, wide networking and effective coordination.
Relationships:
Internal. Directors and Heads of units and Extended Management team, CEO, Board of Trustees, Internal Auditor and Finance team
External: Government, Development Partners, Local sponsors, International sponsors, Media and Advertising agencies

JOB SPECIFICATION
Key Outputs:
1. In line to the existing BMAF Business Development Strategy and other relevant reference documents, carry out mapping exercise to identify potential sources of fund, prospective benefactors and specific requirements
2. Coordinate and lead the BMAF teams in preparation of proposal developments both solicited and unsolicited and ensure the proposed activities are in line with BMAF, MOHSW and key national and International priorities.
3. Maintain reports needed for grants applications such as needs assessment, foundation capacity, and statistical data reports.
4. Network with strategic partners and resource organizations and familiarize with donor requirements
5. Liaise with Government, Development Partners, and other stakeholders on areas of potential collaborations and partnership, including exploring and soliciting philanthropic opportunities
6. Expand BMAF’s funding portifolio with private independent institutions, corporate foundations, and for-profit companies
7. In collaboration with the CEO and BMAF departments take lead in mobilization of resources to ensure the Strategic Plan and Business Plan is operationalized through engagement of donors into the BMAF’s basket fund support.
8. Oversee and operationalize the BMAF communication strategy which guides effective internal and external communication strategies
9. Assess communication needs, challenges and create opportunities for BMAF and how to exploit such opportunities
10. Oversee and guide the BMAF fundraising strategies and ensure successful collection rate of pledges made by Donors, Corporates and others friends of BMAF;
11. Support the Investment portfolio, particularly related to non- financial investments.
12. Develop monitoring frameworks, monitor and evaluate implementation of the BMAF Business Development Strategy and the Communication strategy
13. Prepare, plan and budget for the unit as well as monitor its performance
14. Prepare periodic progress reports of the Unit and share the lessons learnt with the Management, Board of Trustees and BMAF Partners.
15. Promote team working across functions, supervise and develop capacity of the sub-ordinates and manage their performance and reviews
16. Any other duties as assigned by your supervisor
PERSON SPECIFICATIONS
Academic & Professional Qualifications:
First degree plus professional qualification [preferably in economics or business management and administration)
Relevant Work Experience:
• At least 5 years and above of work experience
Interpersonal Skills:
• Tactical: Contacts with both internal and external stakeholders primarily in the course of implementing the Organization’s strategy. Relationships require sound communication skills and both discretion and judgment
Specific knowledge/Skills
• Experience in writing reports and grants application (at least for more than 4 years)
• Fluency in both written and spoken English and Swahili preferred
• Computer proficiency in word processing, various search engines and databases
Personal Qualities
• Demonstrated ability to interact professionally with international communities
• Excellent interpersonal skills and demonstrated ability to lead a team and to communicate at all levels
• Excellent presentations skills.
• Should be enjoying dealing with people and possess persuasiveness and assertiveness.
• Highest levels of personal and professional integrity
• Must be self motivated with high degree of commitment.

POSITION TITLE: POLICY AND ADVOCACY MANAGER

Overall Purpose of the Job:
To develop and executes key strategies to strengthen advocacy initiatives to promote technical visibility of the BMAF’s programmes,, and contribute to influencing improvement and or development of respective national policy as well as advocate for process improvement of BMAF’s focus areas.
This role will also support the implementation of our advocacy strategy, working closely with government officials, NGOs and other decision makers and opinion formers. The Policy and Advocacy Manager is responsible for development of advocacy strategies which will result in sustainable improvements to the health services delivery to the beneficiaries. The postholder is also responsible for strengthening networking and collaboration amongst stakeholders to encourage the development of pro-poor policies and achievement of health workforce, infrastructure and service delivery sector goals.

JOB SPECIFICATION
Key Accountabilities:
• Develop advocacy strategy, lead its execution, monitor and evaluate the impact of the strategy and facilitate continuous processes improvement in execution of the strategy.
• Establish and sustain effective working systems, tools and aids of the policy and advocacy unit to ensure efficiency, standards/quality, high impact and sustained advocacy initiatives of the Foundation.
• Develop a high impact systems and procedures to promote stakeholders engagement at all levels (both internal and external) in the advocacy initiatives of the Foundation.
• Collaborate with the Strategic Information Unit to ensure readily availability of the analytical and evidence based data and/research on BMAF’s programs and other relative external data to inform various advocacy initiatives of the Foundation.
• Develop a system and lead in conducting periodic respective policy reviews to inform BMAF’s programs, identify and utilize opportunities to input into the national ongoing policy development and review.
• Establish and manage robust systems and procedures on documentation and dissemination of BMAF’s work to promote BMAF’s professional credibility and visibility
• Collaborate with the Director of Programmes to ensure the effective integration of programme, policy and advocacy activities to meet strategic objectives.
• Lead, manage, motivate and develop team members in area of responsibility in order to maximise their contribution to the team and organisation.
• Develop relationships, partnerships and networks to ensure health workforce and service delivery matters are at the forefront of the agenda of key decision makers and that BMAF is seen as a key contributor in the policy debates on respective issues
• Contribute to capacity building and learning for both BMAF staff and its partners to ensure that policy and advocacy issues well integrated in their work
• Set, manage and monitor expenditure budget for strategic and annual plans in policy and advocacy, adhering to financial guidelines, ensuring value for money and acting as appropriate within delegated authorities.
• Guide and oversee the preparation of policy briefing presentations/papers on key issues for both internal BMAF and external audiences
• Ensure that BMAF staff are regularly informed of developments in sector policies, for use in strategic, operational planning and reporting.
• Undertake any other responsibilities, tasks or activities as reasonably required.
PERSON SPECIFICATION:
Essential
• Masters degree in social sciences
• At least 5 years of work experience at a senior level
• Ability to critically analyse official policy and to develop credible pro-poor policy alternatives
• Significant experience in relevant field, to include: Policy formulation, Advocacy ; Proven ability to organise, coordinate and evaluate successful campaigns ; Research; Strategic planning
• Comfortable with engaging key decision-makers in policy discussions in a way that enhances the reputation of BMAF as a credible and influential interlocutor
• Experience of leading, managing and motivating others [and building high performing teams].
• Good IT skills in Microsoft Word, Excel and Outlook.
• Excellent interpersonal skills and ability to work effectively in a politically sensitive environment, and engage effectively with high level decision makers in policy discussions
• Excellent command of verbal and written Swahili and English
• Demonstrable understanding of the links between policy, lobbying, campaigning and media work and knowledge of how policy change can be achieved through effective advocacy
Desirable
• Experience in the NGO sector desirable and working in close collaboration or with the Government is an added advantage
