ORGANIZATIONAL DESCRIPTION
The International Rescue Committee (IRC) is one of the largest humanitarian agencies in the world, providing relief, rehabilitation and post-conflict reconstruction support to victims of oppression and violent conflict. IRC has worked for over seven decades and today is involved in over 25 conflict zones in the world. IRC addresses both the immediate, life saving needs of conflict affected people in an emergency and the reconstruction needs in post conflict societies. PROGRAM BACKGROUD:
IRC has started implementing health programming related to primary health care, reproductive health, and cholera case management aimed at supporting the MoH and improving access to health care for Burundian Refugees crossing the border into Tanzania. Activities are currently on health facilities (Health Centres, Health Posts, Health Screening Sites) and support to government facilities, but we hope to expand to cover some community health (mostly likely reproductive health) aspects as well.

SCOPE/JOB PURPOSE
The Data Management Officer is part of the health team in Kigoma/Kasule and the primary focus of the position is to improve and support the overall data management system of the emergency health programme, ensuring that surveillance and monitoring activities are in place and conducted well, data is inputted and analysed appropriately, and that capacity building is provided to both IRC and MoH health staff to appropriately maintain and follow-up on the HIS system. This includes maintaining data quality of the health programme as per the country HMIS protocol, IRC and donor requirements and in close consultation with Emergency Health Officer/Health Coordinator and other health leads, conduct data analysis and provide recommendations as per the program need.

RESPONSIBILITIES
Technical
• Compile regional HMIS and other data from all intervention sites, conduct data quality checking with input from Health leads, analyze data in consultation with the Emergency Health Officer and Health Coordinator and health leads, and document findings for recommendation and decision-making in a timely manner
• Establish and manage HMIS and other databases for regular supervision and indicator information using Microsoft Excel/Access, Epi Info and other software as may be required
• Interpret HMIS and other information and produce daily, weekly, monthly updates or quarterly reports as required by the type of cases seen and in line with MoH and other Partner requirements.
• Build the capacity of Health Officers and other staff in the area of data management and analysis through training and on the job technical support
• Conduct regular and adhoc data quality checks on data from different intervention sites
• Make formal as well as informal inventory on existing data systems for HMIS and other information systems
• Ensure the existence of appropriate systems for HMIS and other related data storage, retrieval and analysis at site, zonal and regional level.
• Conduct quarterly program performance review data analysis and present to the team
• Participate in the regular weekly, monthly, and quarterly, reports on programme developments, together with the Health team

Program Management


Monitoring & Evaluation
• In collaboration with the Emergency Health Officer, Health Coordinator and other health leads, evaluate the effectiveness of the emergency health program and recommend changes in goals, objectives, intervention strategies, measurable outputs and timelines.
• Produce monthly activity reports and submit to the Health Coordinator and Emergency Health Officer.
• In close consultation with Health Coordinator and Emergency Health Officer/ ensure that all HMIS tools and other relevant formats are properly prepared, recorded and kept.

Human Resource Management
• Work closely with the Health Team Leads, Emergency health Officer, Health Coordinator and others

Others
• Any other activities or duties deemed by the Emergency Health Officer or Health Coordinator.

KEY WORKING RELATIONSHIPS

Internal
• Internally work very closely with Emergency Health Officer, Health Team Leads, Health Coordinator, Logistics, Finance, HR, and other coordinators as needed at Dar es Salaam level.

External
• Tanzanian MoH, TRCS, UNHCR, and other authorities as needed.

DESIRED REQUIREMENTS

Competencies

• In addition to IRC core values/competencies: diligence, attention to critical details, a keen sense of work priorities and resourcefulness in obtaining and researching important information;
• Meets time-lines for all reporting and delivery of outputs
• Results-based attitude as well as excellent organization skills are a must
• Strong computer skills, with a good knowledge of MS office windows including word, excel, access would be an advantage.
• Demonstrated behavior of professional and personal ethics, transparency and openness.

Education/Experience/Language
• Bachelor’s degree in epidemiology, health informatics, information technology, computer science, Statistics or related disciplines (health background is an added advantage)
• Minimum four years professional relevant experience in health related data management, specifically on the Tanzanian Ministry of Health, health management information system
• Experience in database design, entry and analysis
• Strong background in database management and technical knowledge on Ms excel and access
• Excellent analytical and report writing skills
• Experience of training at Local Government, NGO and community level is essential
• Excellent communication skills, organizational skills and the ability to work in a team
