Tanzania Agricultural Development Bank Limited (TADS) is a Government Institution established under the Companies Act, 2002 and licensed under the provisions of the Banking and Financial Institutions Act No 5 of 2006 and the Banking and Financial Institutions (Development Finance) Regulations, 2012.
The bank has the following key objectives:
• To catalyze credit delivery to the agricultural sector and thereby accelerate agricultural growth;
• To lead, as an apex agricultural financing bank, in capacity building strategies and programmes to strengthen the agriculture financial value chain;
• To be an important player in the implementation of the Government's development vision, policies and programmes, including but not limited to the Tanzania Development Vision 2015, Agricultural Sector Development Programme, Kilimo Kwanza Initiative, Second-Generation
Financial Sector Reforms as well as in the furtherance of the National Strategy for Growth and Reduction of Poverty for Mainland Tanzania {MKUKUTA), and Zanzibar
• Strategy for Growth and Reduction of Poverty (MKUZA);
• To build on existing agro-financing activities through provision of short, medium and long-term facilities to the following: smallholder farmers' groups, savings and credit cooperative societies (SACCOS), community banks, commercial banks and microfinance institutions (MFls) that are active in lending to the agricultural sector;
• To coordinate and monitor agriculture and rural lending activities with a view to maximizing the impact of agricultural growth by working closely with the Ministries and institutions responsible for Agriculture, Regional Administration as well as the numerous players active in this sector;
• To assist the Government in implementing its policies on enhancing financial inclusion and economic empowerment in the rural areas.
The TADS is hereby inviting applications from suitably qualified candidates to fill the following vacancies:
1. Research & Advisory Manager - 1 Vacancy
Nature and Scope:
The successful candidate will report to the Director of Planning, Research and Policy.
• She/he will be responsible for coordinating and carrying out studies aimed at enriching the bank's knowledge and information base to facilitate implementation of its vision, mission and objectives.
• Coordinate all research and development undertakings of the bank,
including technical assistance, studies and advisory services for the
bank;
• Mobilize financial and technical support for research and capacity building from local, international bilateral and multilateral organizations;
• Conduct research in order to identifying financing gaps, challenges and opportunities for product innovation across the-agriculture value chains;
• Carry out research on the value chains of various agriculture-related products and advise on the most feasible and developmental interventions to be made by the bank;
• Undertake market research on potential markets for agricultural produce under value chains of focus to facilitate linkage to farmers;
• Coordinate the bank's efforts aimed at establishing and maintaining collaborations and partnerships with other development banks for the purpose of sharing knowledge and business;
• Engage with domestic and international research and training institutions in research and capacity building in order to bring about the required transformation in the agricultural sector;
• Facilitate establishment of working relationships and consultative for a between the bank and local as well as international research institutions;
• Build and maintain strong research information/database and network for easy access to key agriculture sector knowledge to facilitate informed decisions;
• Develop and conduct capacity building programmes for lending institutions and smallholder farmer organizations;
• Coordinate strategic partners engaged with youth development and fund mobilization for financing youths' agriculture-related enterprises;

Qualifications, Knowledge and Experience:

2. Strategic Planning & Policy Manager
Nature and Scope:
The successful candidate will report to the Director of Planning, Research and Policy.
• He/ She will be responsible for coordinating the planning and performance management processes of the bank; including formulation of bank policies; review - of strategic plan, business plan and action plans; and overseeing the effectiveness of plan implementation by Departments and Units across the bank.
Key Responsibilities:
• Co-ordinate development of the bank's long term strategy and corporate plans, and to monitor their implementation including conducting periodic plan reviews;
• Coordinate preparation of annual action plans and performance reports by functional units;
• Prepare policies and guidelines on the formulation of policies, manuals, plans, setting of targets, performance measurement and reporting thereof;
• Co-ordinate development of performance management standards, i.e. indicators and targets in all functional units with respect to set objectives;
• Review and document business processes of the bank and manage continuous business process improvement;
• Advise on the preparation of programs intended to facilitate business processes; and recommend organizational strategies and changes as may be considered necessary;
• Coordinate preparation of the bank's inputs for the preparation and review of various national policies and regulations related to agricultural/ rural development and financing;
• Prepare plans and budgets for the department and coordinate preparation of plans and budgets by other functional units in the bank;
• Prepare terms of reference and provide overall co-ordination of work by consultants, related to the bank's business strategy;
• Identify and manage line-of-business changes and build on ongoing partnerships with government leaders, key stakeholders and business partners for effective change management;

3. Senior Research Officer
Nature and Scope
The successful candidate will report to the Research and Advisory Manager.
• He/ She will be responsible for coordinating and carrying out studies aimed at enriching the bank's knowledge and information base to facilitate implementation of its vision, The mission and objectives.
Key Responsibilities:
• Conduct research in order to identify financing gaps for product innovation across the agriculture value chains;
• Carry out research on the value chains of various agricultural-related crops and advise on the feasible interventions to be made by the bank;
• Undertake market research on potential markets for agricultural produce under value chains of focus to facilitate linkage to farmers;
• Initiate proposals for financial resources mobilization and technical support for research and capacity building to staff, farmer organizations, extension officers and other targeted groups;
• Provide inputs on to support the bank's efforts aimed at establishing and maintaining collaborations and partnerships with other development banks for the purpose of sharing knowledge and business;
• In collaboration with domestic and international research and training institutions organize capacity building programs to bring about the required transformation in the agriculture sector;
• Initiate proposals to establish collaborations and working relationships and consultative for a between the bank and world-renown international research Institutions;
• Create a well-established network and maintain a research database of adequate agriculture sector information to facilitate informed decisions;
• Design appropriate curriculum and conduct capacity building programmes for lending institutions and smallholder farmer organizations;
• Coordinate strategic partners engaged with youth development fund mobilization for financing youths agricultural-related enterprises;

4. Smallholder Agricultural Transformation Manager
Nature and Scope:
The successful candidate will report to the Director of credit and Business Management.
• He/she will be responsible for devising and implementing programmes aimed at the transformation of smallholder farmers operating less than two (2) hectares of crop land and depending on household members for most of the labour, from subsistence to commercial farming.
Key Responsibilities
• Develop and implement smallholder famers transformation strategy to achieve sustainability of food production, increased productivity and agricultural diversification;
• Develop and innovate suitable products and services for financing smallholder farmers and suggest low cost and effective delivery mechanisms;
• Market the bank's strategies for smallholder agriculture transformation, including products and services tailored to transform smallholders to realize the bank's goals;
• Search for, develop and suggest partnerships/collaborations with the
• Government's Ministries, Departments and Agencies (MDAs), the private sector, non-governmental organizations (NGOs) and international development institutions, to support smallholder farmers transformation initiatives;
• Carry out research on best practices/lessons learned elsewhere on successful initiatives undertaken to transform smallholder farming and propose to the bank for modification or adoption;

5. Principal Legal Officer
Nature and Scope
The successful candidate will report to the Head of Legal Services and Board, Secretary.
• He/ She will be responsible for carrying out legal and Board/Management secretariat duties, including ensuring that the bank is well advised on all legal issues involving its operations.
Key Responsibilities
• Support the Head of Legal Services and Board Secretary on any matters related to legal undertakings involving the bank
• Coordinate preparation, execution and registration of contracts and other legal documents;
• Prepare documents for civil suits/litigations;
• Investigate statutory registers to determine legal status of loan applications, securities held by them and borrowing capacities;
• Prepare, execute, register, monitor and keep custody of loan documents, statutory registrations and pre-disbursement conditions;
• Represent the bank in Courts of Law and Tribunals;
• Assist the Head of Legal Services and Board Secretary on all matters including
• Board secretarial duties;

Qualifications, Knowledge and Experience:
• Master's Degree/Postgraduate qualifications in Law.
• Minimum of four (4) years' post-qualification experience in a corporate law environment, two (2) of which must be at Senior Officer level.
• Admission as Advocate of the High Court of Tanzania.
• Ability to assess material evidence and advice on appropriate legal measures.

6. Senior Credit Appraisal Officer
Nature and Scope:
The successful candidate will report to the Credit Appraisal Manager.
• He/ She will responsible in conjunction with the Credit Appraisal Manager for analyzing/appraising loan applications/proposals, processing approvals, ensuring accurate documentation, and maintaining client relationships.
Key Responsibilities
• Examine incoming applications/facilities requests for correctness and completion;
• Advice clients on financial and economic issues that could affect their credit application;
• Appraise/analyze credit applications;
• Prepare reports pertaining to credit facilities management;
• Monitor credit facilities and projects and ensure proper use of funds;
• Follow up and ensure adequate servicing of credit facilities;
• Maintain close follow-up of irregular accounts and report on them;
• Negotiate repayments in the case of default by clients;
• Assist in providing training and business advisory services to clients;

7. Senior Credit Risk Officer
Nature and Scope:
The successful candidate will report to the Head of Risk and Compliance.
• He/ She will be responsible for reviewing credit processes in the bank and reporting/recommending best ways to manage related risks.
• He/ She will also assist the Head of Risk and Compliance to prepare and review risk management reports and ensure the limit excesses, exceptions and non-compliances are promptly addressed.
Key Responsibilities:
• Initiate and conduct review of all customer credit applications;
• Prepare reports on the bank's limits and concentrations exposure;
• Initiate/prepare reports on the effectiveness of the monitoring of credit facilities and program limits to ensure that they are observed and excesses are promptly addressed;
• Initiate/prepare reports, and checks for adequacy and appropriateness of the information used in the evaluation of the customer Credit applications;
• Prepare early warning and other credit reports;
• Participate in the review of the Management Information System to determine possible related risks;
• Participate in the development of an appropriate pricing methodology for all the bank's credit products;
• Develop mechanisms to ensure that the bank's credit risk decisions are based on transparent, accurate and rigorous analytics;

8. Senior Risk & Compliance Officer
Nature and Scope:
The successful candidate will report to the Head of Risk and Compliance.
• He/ She will be responsible for providing technical and managerial support to compliance function by ensuring that the bank is in compliance with all-the applicable internal procedures and external regulatory requirements.
• He/she will also be responsible for planning, implementation and co-ordination of all operational risk management activities of the bank to ensure quality operational risk management structures are in place and aligned with the business plan and goals of the bank.
Key Responsibilities:
• Provide advice on all matters related to operational risk and compliance;
• Develop and revise risk parameters for various operational solutions;
• Review and recommend for approval products/services, programmes and ensure all risk requirements are met before rollout of the products or services;
• Identify and investigate the root cause of errors/frauds and provide recommendations on solutions and follow-ups;
• Conduct assessment of risk and compliance with rules, regulations, processes by all functional units;
• Support development of risk management framework;
• Provide support to planning, designing and implementing an overall risk management framework for the Bank;
• Provide support to developing, sharing and monitoring implementation of risk management operating models in each functional unit;

9. Senior Credit Administration Officer
Nature and Scope:
The job holder reports to the Credit Administration Manager.
• She/he will be responsible for ensuring that the bank receives appropriate loan documentation, disbursements are done appropriately, customers are billed/debited timely and accurately, and that credit information is maintained securely and up to date.
Key Responsibilities:
• Validate all collateral documents such as title deeds, insurance covers, bonds and securities, stocks and shares, guarantees, debentures, mortgage documents;
• Ensure that clients are debited or billed all charges and interests on due dates as specified in the Credit Instruction Memo or as customary.
• Follow up on the stipulated loan installments or repayment provisions;
• Notify concerned departmental Officers promptly of any defaults or other Irregularities;
• Prepare monthly reports on all credit facility limits that are to expire during the course of the following three months;
• Prepare monthly reports to the Credit Committee on incomplete or missing documentation for transactions already booked;
• Assist in preparing Bank of Tanzania and other periodic reports;
• Assist in preparing monthly reports to Credit Committee on all accounts graded less than 'good; including derailed month-end outstanding;
• Review/verify approvals obtained for permanent release of collaterals, security documentation and ensure there are no liabilities or outstanding and facilities are cancelled;
• Maintain an up to date collateral data in the system;

10. Senior Internal Auditor (Systems Audit)
Nature and Scope:
The successful candidate will report to the Head of Internal Audit.
• He/she will be responsible for providing an independent and objective assurance on the effectiveness and efficiency of the Core bank systems, internal controls, and risk assessments on Information Technology and Communication (ICT} systems.
Key Responsibilities
• Assist Head of Internal Audit in developing risk assessment and annual audit plan with emphasis on ICT systems and applications;
• Assist Head of Internal Audit in developing and implementing internal auditing manual, policies, procedures, and program;
• Assist audit team members to ensure that the overall objectives of the auditor are met;
• Extract and analyze data from the core banking system and other bank systems and records, including defining audit scope and tests for audit at field works;
• Conduct planned audit fieldwork in specified areas of ICT in relation to the credit function, finance, operations, legal, treasury and other areas, and report on the findings with appropriate recommendations;
• Review the accuracy and efficiency of the bank's accounting system and internal controls;
• Monitor accuracy of data in different ICT systems like core banking system and all other software used by the bank;
• Direct and/or perform reviews of internal control procedures and security for systems under development and/or suggest enhancements to current systems;
• Keep the Head of Internal Audit regularly informed of the progress of the audit and exception issues related to ICT;
• Prepare audit work papers by documenting audit tests and findings and evaluating the sufficiency and appropriateness of audit evidence to support conclusions drawn
• Prepare audit response after completion of audit work and submit to Head of Internal Audit for review;
• Follow up and report on implementation of internal, external audit and BOT examination findings and recommendations;
• Carry out special investigations and ad-hoc audits, write investigation reports e.g. for fraud cases, and recommend preventive and control measures;
• Carry out any other duties assigned by the Supervisor from time to time.
Qualifications, Knowledge and Experience:
• University degree in Computer Science/Information Technology or related discipline;
• Minimum of three (3) years relevant working experience in a recognized audit firm or financial institution;
• Professional Qualification such as CISA and/or CPA.

11. Senior Resource Mobilization Officer
Nature and Scope:
The successful candidate will report to the Resource Mobilization Manager.
• He/She will be responsible for development of resource mobilization strategy; will have direct responsibility for developing and executing plans of action for resource mobilization, and negotiating partnership agreements with governmental, corporate and institutional funding sources, development partners, private trusts and other funders.
Key Responsibilities:
• Work with the Resource Mobilization Manager to develop and implement the resource mobilization strategy in keeping with the bank's strategic plan;
• Liaise closely with other department in the bank to develop a detailed understanding of the bank's funding models and cost drivers;
• Examine the daily cash needs of the bank, review the bank's total liquidity levels and work With the Dealership and Liquidity Department to allocate funds;
• Track the external funding environment and inflow of type/amount of funds, suggest necessary adjustments to fund raising targets and/or strategies, and ensure they are reached;
• Assist in identifying potential funding opportunities;
• Maintain records of actual and expected receipts and disbursements of funds;
• Assist in preparation of monthly, quarterly and annual reports on mobilization of funds;
• Manage all funds received from the Government, its Departments and Agencies and other stakeholders for development activities as per applicable agency agreements;
• Develop and implement policies, procedures, processes and systems for efficient and effective utilization of the funds;
• Research and recommend the most effective ways for managing and administering the funds;
• Liaise with relevant Divisions, Departments and Units to follow-up on performance of projects which operate on managed funds;
• Effectively administer all resources allocated to the Department, including offering technical and operational support to staff members in the Department;

12. Treasury Dealing Officer
Nature and Scope:
The successful candidate will report to the Dealership and Liquidity Manager.

The job holder reports to the Credit Administration Manager.

• Validate all collateral documents such as title deeds, insurance covers, bonds and securities, stocks and shares, guarantees, debentures, mortgage documents;

• Conduct planned audit fieldwork in specified areas of ICT in relation to the credit function, finance, operations, legal, treasury and other areas, and report on the findings with appropriate recommendations;
• Review the accuracy and efficiency of the bank's accounting system and internal controls;
• Monitor accuracy of data in different ICT systems like core banking system and all other software used by the bank;
• Direct and/or perform reviews of internal control procedures and security for systems under development and/or suggest enhancements to current systems;
• Keep the Head of Internal Audit regularly informed of the progress of the audit and exception issues related to ICT;
• Prepare audit work papers by documenting audit tests and findings and evaluating the sufficiency and appropriateness of audit evidence to support conclusions drawn
• Prepare audit response after completion of audit work and submit to Head of Internal Audit for review;
• Follow up and report on implementation of internal, external audit and BOT examination findings and recommendations;
• Carry out special investigations and ad-hoc audits, write investigation reports e.g. for fraud cases, and recommend preventive and control measures;
• Carry out any other duties assigned by the Supervisor from time to time.
Qualifications, Knowledge and Experience:
• University degree in Computer Science/Information Technology or related discipline;
• Minimum of three (3) years relevant working experience in a recognized audit firm or financial institution;
• Professional Qualification such as CISA and/or CPA.
• Knowledge of programming is essential;
• Knowledge and skills in computer applications for auditing purposes;
• Strong written and communication skills with ability to write documentation in a concise and focused style;

11. Senior Resource Mobilization Officer
Nature and Scope:
The successful candidate will report to the Resource Mobilization Manager.
• He/She will be responsible for development of resource mobilization strategy; will have direct responsibility for developing and executing plans of action for resource mobilization, and negotiating partnership agreements with governmental, corporate and institutional funding sources, development partners, private trusts and other funders.
Key Responsibilities:
• Work with the Resource Mobilization Manager to develop and implement the resource mobilization strategy in keeping with the bank's strategic plan;
• Liaise closely with other department in the bank to develop a detailed understanding of the bank's funding models and cost drivers;
• Examine the daily cash needs of the bank, review the bank's total liquidity levels and work With the Dealership and Liquidity Department to allocate funds;
• Track the external funding environment and inflow of type/amount of funds, suggest necessary adjustments to fund raising targets and/or strategies, and ensure they are reached;
• Assist in identifying potential funding opportunities;
• Maintain records of actual and expected receipts and disbursements of funds;
• Assist in preparation of monthly, quarterly and annual reports on mobilization of funds;
• Manage all funds received from the Government, its Departments and Agencies and other stakeholders for development activities as per applicable agency agreements;
• Develop and implement policies, procedures, processes and systems for efficient and effective utilization of the funds;
• Research and recommend the most effective ways for managing and administering the funds;
• Liaise with relevant Divisions, Departments and Units to follow-up on performance of projects which operate on managed funds;
• Effectively administer all resources allocated to the Department, including offering technical and operational support to staff members in the Department;
• Carry out any other related duties as may be assigned to him/her by the supervisor from time to time.
Qualifications, Knowledge and Experience:
• University degree in economics, business administration, finance, accounting, banking or related discipline;
• Good knowledge of the treasury function, including experience of transfer pricing methodologies;
• Ability to interpret Central Bank policies and implement them within the bank's strategic plan;
• Minimum of three (3) years relevant working experience;
• Strong written, presentation and oral communication skills with ability to write
• documentation in a concise and focused style, as well as to prepare and make high-impact presentations;
• Good negotiation and interpersonal skills.

12. Treasury Dealing Officer
Nature and Scope:
The successful candidate will report to the Dealership and Liquidity Manager.
• She/he will be responsible for assisting the Dealership and Liquidity Manager to ensure smooth and effective running of the bank's treasury activities.
Key Responsibilities:
• Transact foreign exchange business with clients and counter-parties of the bank within approved credit limits;
• Ensure that the outstanding positions of clients and counter-parties are updated immediately after deals are done;
• Maintain an ongoing record of all orders received from clients and other departments and ensure that orders are executed according to the instructions given;
• Maintain records of the actual and expected receipts and disbursements of funds;
• Prepare Treasury Bills and Treasury Bonds auction bids;
• Provide deposit rates for local and foreign currency deposits;
• Ensure customers receive efficient and prompt services;
• Carry out any other related .duties as may be assigned to him/her by the supervisor from time to time.
Qualifications, Knowledge and Experience:
• University degree in Finance, Accounting, Business Administration, Banking or related discipline;
• At least two (2) years relevant work experience in a busy commercial bank or financial institution in a similar field;
• Knowledge of banking products and processes;
• Must be a team player, very self-motivated and able to manage and prioritize work load with minimum supervision;
• Strong written and oral communication skills with ability to write documentation in a concise and focused style;
• Strong computer and analytical skills.

13. Records Management Assistant
Nature and Scope:
The successful candidate will report to the Head of Human Resources and Administration.
• She/he will be responsible for the storage and management of records, data and information.
Key Responsibilities:
• Establish systems and ensure proper maintenance of files and documents in the registry;
• Ensure timely filing of all incoming mail ar'ld routing same to respective officers;
• Maintain an up to-date index of all files;
• Offer support in storing and managing records, data and information;
• Offer support in arranging data and information in accordance with relevant classification systems;
• Maintain good working relationships with staff in other divisions, departments and units as well as external stakeholders;
• Carry out any other related duties as assigned by superiors from time to time.
Qualifications, Knowledge and Experience
• Diploma in Records Management or related discipline from a recognized institution;
• At least two (2) years' work experience in a reputable institution in a similar field;
• High degree of integrity;
• Must be a team player, very self-motivated and able to work under minimum supervision;
• Able to communicate in both English and Kiswahili;
• Computer literate

14. Dispatch Cum Office Assistant
Nature and Scope:
The successful candidate will report to the Head of Human Resources and Administration.
• She/he will be responsible for transferring letters and parcels from the bank's headquarters to other offices using the bank's motorcycle or any other means.
Key Responsibilities:
• Transfer files, mails, parcels and other correspondences as well as goods and supplies within and outside the bank;
• Deliver cheques and other negotiable instruments to and from other banks or offices;
• Post letters and collect mail from the post office;
• Check and ensure that the original and all copies of each mail have been signed and dated before dispatch;
• Provide general administrative assistance;
• Drive and maintain the bank's motorcycle by ensuring it is serviced timely as well as keeping of records of its movement in a log book;
• Carry out any other related duties as may be assigned to him/her by superiors from time to time.
Qualifications, Knowledge and Experience
• Certificate of Secondary Education;
• Ability to communicate in English and Kiswahili;
• Valid driving license;
• At least two years relevant work experience in a reputable institution;
• Possession of a certificate in office management/registry management will be an added advantage.
