PROVISION OF CONSULTANCY SERVICES FOR EVALUATION AND
ASSESSMENT OF INTERGRITY ON PETROLEUM RECEIVING
INFRASTRUCTURE AND OPERATIONS AT DAR ES SALAAM, TANGA AND MTWARA PORTS
Call for Expressions of Interest
Date: 8th April, 2016
1. The Energy and Water Utilities Regulatory Authority (EWURA) has set
aside funds for its operations during the financial year 2015/16. It is
intended that part of the proceeds of the fund will be applied to cover
eligible payment under the contract for provision of consultancy services
for evaluation and assessment of integrity on petroleum receiving
infrastructure and operations at Dar es salaam, Tanga, and Mtwara Ports.
2. The main objective of the required consultancy services is to carry out a
study to evaluate and also assess the technical and operational integrity of
the petroleum receiving infrastructure at Dar es Salaam, Tanga and
Mtwara Ports with respect to the International Standards and good
petroleum industry practice. The consultant will also be required to make
appropriate recommendations on the remedial measures to be taken for
any deficiencies noted from the study observations.
3. The Energy and Water Utilities Regulatory Authority now invites eligible
consultants to indicate their interests in providing the services. The
services will include but not limited to:
i. examine the layout of the Petroleum Receiving Infrastructures at
Dar es Salaam, Tanga and Mtwara Ports;
ii. draw the layout and detailed engineering drawings of the Petroleum
Receiving Infrastructures at Dar es Salaam, Tanga and Mtwara Ports;
iii. examine the engineering soundness, materials, design and standards
of the ports berthing infrastructures, storage tanks at oil terminals,
the pipelines, manifolds, valves, other appurtenances attached to the
pipes and metering station using ISGOTT and OCIMF guidelines;
iv. assess the Security and Health, Safety and Environment (HSE) status
of Petroleum Receiving Infrastructures at these Ports as per ISGOTT
and OCIMF guidelines; and
v. provide the appropriate reports.
4. Interested consultants must provide information indicating that they are
qualified to perform the services by submitting consultant’s profile,
description of similar assignments, and availability of appropriate skills
among staff.
5. For each assignment performed, the consultant shall provide the name
and address of the client, date(s) of execution and value of the assignment.
6. A consultant will be selected in accordance with the procedures set out in
the Public Procurement Act No. 7 of 2011 and the Public Procurement
Regulations, 2013 – Government Notice No. 446.
7. Selection will be conducted through the Consultant Qualifications
Selection (CQS) procedures specified in the Public Procurement
Regulations.
8. Interested eligible consultants may obtain further information from the
office of the Secretary, EWURA Tender Board, 19th Floor, Room
No. B. 1905, LAPF Pensions Fund Tower, Kijitonyama from 8.00 a.m to
4.00 p.m on Mondays to Fridays inclusive except on public holidays.
9. Written expressions of interest must be delivered to the

10. Late Expressions of Interest shall not be accepted for evaluation
irrespective of the circumstances.
