Job Title: Policy and Budget Analyst Coordinator
Reports to: Head of Programs

Job Purpose: To provide support and strategic direction to ANSAF Members on a wide
range of economic and policy issues affecting the agricultural sector in
Tanzania
Main Duties and Responsibilities
Policy/strategy and management level:
o Clearly identify and define relevant public policy issues.
o Undertake original economic and financial analysis to a high professional standard.
o Design and evaluate policy options from an independent and objective viewpoint that takes into
consideration the needs of marginal and smallholder farmers, medium and large scale farmers,
agro-processors, traders (agro-dealers) and other relevant actors
o Interpret and review existing policies in agriculture, evaluate options and make recommendations
for new policies
o Proactively participate in the policy dialogue involving ANSAF members, agricultural sector
stakeholders, donors, other private sector advocacy organizations and the Government;
o Maintain up to date knowledge on the recent trend & produce statement
o Make follow up on sector trends and produce statements
o Conduct roundtable with MP, DP and government officials on topical issues.
o
Provide leadership in policy and budget portfolio and manage team of portfolio, including
volunteers
Working groups and members:
o Work closely with ANSAF members to understand and incorporate appropriate Policy and budget
components in their initiatives and projects;
o Facilitate the P&B Working group consistent with the work plan objectives; Ensure the formulation
of the Terms of References for the Working Group
o Ensure the coordination of the sub working groups on Policy, Budget and SAM, and create another
sub group on the connection to the local level.
o Work closely with the accountant and finances officer in the support to the SAM and budget sub
working groups.
o Ensure regular meetings, agenda setting (participative) and feedback by members of progress in
assignments
o Ensure active participation of working group members and create momentum around specific
advocacy campaigns;
o Prepare PPT, key messages to member & non-members to engage on behalf of ANSAF
Documentation, learning and dissemination:
o Play a leading role in the development of policy briefs and related public outreach events, relevant
to the agribusiness and development community
o Ensure the production of adequate publications applicable to donor organizations as well as rural
producers and their representations.
o Produce statements, press releases, position papers and ensure production of key policies in an
user friendly manner for grass root level
o Propose policy themes for learning event
ANSAF image:
o Raise the public image of ANSAF though engaging with Stakeholders and Media
o Seek actively to broaden and deepen the organization’s membership
Qualifications and Capacities:
Academic requirements:
o A Bachelors degree in the field of agricultural economics, economics and trade, business
administration, or international development.
Experience:
o Experience of at least 2 years working at mid-level position with both the public and private sectors
on policy issues;
o At least 2 years professional experience in the areas of policy formulation and analysis;
Competencies:
o Broad knowledge of government policy process and experience dealing with senior government
officials and Parliamentarians
o Knowledge on economic and social trends and implication to different groups
o Knowledge on value chains and stakeholder engagement
o Understanding the national and local budget cycle and policy making progress at national and local
level (AS and M)
o Strategic vision and focus
o Preferably one with an agricultural background well versed with social accountability monitoring
o Knowledge on African comments in the area of CAADP & MALABO commitment, SAGCOT and
GROW AFRICA INITIATIVE

o Knowledge on agribusiness in managing youth entrepreneurs’
Skills:
o Good analytical and interpretation / facilitation skills and strong quantitative analysis and research
skills;
o Ability to package evidence based findings and voices/ as arguments in decision-making processes.
o Ability to maximize the available capacity and skills of Working Group members
o Ability to manage and motivate Working Groups and members
o Ability/ skills in networking and mobilizing people around common focus (at local /members)
o Diligent, highly organized and self-motivating individual; a person with high integrity;
o Ability to work under pressure to meet deadlines;
o Excellent communication skills particularly in engaging with the private agricultural sector / donors
in order to achieve results.
o Good writing skills, public speaking skills, charismatic personality
o Willingness to work as part of a team
o Excellent conceptual and analytical skills
