In June 2016, the United States Agency for International Development (USAID) Tanzania, initiated the USAID Global Health Supply Chain Technical Assistance –
Tanzania (GHSC-TA-TZ) Program, with the objective of providing technical assistance to strengthen country supply systems. The project, seeks a qualified candidate for a new, 5-year project in Tanzania funded by the U.S. Agency for International Development.
A description and qualification requirements for the open position is listed below. In addition to the position-specific requirements of each individual opening, understanding of USAID programs is highly desirable, and applicants should have a willingness and ability to travel and outside of Dar es Salaam.

Commodity and RBF Financing SpecialistUnder the technical guidance of the GHSC DCOP and COP, the Commodity and RBF Financing Specialist is responsible for assisting GHSC and programmatic stakeholders in the development and execution of a financing strategy which shall support a transition from donor funded support.
Specific duties and responsibilities include the following:
• Coach key stakeholders within the Ministry of Health, Community Development, Gender, Elderly and Children (MOHCDEC), Ministry of Finance (MOF), and Medical Stores Department (MSD) on estimating the cost of activities defined in strategic plans; Perform internal/external tracking and trending.
• Identify and communicate how future demands on the supply chain – disease trends and strategic priorities – can impact funding requirements.
• Evaluate ongoing operating costs, and advise stakeholders on projecting these expenses into the future. In defining needs, work with GHSC team and Tanzanian government stakeholders on constructing base, conservative, and optimistic case scenarios.
• Evaluate how the toolkit for best practices for commodity management advanced funds collection at the CHMT level
• Map key stakeholders for health financing; Assess and evaluate linkages to Health Financing Strategy; Define GHSC contributions
• Understand process for allocating budgets to facilities and how revenue is collected and reinvested in facilities; Identify opportunities to
increase reinvestment and adjust allocation algorithm
• Assess universe of funding strategies and identify all sources of revenue for health supply chain
• Establish mechanism for assessing effectiveness of alternative sources of funding in improving availability of medicines
• Collaborate with GHSC team members, specifically the Private Sector Specialist and Strategic Planning advisor, to define the funding base and evaluate potential new funding sources, including (1) Other Development Assistance financing, (2) opportunities to mobilize domestic resources, (3) payment/reimbursement models (e.g. point-of-care payment, micro health insurance schemes), and (4) innovative models for leveraging private sector resources, including using catalytic funding to incent investment, or underwriting risk of private actors to take care of fixed capital.
• Assist the GHSC Governance Advisor, to establish a communications strategy to assist stakeholders in advocating for required resources. Work with the GHSC team to develop advocacy tools that demonstrate the value of proposed investments in supply chain (e.g. a Business Case Analysis guidebook that illustrates business impacts, risks and sensitivities).
• Define platform and venue for disseminating information to key stakeholders
• Serve as lead in coordination with the USAID PS3 team, to ensure strategic alignment and deduplication of efforts related to results based financing.
• Responsible for the ensuring the achievement of expected outcomes and quality review/assurance in the areas of commodity and results based financing at the central level.
• As a member of the project management team, participate in annual reviews and project planning.
• Ensure accurate and timely submission of all required technical reporting and
deliverables for the governance and health policies component of the project.
• Contribute to brainstorming and development of research agendas and special projects related to improving health policy and governance.

Governance SpecialistUnder the supervision of the Abt GHSC Country Representative, the Governance Specialist Advisor is responsible for assisting GHSC and programmatic stakeholders in governance strengthening technical assistance.
Specific duties and responsibilities include the following:
• Collaborate with the Strategic Planning team to support the creation of a catalogue of leading planning practices to support an accountable governance model.
• Establish a communications strategy to assist stakeholders in advocating for required resources. Work with the GHSC team to develop advocacy tools that demonstrate the value of proposed investments in supply chain (e.g. a Business Case Analysis guidebook that illustrates business impacts, risks and sensitivities).
• Work with the GHSC team to evaluate existing governance mechanisms and recommend strategies to approve accountability in strategic plan implementation, including aligning stakeholders, developing and implementing incentives to support change management, and support a data driven culture.
• Provide direction, leadership, and on-going assessment of the project’s governance and supply chain policy technical assistance, including activities to support central level policymakers related to policy
setting, strategic planning, resource allocation, and regulation, inter-sectoral and donor coordination, and monitoring and evaluation.
• Responsible for directing implementation of governance assistance strengthening activities at the central level.
• Provide technical assistance to technical teams for outputs and activities related to governance and health policy, planning, policy reform, systems strengthening, human resource development plans, and governance issues.
• As a member of the project management team, participate in annual reviews and project planning.
• Advise changes and improvements to Project Chief of Party (PWC).

Private Sector SpecialistUnder the supervision of the GHSC COP and DCOP the Private Sector Specialist is responsible for assisting GHSC and programmatic stakeholders in private sector collaboration and strategic planning.
Specific duties and responsibilities include the following:
• Define a roadmap for collaboration between sectors, building on previous assessments and consolations with local private sector providers and stakeholders.
• Identify and prioritize opportunities to strengthen the private sector and foster a more supportive environment for collaboration.
• Develop and execute framework assessments on the attractiveness of partnership opportunities, considering organizational capacities, capabilities, financial strength, and risks. Provide training for leadership on the fundamentals of structuring effective PPPs, including negotiating terms and defining incentives for each party to perform.
• To promote more successful public and private partnerships, work with the Medical Stores Department (MSD) to establish performance targets informed by benchmarking analyses. Also, design vendor scorecards to facilitate oversight and accountability to negotiated agreements.

Strategic Planning AdvisorUnder the technical guidance of the GHSC COP and DCIO, the Strategic Planning Advisor is responsible for assisting GHSC and programmatic stakeholders to develop and operationalize strategic plans.
Specific duties and responsibilities include the following:
• Develop catalogue of and consult on leading practices for implementing strategic plans (e.g. balanced scorecard) Review strategic planning documents, including NPAP, assess progress to-date, and identify areas to support via SC technical assistance
• Map various strategic planning documents to NPAP, review “as-is” roles & responsibilities, and recommend initial prioritization
• In partnership with MOHCDEC and MSD develop road maps for prioritized initiatives to achieve stated goals.
• Work with the GHSC team to evaluate existing governance mechanisms and recommend strategies to approve accountability in strategic plan implementation, including aligning stakeholders, developing and implementing incentives to support change management, and support a data driven culture. Create mechanism for tracking progress to plans.
