This is an exciting opportunity for a highly motivated and result-driven professional who is a citizen of East African Community Partner States (Burundi, Kenya, Rwanda, Tanzania and Uganda) to apply for the following position tenable at East African Court of Justice.

Job reports to: Registrar, EACJ
Job Purpose:
To
administer and manage all financial aspects of the East African Court
of Justice including: preparation and control of the budget,
documentation of all receipts and payments, assets and liabilities and
safe custody of security documents; and preparation of financial
statements and reports.
Duties and Responsibilities:
Exercise overall supervision of the work of the Accounts Section of the Court, and provide advice where divisions from Financial Rules and Regulations and best practices occur.
Maintain proper accounting records of the Court and review and submit monthly and quarterly reports, including analysis of accounts to ensure that decision makers receive timely and accurate information;
Analyse and monitor status of obligations and expenditure. Ensure that payments are disbursed in accordance with certified documents establishing the obligation; Check payment vouchers, journals and petty cash vouchers in terms of arithmetical accuracy and also ensure that they have supporting documents like invoices, LPO, delivery notes, and GRN;
- Prepare monthly bank reconciliation statements of all the bank accounts of the Secretariat;
- Reconcile ledger accounts like inter current accounts, creditors, staff and housing advances, travel imprest, and follow up on outstanding imprest and pass necessary journals;
- Handle postings into the ledger and extraction of trial balance and preparation of monthly accounts;
- Check monthly payroll of all the staff of the Court and ensure that all deductions in terms of outstanding imprest, staff advances and loans are effected;
- Maintain appropriate ledgers and subsidiary ledgers. Verify and control data Journal entries, posting to the general ledger;
- Prepare monthly payrolls and ensure accuracy and timely distribution of cheques; and
- Identify training needs for Accounts Assistants of the Court and prepare training programs based on the needs.
- Negotiate favourable bank commission rates and fixed deposit interest rates and recommend reputable banks where the Court's accounts may be maintained;
- Prepare the semi-annual and the year end Financial Statements for the Court, for the purpose of audit.
- Facilitate the audit of financial statement and provide advice, financial interpretation, adaptation and corrective actions in response to audits and other queries to ensure adherence to Financial Rules and Regulations. implement the audit recommendations and directives of the Council and Assembly in this regard.
Qualifications and Experience:
Bachelor
Degree in Accounting, Finance, Economics, commerce or Business
administration or equivalent degree from a recognised
University/Institution; with Professional qualifications in Accounting e.g. ACCA, CPA, CFA or equivalent.
Minimum of Five (5) years relevant experience.

Skills and Competencies:
Must
have Accounting, IT (Word, Excel), and evaluation skills. Knowledge of
Sun System and Budget Management System application, Vision Excel and
Vision Executive will be an added advantage.

the current status of quota points per Partner State under East Court
of Justice, only Applicants from the Republic of Burundi and the United
Republic of Tanzania are eligible to apply for the this position.

Terms and Conditions of Service:
The
above position is tenable for a contract of five (5) years renewable
once and is subject to the application of the EAC Quota System.
