Position Title: Program Coordinator

D-tree International harnesses the power of mobile technology to improve the quality of healthcare delivery by supporting health workers and their supervisors to provide better care to their clients. D-tree's partnership model focuses on supporting existing health systems and programs by collaborating with governments, funding agencies, and NGOs to support frontline health workers in communities and at health facilities.
The starting point of the work is the development and delivery of electronic protocols on mobile devices that guide health workers by prompting them to ask specific questions and take appropriate action.
D-tree has been working in Zanzibar since 2010 on projects focused on maternal and child health. In close collaboration with the Ministry of Health, D-tree has trained more than 300 health workers who serve more than 60% of the rural population as part of the Safer Deliveries program. D-tree is currently scaling up this program throughout all of Zanzibar to support Community Health Workers to provide high quality care to pregnant women to encourage facility deliveries and postpartum follow up in order to reduce maternal and neonatal mortality.
The Zanzibar Program Coordinator will support all of D-tree’s work in Zanzibar, Tanzania. The Program Coordinator primarily coordinates the Safer Deliveries program, but also provides support to other D-tree initiatives and identifies areas for additional collaboration and funding. The position is based in Stone Town, Zanzibar with frequent
travel to implementation field sites in Unguja and Pemba and occasional travel to Dar es Salaam.
We seek a candidate who is motivated, interested in health care and technology, open to innovative ideas, efficient, eager to work hard, and a team player. The position will require close coordination with multiple departments within the Ministry of Health, other implementing partners, donors and the D-tree team. One of the key components of our projects is working closely at the national and district level to ensure real government ownership of these projects is achieved. The Program Coordinator must be comfortable in multiple roles ranging from field-based coordination and hands-on field work to high-level partnership building.
Job Responsibilities
Program coordination
- Support the Program Director to coordinate the Zanzibar based office & staff (6-8 employees):
o Oversee a diverse team to ensure program goals are met
o Support day-to-day coordination of staff activities
o Work with the Program Director to ensure staff are motivated, empowered and given
professional development opportunities
- Coordinate general administration for the Zanzibar office together with the Administrative Assistant and Program Director
- Monitor and report on progress on all project objectives; ensure staff and partners are kept on track to achieve results
- Coordinate community and facility health worker and supervisor activities
o Create training packages and oversee training of community- and facility-based health
workers
o Deploy mobile health projects, including phone preparation, follow-up sessions, and
troubleshooting
o Implement and track progress on monitoring and supervision plans
- Identify and implement community outreach and behavior change activities
- Identify technical and programmatic problems and issues and act accordingly to solve
- Develop and implement mixed methods program evaluations, including development of tools, oversight of data collection, and analysis.
- Report on processes, deliverables and objectives, including internally and externally (e.g., donor reports and publications)
Technology
- Develop application specifications including flowcharts, detailed protocols, and tools
- Be willing to learn to use software programs to build and maintain mobile applications
- Make updates and changes to mobile application using Mangologic software; communicate about any bugs or updates to the mobile application with Program Director to ensure usability of mobile applications
- Be willing to learn SQL programming to support development of program dashboards
Program development
- Work with the D-tree Program Director, Country Director (based in Dar es Salaam) and headquarters (US based) staff to design new projects and write proposals
- Work with the Program Director to develop and adjust project strategies and work plans
- Work with the Program Director to develop and coordinate monitoring, supervision, and evaluation frameworks
- Establish strategic alliances with other implementing organizations and donors to explore areas for collaboration and expansion
Partnership building
- Foster effective working relationship with Government at all levels; collaborate on strategic planning and reporting activities
- Communicate effectively through available forums at regional, district, ward and village level the position or/and role of D-tree International Tanzania
- Represent D-tree to senior government officials/personnel and with NGO partners
- Present project highlights and results at meetings and forums/conferences
Required Skills and Experience
- Minimum 5 years’ experience in public health, with at least 2 years in a developing country. Must have at least one year of experience working in Tanzania.
- Experience coordinating health programs/projects required; experience working on mobile health initiatives preferred
- Master’s degree in public health or related field
- Analytical thinking skills and willingness to learn to use software and programming techniques to support the mobile health aspects of the project
- Experience working closely with Ministries of Health to implement programs
- Strong organizational skills and attention to detail
- Experience developing and implementing monitoring and evaluation plans
- Excellent written and spoken English and Swahili (preferred)
- Experience with USAID funding (strongly preferred)
- Exposure to mobile money systems (helpful)
- Must be able to work independently, multi-task, be proactive, and work under tight deadlines with minimal supervision
- Ability to travel up to 30% of the time within Tanzania
