The New and Emerging
Talent Initiative (NETI) is an entry point for dynamic professionals interested
in an international career with UNICEF. Aside from the qualifications indicated
in the below job description for this post, all NETI Programme applicants must
also meet the following minimum requirements:
Completion of an
advanced university degree (Master's degree or equivalent) at the time of
application;
Proficiency in English
and working knowledge of another official language of the United Nations;
Readiness to be assigned
to any UNICEF office worldwide, including hardship duty stations;
At least 5 years of
relevant work experience for functions at the P-3 level.
Purpose of the position:
This is a UNICEF Generic
Vacancy Announcement (GVA) for the Talent Group for Monitoring, Evaluation, and
Research (MER) Specialists at the P-3 level in Country and Regional Offices and
at Headquarters locations (HQ). Talent Groups at UNICEF are exclusive lists of
pre-vetted, highly qualified professionals intended to fast-track recruitment
processes as positions become available.
Placement in this Talent
Group does not guarantee a position within UNICEF; candidates placed into the
Talent Group will be reviewed when a relevant position opens and if found
suitable, will be offered placement through a direct selection process.
Candidates included in the Talent Group will have the chance to be considered
for positions inside or outside the NETI Programme.
Contracts may be Fixed Term (FT) or Temporary
Appointment (TA).
Monitoring, Evaluation, and Research (MER)
Specialist P3:
Under the general
guidance of the supervisor, and in coordination with the Programme sector,
the MER Specialist is
responsible to ensure that the UNICEF Country Office has useful, valid and
reliable evidence on the situation of children's and women's rights, on the
performance of UNICEF-supported programmes (including particularly their
relevance, efficiency, effectiveness, impact and sustainability), and, through
the research function, on emerging child health and well-being issues and
strategies for facilitating an enabling environment for children, their
caregivers and families.
The MER Specialist works
within the UN Country Team (UNCT) to support UNCT goals for delivering valid and
reliable evidence on the attainment of global, regional, and national goals,
and on the performance of UN-supported programmes.
The MER Specialist
assists in the development of national capacities for monitoring, evaluation
and research, with special attention to the interest, concern and participation
of government, community, and civil society stakeholders.
Key end-results:
MER Specialists (P-3) in all duty stations are
expected to achieve the following key results:
1. Plan for Research,
Impact Monitoring, and Evaluation Ensure that the Country Office and national
partners use a well-prioritized and realistic plan of research, monitoring and
evaluation activities that will provide the most relevant and strategic
information to manage the Country Programme, including tracking and assessing
UNICEF's distinct contribution.
2. Social Data
Monitoring Ensure that the Country Office and national partners have timely and
accurate measurement of change in conditions at the national and sub-national
levels, including both monitoring of socio-economic trends and the country's
wider policy and economic context, as well as through sectorally specific
management information systems (e.g. Health MIS, Education MIS)
3. Programme Performance
Monitoring Ensure that the Country Office and partners have necessary
information to assess progress towards expected results established in work
plans, with special attention paid to identifying proper indicators and means
of verification during the planning phases, measuring progress in removing
bottlenecks and barriers, and measuring the quality of UNICEF's implementation
of its commitments to the host nation.
4. Evaluation Ensure
that UNICEF-supported evaluations are designed and implemented to established
UN quality standards, that the results are disseminated in a timely fashion to
stakeholders, and that a suitably complete management response is developed to
improve programme performance and contribute to wider learning.
5. Research Establish,
quality assure research processes and outputs at CO level. This includes
monitoring research quality assurance processes through standard operating
procedures, checklists, and guidance; acting as a member of the CO internal
Research Steering Committee, and managing research projects as necessary.
6. M&E&R
Capacity Building Ensure that the MER capacities of Country Office staff and
national partners – government and civil society – are strengthened enabling
them to increasingly engage in and lead MER processes in support of specific
programs and more generally in support of all their evidence needs. This
includes ensuring that sufficient systems and procedures are in place at the
Country Office to enable an appropriate ethics review of all UNICEF-supported
evidence activities (evaluation, research, studies).
Qualifications of
Successful Candidate:
Advanced university
degree in evaluation, research methods, social sciences, economics, public
health, statistics or another technical field with a strong background in
research methods.
Minimum of five years of
relevant professional work experience, showing at least 2 years involvement
with social data monitoring and performance monitoring, and 2 years involvement
in conducting and managing evaluation and research projects and programmes.
Background/familiarity
with Emergency situations considered an asset Proficiency in English and
working knowledge of another official language of the United Nations
Technical qualifications
must be demonstrated in the following areas:
Good understanding of
the technical methods employed in MER efforts, including issues such as the
overall design, sampling approaches, sample size calculation (including power
calculations), and data collection approaches (e.g. reliability,
internal/external validity, bias). Ability to conduct medium difficulty
quantitative data analysis, such as descriptive analysis, multivariate
analysis, regression, etc. Likewise, exposure to methods of qualitative data
analysis Knowledge of MER management, including writing of concept notes, terms
of reference protocols, inception and final report, setting up review
processes, familiarity with ethics safeguarding processes such as Institutional
Review Boards etc. Functional competencies must be demonstrated in the
