JOB DESCRIPTION

Project Overview.

Pathfinder International in collaboration with The Nature Conservancy is implementing a joint
program called Tuungane which promotes an integrated approach to Population, Health and
Environment (PHE). The project is implemented in collaboration with Regional and Local
Governments in Uvinza (Kigoma) and Tanganyika (Katavi) and communities in 37 villages. The
project works closely with office of the District Medical offices and health facilities in the two
districts; District Natural Resources Offices, District Fisheries Offices; Beach Management Units;
Community Health Workers; Model Households & PHE Champions, Community Conservation
Banks (CoCoBA) village level governments etc.


Position Purpose


Responsible for provision of technical leadership and management of the clinical and
community component of the FP and post‐abortion care service project. S/he will be
responsible for the implementation and monitoring of project deliverables. S/he will also be
responsible for the implementation of a strong mentorship program to the clinical providers in
the public health facilities. Reporting directly to the Tuungane Project Director and technically
to Director of PHE, she/he will lead in developing detailed work plans, and monitor project
inputs and results in public sector health facilities in Uvinza and Tanganyika districts of Kigoma
and Katavi regions respectively. S/he will contribute to program reporting and documentation.
The incumbent will supervise a team Clinical Services Mentor, Community health officers (3)
and the driver.

Programmatic Areas
 Lead in the team in planning, budgeting, implementation and monitoring of all health
related projects within Tuungane
 Responsible for the management of finances under the FP and PHE projects and ensure
timely submission of retirements for the projects
 Coordinate the team in monitoring and reporting for all health and PHE components of
Tuungane project
 Responsible for development and timely submission of quality project implementation
report to the Director.
 Coordinate with Regional and Local Government Authorities in Kigoma and Katavi in
ensuring smooth implementation of the project including thorough engagement of the
government throughout the project cycle
 Provide direct technical and operational leadership and oversight for the Strengthening
Contraception (PPIUD) and Post‐Abortion Care support project.
 Provide support and ensure linkage between the clinical and community component of
the project and ensures delivery of quality services in the interventions areas.
 In consultation with Pathfinder International, collaborate with Ministry of Health and
Social Welfare and clinical training specialists to organize, oversee, and ensure the
quality of clinical trainings on PPIUD and cPAC.
 Identify gaps in clinical technologies, approaches, guidelines, and standards and lead
development of innovative solutions to increase client access to the service delivery
sites

Staff management & development

 Ensure all staff define annual performance targets in accordance with the projects plans
and work together with HR Director in evaluating staff performance
 Work with HR Director in identifying staff capacity gaps and organize capacity building
support to address the gaps identified
 Under the directives of the Tuungane Project Director and in consultation with Director
of PHE at Pathfinder office in Dar es Salaam, supervise, coach, mentor and support
project staff not only to attain project deliverables but also to ensure progressive and

positive career development.


 Work with the RCH Coordinator and DMOs to identify FP related capacity gaps and
support them with training sessions in addressing such gaps
Representation, Knowledge Management and Learning
 Represent Pathfinder in key Health and PHE discussions at Regional and District levels.
 Focal point of contact and communication with the Regional and District Health
Management Teams including DMO’s and RMO in the implementation sites.
 Work in close coordination with the Tuungane Director and Pathfinder International to
identify lessons learned, synthesize documentation, and disseminate clinical and
technical best practices, and develop strategies to take best and/or new high impact
practices to scale in‐country and support.
 Develop project related technical documents including abstracts and attend relevant
local, regional or and international forums/conferences at least once annually
 Support operationalization of PHE Network activities in Kigoma, Katavi and Tabora PHE
zone

Basic Requirements
 Medical Degree (M.D.) is required and Master of Public Health/Community Medicine
 Minimum of 5 years demonstrated clinical and Community technical experience in FP or
SRH programs, including proven expertise in the provision of technical assistance and
training.
 Strong clinical skills in provision of long‐acting and permanent methods of
contraception.
 Strong clinical skills in provision of post‐abortion care services.
 Experience in management and staff supervision
 Driving skills with valid driving license
Preferred Qualifications
 Further specialization in obstetrics/gynecology is preferred
 Experience in design and/or implementation of large scale and complex FP and RH
programs, involving short deadlines, multiple tasks and in coordination with multiple
constituencies
 Demonstrated experience in provision of clinical training and in introduction and
maintenance of quality assurance processes
 Excellent verbal and written communication skills in English and Swahili
