Job Description
Title: Evaluation AdvisorLocation: Tanzania
EnCompass seeks Evaluation Advisor candidates for an upcoming multi-year technical and advisory services platform for USAID/Tanzania. The USAID/Tanzania Data for Development program seeks to provide services to improve data-driven decision-making, planning and implementation for the Mission, its implementing partners, and strategic local partners, including the National Bureau of Statistics, and other Tanzanian institutions.
Duties:
The Evaluation Advisor will oversee monitoring and evaluation, analyses, and assessments throughout the life of the project, including the data quality assessments, participatory data collection methods and protocols, and data quality verification techniques. S/he will also be responsible for the design, quality development and production of all data quality assessment reports, assist in the production of evaluations reports and any assessments, population-based surveys, and studies
including the testing of the development hypotheses. This will include the design of the evaluation methodology and participatory data collection methods and protocols for both performance and impact evaluations. S/he will also support the maintenance of the Mission’s PMP and the development and maintenance of implementing partners’ M&E Plans.
Qualifications:
- Experience in balancing the statistical validity requirements of rigorous design and the real-world conditions of activities on the ground, which require creative and untraditional designs.
- Graduate degree in international development, economics, social science, statistics, or a related field.
- No less than five years of demonstrated experience in evaluation, assessment and/or research design and implementation. Experience should include expertise in developing experimental and quasi-experimental designs to evaluate international development programs.
- Fluency in written and spoken English is required, and Kiswahili language skills are also desired.
