Job Description

Background:
USAID’s Maternal and Child Survival Program (MCSP) are working with the Government of Uganda to support implementation of the Uganda Reproductive, Maternal, Newborn, Child, and Adolescent (RMNCAH)
Sharpened Plan, which includes a package of low-cost, high-impact, evidence-based RMNCAH interventions that are provided at different levels of the health system. USAID has requested MCSP to provide tailored technical assistance to the provision of this package by USAID bilateral programs (Regional Health Integration to Enhance Services, RHITES) in South West (SW) and East Central (EC) regions. USAID would like to standardize a child health package across the RHITES projects, gather learning on the feasibility of implementing the package
in an integrated way, and determine the costs involved. In response, MCSP will provide tailored technical assistance to ensure standardization and catalyze implementation of an essential package of child health interventions, and complete an analysis of the cost to implement this package
As a partner on the MCSP Uganda child health program, Results for Development (R4D) is seeking a local consultant based in Uganda to assist in the costing of the technical assistance to support the child health package in one district in each of the EC and SW regions. Cost estimates will use financial cost data, reflecting the estimated cost to country planners or other stakeholders to the fund the intervention. MCSP will establish systems for tracking of program costs and RHITES to allow data collection aligned with the costing methodology.
MCSP will also work with UNICEF and The Global Fund to Fight AIDS, Tuberculosis, and Malaria (GFATM) to collect data on their support to iCCM in Sheema district. MCSP will present the costing results together with process and coverage indicators as illustrative outcomes in the two districts.

This consultancy is based in Uganda.
Duties and Responsibilities:

As part of the MCSP Uganda team and under the direct supervision of the Results for Development activity leader, the consultant will be expected to:
  • Support the calculation of costs related to technical assistance to the child health package in East Central and Southwest regions, including:
    • Aid in the identification of data sources and collect financial data from sources to aid in the costing of RMNCH packages;
    • Coordinate with R4D MCSP activity leader and MCSP Uganda country team to ensure that the collected data is sufficient and accurate to develop the costing model to inform the cost of the intervention;
    • Ensure timely and quality completion of all relevant deliverables and reporting, including regular status updates to R4D’s MCSP activity leader.
Qualifications:
  • Master’s degree (or higher) in economics, statistics, finance/accounting, public health, health management, or other related fields
  • Seven (7) years of experience;
  • Experience providing technical assistance within the health sector required;
  • Relevant experience in implementing health-related costing studies, including data collection, management, and analysis in limited-resource environments required;
  • Experience in costing calculation activities and/or budgeting required;
  • Demonstrated quantitative skills, including advanced Microsoft Excel proficiency required;
  • Solid organizational skills, including the ability to quickly respond to planned and unplanned support requests;
  • Solid communication skills (oral and written), including the ability to conduct all job functions in English;
  • Excellent ability to work in a multinational and multicultural team, including working with remote-based staff;
  • Ability to work under pressure and with minimal supervision;
  • Ability to travel and work outside of Kampala to East Central and Southwestern regions on a regular basis;
  • Understanding of health delivery environment and the Ugandan health system;
  • Experience working with government representatives, NGO partners, and related stakeholders desirable.
  • Consultant must already be based in Uganda.

Deliverables:
  • Activity mapping of RMNCH benefits packages costing across MCSP, RHITES, and other partners providing technical assistance to the child health package;
  • Finalized data source matrix that maps the cost inputs and data sources for all activities;
  • Cleaned and organized cost data that clearly maps the data against the different activities of the interventions;
  • Inputs into cost analysis and report writing.
Period of Employment:
Estimated one year, starting June 2017 (pending workplan approval)
