Job Description

Programme background
The Institutions for Inclusive Development (I4ID) programme goal is to
strengthen democratic institutions and governance in Tanzania so that they are more inclusive and accountable, and economic growth and service delivery provides more benefits for the poor and marginalized. I4ID is a programme that will continually consider the complex environments and changing circumstances of the political and economic landscape in which it is working, and adapt its strategy and activities accordingly. The I4ID programme is a five-year DFID funded programme running until June 2021.
While Tanzania’s economy has grown at over 7% for more than a decade, patterns of growth and service delivery have meant that Tanzania’s economic progress has not always benefited poor, vulnerable or excluded people. One factor at play is the systemic problems with policy formulation and administration. The Institutions for Inclusive Development (I4ID) is trying to address this issue through innovative programming using locally driven solutions. The I4ID programme goal is to work with government, representative institutions (such as parliament), civil society and the private sector so that economic growth and social services bring more benefits to the poor and excluded people. In the process, key lessons will be learned about how to help governance work better in the interests of marginalised groups such as youth, women and the poor, mapping a path towards a more inclusive
pattern of growth and development in the future.

Management lines: The Gender and Social Inclusion (GESI) Advisor will report to the Team Leader of I4ID programme and work closely with the programme’s Technical Advisor and international Gender and Social Inclusion Advisor. S/he will be responsible for working with I4ID team and providing insights about gender dynamics and about social exclusion/inclusion in Tanzania.
Scope of work
The Gender and Social Inclusion Advisor helps ensure that sound gender equality and social inclusion analysis is fully integrated into I4ID’s programming. S/he will work closely with the international GESI Advisor in helping to build capacity for GESI analysis and action across the programme and its partners.
This is a consulting position requiring an input of roughly 3-7 days per month. Some months may require slightly more days, and some months will require fewer.
Key responsibilities, duties and tasks
* Undertake gender equality and social inclusion analysis of key issues, sectors, and themes of interest to I4ID - including in service delivery and productive sectors.
* Design, support and facilitate
participatory GESI exercises with the team and partners - for example stakeholder mapping, beneficiary incidence analysis, ‘poverty-testing’ of theories of change, etc
* Providing training, coaching and mentoring to I4ID team and partners on gender analysis and social analysis
* GESI inputs to key programme strategy, planning, and M&E documents including theories of change, work plans, etc
* Support the regular updating of I4ID’s gender and inclusion analysis of Tanzania - sometimes through desk-based work, sometimes in conversation
* Support the integration of GESI into I4ID programming through annual review of the strategic and operational workplan
* Provide advice and inputs for GESI aspects of programme- and issue-level monitoring and learning; including but not limited to review of results and indicators, data collection and analysis and lesson products
* Provide analysis, information and lesson-learning relating to GESI to feed into political economy work
* A higher degree in a social science, gender studies public policy or any other relevant subject discipline.
* A minimum of five years of overall work experience in development.
* In-depth knowledge of Tanzanian landscape, in particular, a strong foundation in most if not all of the following areas:
* Quantitative and qualitative poverty data in Tanzania;
* Drivers of poverty and exclusion in Tanzania;
* Gender data and an understanding of the context for gender equality in Tanzania and beyond;
* Disability;
* Social norms and social movements.
* Demonstrated ability to work with people in a persuasive, constructive manner. Ability to collaborate and consensus-build are essential. The ability to listen well and employ different styles of communication in different contexts.
* Demonstrated networking abilities, especially within policy and governance circles in Tanzania.
* At least basic knowledge of donor-driven tools such as theories of change, M&E, project proposals.
* Ability to research, construct and present: an argument that is organised, concise, evidence-based, referenced.
* Strong written and oral communication and presentation skills in Swahili and English.
