HJFMRI or locally known as “Walter Reed Program-Tanzania” is a United States of America federally funded program which supports PEPFAR activities in the Republic of Tanzania. The HJFMRI program, in collaboration with the MoHCDGEC and community NGOs, has been leading a comprehensive HIV and AIDS care and support program in the Southern Highlands of Tanzania since 2004. The program, which is sub-contracting with Regional Health Management Teams (RHMTs) and 14 community outreach partners, extends to 25 district councils in Mbeya, Songwe, Rukwa, Katavi and Ruvuma Regions. Collectively, this zone, which has one of the highest HIV prevalence rates in Tanzania, represents a catchment area with close to 6 million people (13% of the population of Tanzania mainland). Despite remarkable achievements made over the past 10 years, the expansion of HIV care and treatment interventions still remains critical both at the facility as well as the community level.

JOB DESCRIPTIONS

Job Title: Training Advisor
Reports to: Training Director

Location: Mbeya

Position summary:

The Training Advisor will coordinate the implementation of the program’s training plan for staff and collaborators. The advisor is expected to play a mostly technical role in the preparation of training for virtual, classroom-based and practical training, monitor the implementation of training, perform formative and summative evaluation of HJFMRI training programs, use evaluation findings to inform future training plans, and promote utilization of innovative learning technologies to addre
ss identified training needs.
This role is based in Mbeya, Southern Highlands Tanzania and will involve traveling to the regional offices, outreach partners and health facilities across the Southern Highland Zone.

Main Job Tasks and Responsibilities
• Ensure timely availability of standardized training materials (approved by the Ministry of Health) for all scheduled trainings conducted or supported by HJFMRI
• Design, develop and maintain standard training practices that consistently portray the image and brand of HJFMRI Tanzania in all training activities
• Review all training sessions, schedules and content outlines ahead of the training event to identify resource requirement and other issues that may require special attention during the training
• Liaise with the training officer and respective technical advisors to ensure that resources prepared for every training (including facilitators, venue, teaching aids), match with the technical requirements for the training
• Design, test and periodically update tools for pre-course, in-course and post-course evaluation of training activities
• Perform evaluation of training sessions and use the results to improve future training activities
• Perform quarterly, semi-annual and annual evaluation of HJFMRI training programs and use the findings to inform future training plans
• Review all training reports submitted after every training event to ensure their consistency with HJFMRI approved formats for such reports,
and identify from each report issues for post-training follow up and support
• Work with the training officer and respective technical advisors to develop post-training follow up and support plans
• Generate an inventory of capacity development opportunities that address the training needs of HJFMRI staff
• Link, in collaboration with the training director, HJFMRI staff to available capacity development opportunities according to their training needs
• Participate in meetings with partner organizations, Ministry of Health, technical experts and other stakeholders with common interest in the training interventions that HJFMRI supports.
• Format and organize training materials originating from HJFMRI to comply with the organization’s standard format
• Facilitate sessions of training courses as needed.
Education and Experience
• Bachelor’s degree in education, a related social science or a health-related field. A Master’s degree in education or a health related field will be an added advantage.
• Experience in implementing in-service training programs.
• Experience in evaluation of training programs
• Advanced computer skills – Microsoft Word, PowerPoint, Excel, Adobe.
• Ability to prioritize, organize, format and simplify large amounts of information from many sources.
• Strong written English skills – grammar, vocabulary, clarity.

Job Title: Technical Advisor Training Database and Learning Management System
Reports to: Training Director

Location: Mbeya

Position summary:

The Technical Advisor for Training Database and Learning Management System will support the development and maintenance of the training database and the learning management system. The Advisor is expected to provide technical support to users of the default in-service training databases in the supported districts, and maintain a backup at program offices. The Advisor should be capable of utilizing ICT skills to customize available state-of-the-art learning management software applications in training activities supported by the program. In addition, the advisor will provide regular on-site technical support to database users in the supported districts, data quality checks and continuous updates to enhance system performance. This role is based in Mbeya, Southern Highlands Tanzania and will involve traveling to the regional offices, outreach partners and health facilities across the Southern Highland Zone.


Main Job Tasks and Responsibilities
• Maintain a log of all training activities conducted or supported by the program and ensure they are all appropriately recorded into the TrainSMART database
• Develop a regular schedule to provide technical support to TrainSMART users in all supported districts
• Liaise with TrainSMART System Administrator at the Ministry of Health in addressing technical issues faced by users in the supported districts
• Support the development of and maintain a backup database to keep records of all training data posted on the TrainSMART database (limit to training activities supported by HJFMRI Tanzania only)
• Using available open-source software applications, develop and maintain a learning management system for all forms of in-service training that the program provides to staff and collaborators
• Conduct regular data quality checks in TrainSMART and the backup database
• Perform regular system updates to enhance performance of the program’s data systems
• Develop new software applications as may be required to support training initiatives funded by the program.

Education and Experience
• At least a bachelor’s degree in ICT with skills in software development
• Experience with TrainSMART preferred
• Experience with developing learning management systems or other information systems related to training
• Experience with the health system is an added advantage

Job Title: Training Officer
Reports to: Training Advisor

Location: Mbeya

Position summary:

The Training Officer will assist the training coordinator with scheduling of trainings, resource mobilization, training logistics and adherence to the standard operating procedures (SOPs) for all HJFMRI supported training activities. The Training Officer is expected to work closely with other teams within HJFMRI (especially finance, procurement, logistics, communication) to ensure training activities are implemented strictly according to schedule, budgets and the prevailing HJFMRI policies. The Training Officer will review all training requests and support the respective technical advisors accordingly.This role is based in Mbeya, Southern Highlands Tanzania and will involve traveling to the regional offices, outreach partners and health facilities across the Southern Highland Zone.

Main Job Tasks and Responsibilities
• Receive and process all training requests according to prevailing HJFMRI procedures
• Prepare training schedules and calendars according to HJFMRI training plan
• Follow up with respective departments (procurement, finance, logistics) to plan for and obtain logistics and supplies for all scheduled training activities

• Institute controls in all HJFMRI training activities, including maintaining attendance registers for participants and ensuring training costs (perdiems, refreshments etc) match with evidence of participation.
• Collect relevant data for evaluating HJFMRI training programs
• Send out invitations for trainings and follow up for confirmation of participation
• Coordinate strict adherence by all staff, to schedules, budgets and prevailing HJFMRI policies in all training activities
• Participate in revision of training materials and tools

Job Title: District Program Officer (5 Posts)
Report To: Regional Clinical Coordinator

Work Location: To be located among the regions_(Rukwa,Ruvuma, Katavi,Mbeya & Songwe)

Position summary:

Under the supervision of the Regional Clinical Coordinator, the District Program Officer will guide and monitor the implementation of HIV/AIDS prevention, care and treatment activities supported through the Walter Reed Program and carried out in alignment with the current Tanzania MoHCDGEC guidelines in selected districts in Mbeya, Rukwa and Ruvuma regions of Tanzania. The District Program Officer will be stationed in the respective districts. The District Program Officer will take on responsibilities within the district in terms of providing regular supportive supervision and remediation plans for gaps identified at health facilities. S/he will assist in identifying and supporting capacity development of facility staff, as well as conducting basic M&E activities to monitor care and treatment programs.

Duties and Responsibilities:
• Work closely with CHMTs to coordinate program planning, implementation and monitoring of integrated care and treatment services, RCH/PMTCT activities, early infant diagnosis (EID), TB/HIV collaborative activities, as well as VMMC and CECAP activities at facility level and through outreach activities
• Build the capacity of health care workers and facilities by performing regular supportive supervision, mentorship and technical assistance visits at HJFMRI supported Care and Treatment facilities in line with project objectives and MoHSW guidelines and in cooperation with CHMTs and RHMTs
• In collaboration with Regional Program Managers and HJFMRI Medical and Outreach Advisors, develop and prepare action plans for gaps identified in the HIV/AIDS continuum of care during supportive supervision and oversee the implementation and follow up of said action plans
• Collaborate with facility and community HBC focal persons, as well as with HJFMRI outreach partners, to strengthen linkages of clients into care and treatment, PMTCT and EID
• Provide technical assistance on establishment and sustainability of facility QI teams
• Effectively work with CHMTs and facility leads to agree on target distribution and ensure regular review of progress to targets and establish regular site level meetings for data review and service quality improvement.
• Work with the M&E team to ensure availability of M&E tools and their correct use for data recording and reporting
• In collaborations with Regional Program Manager assist districts in data collection and compilation, analysis and reporting to Government structures and HJFMRI in accordance with mandatory report requirements for both Government and HJFMRI
• Liaise with district pharmacist, district lab personnel and HJFMRI SCM advisor to support supply chain management services and HIV commodity management that ensure uninterrupted availability of HIV commodities at all levels within the districts. Provide technical assistance in monitoring and timely forecasting and ordering process at district and health facility level, as well as distribution and usage of HIV commodities by district councils and health facilities
• Perform other duties as required

Qualifications:
• Medical Degree is mandatory from a recognized institution and must be registered with the relevant professional body in Tanzania; a postgraduate training in internal medicine or infectious diseases will be an added advantages.
• 2 years’ experience providing HIV/AIDS clinical care in Tanzania or previous experience working in HIV/AIDS care and treatment or research programs
• Fluency in English and Kiswahili
• Basic Competency with Computer Applications [Word, Excel, PowerPoint]
• Willingness to spend 75% of working hours traveling and working in rural areas of Mbeya, Ruvuma, Rukwa regions

Job Title: Procurement Officer (2 Posts) 

Reports to: Procurement Manager

Location: Mbeya

Position summary:

The procurement officer is responsible for assisting Procurement Manager in managing the flow of procurement activity to implement the HJFMRI HIV and Malaria Programs in the country.

Primary Duties or Key responsibilities:
Receiving and analyzing purchase requests from user departments in Mbeya, Dar and Regional offices to determine the appropriate method of procurement i.e. quotation, tender and RFP and forward them to senior management for approval.
Liaise with technical team to establish technical specifications of items for supplies to be ordered and sometimes provides assistance to user departments, when required for the same.
Sourcing quotes, tenders from potential and preferred vendors
Issue addendum to quotations, tenders and proposals as required
Process purchase orders for Malaria and HIV programs requests
Follow up with vendors and expedite where necessary to ensure timely delivery of requested goods/consignment
Verification of the documents received from vendors for authenticity and accuracy before payment processing
Prepare payments requests with fully documentation and forward them to Finance for further processing to vendors
Process and follow up advertisement of program positions and RFPs/ITBs
Inform vendors to collect payment checks as soon as they are ready
Verification of new staff member’s personal belongings on delivery in Mbeya from the place of recruitment
Maintain an up-to-date knowledge of the supply market for all HJFMRI-T supplies and services
Prepare weekly reports and any other highlights as may be requested
Perform other related duties and responsibilities as may be assigned from time to time by supervisor.

Qualification and Experience:
• A minimum of a Bachelor Degree or its equivalent from a recognized institute of higher learning in the field of Procurement and Supplies Management, Business Administration, Economics, or related field.
• Registration with Procurement and Supplies Professionals and Technicians Board (PSPTB) will be an added advantage.
• A minimum of three years of working experience at comparable level in a large organization or an NGO with significant experience in procurement Management.

Job Title: IT Help Desk Officer (2 Posts)

Reports to: IT Manager

Location: Mbeya

Position summary:
The Information Technology Help Desk Officer reports to the IT Manager and provide user support on HJFMRI-Tanzania computer applications and platforms. Troubleshoot reported problems or escalate for urgent attention, or advice on the appropriate cause of action.

Duties and responsibilities:
• Maintains a thorough knowledge of the organization and adheres to all WRP organizational standards
• Assist to Complete Knowledge on Designing and documenting databases with Data Modeling.
• Serve as liaison between department staff and the ICT unit to resolve issues reported from staff through itsupport@wrp-t.org email.
• Assisting in Implementing, administrates and maintaining databases.
• Assist in Troubleshoot computer problems.
• Track and route problems and requests and document resolutions.
• Performs routine preventive maintenance on hardware and software.
