Translation of the Organizational Capacity Building Tool (OCA) of 2014 Civil Society Organization (CSOs) Capacity Assessment into Kiswahili
Introduction
The Community Health and Social Welfare System Strengthening (CHSS) Program is implemented by JSI Research and Training Institute and World Education Inc./Bantwana. The program goal is to improve health, well-being and protection outcomes for HIV affected and other most vulnerable populations in Tanzania through enabling more accessible higher quality health and social services for HIV affected and other most vulnerable populations in targeted communities. Among other activities, the program in collaboration with LGAs and NACOPHA will strengthen organizational and management capacities of CSOs to better serve priority and key populations. To start with, CHSSP will conduct organization capacity assessment to 48 Kizazi Kipya project (CHSS Program Implementing Partner) sub-granted CSOs. And, based on self-assessed need, CHSSP and the respective organization will define a capacity-building improvement plan.
The available Organizational Capacity Assessment Tools: participant’s copy is however in English language. For the tool to be well understood to majority of the assessment participants there is a need of having Kiswahili version of it. CHSSP is therefore seeking a highly qualified Tanzanian consultant/consultancy firm to translate the Organizational Capacity Assessment Tools: Participant’s Copy and OCA section summaries into Kiswahili.
Rationale for translation of the guideline into Kiswahili
The tool need to be translated into Kiswahili language in order to allow all parties understand better the key information required and respond accordingly. Again, the Kiswahili language tool will be easy for CSOs representatives to understand and own the process, therefore get the quality and appropriate data.
Objective of the Assignment
The overall objective of this consultancy is to hire a consultant who will translate the Organization Capacity Assessment Tool (OCA into Kiswahili language (Back and forth translation).
Time-frame
Duration for this assignment is expected to be 14 w
orking days in total during the period 10th-26th June, 2016. The assignment will start after signing of a formal contract with CHSSP.
Activity Time frame
Sign Contract with the consultant By June 19
Develop consultancy proposal that indicate scope, methodology, approach and any other related plan for this activity By June 21
Consultant translates OCA Tool into Kiswahili By June 30
Facilitators to produce draft one of the Swahili version By June 30
Consultant present draft of Swahili version to advisors By July 2, 2017 Review the draft with the input of the advisors
Editing and Formatting By July 5, 2017
Submit hard and soft copy to advisor July 6, 2017
Scope of Work
The selected expert will undertake the work of translate of 56 pages of Organizational Capacity Assessment Tool: Participant’s copy and other 9 pages of OCA section summaries and format the translated document.
Timeframe
Duration for this assignment is expected to be 14 working days in total during the period 10th June -26th June, 2016. The assignment will start after signing of a formal contract with CHSSP.
Expected deliverables
• Kiswahili version of Organizational Capacity Assessment Tool: Participant’s copy available both in hard and soft copies.
• Kiswahili version of OCA section summaries available both in hard and soft copies.
Reporting
The Consultant will report to the CHSSP Capacity Building and Systems Strengthening Advisor.
Consultant’s Profile
The consultant should have; a Master’s degree in Language/Social Sciences related field or Equivalent experience, be able to demonstrate proof of experience in carrying out similar assignments with CHSSP or any other stakeholder in Tanzania; at least 10 years’ experience in working in systems strengthening, organizational capacity development and assessment, experience with policy development, experience of developing HIV/AIDS documents, guidelines or training curriculum, experience of working with CSOs, have good analytical and writing skills and proven track record in delivering timely and professional results, excellent writing and presentation skills.
