Job Description

SUMMARY OF ROLE
The Knowledge Management (KM) Manager will provide effective professional technical/practical communication and knowledge management services to support the RHITES E- Project activities. He/she will also be responsible for the implementation of communication strategy and coordination of all events for the project. This position reports to the Senior Monitoring, Evaluation & Learning Advisor and will work closely with the M&E Manager – Research &CLA.

ESSENTIAL FUNCTIONS
  • Develop and implement the RHITES E- Project Communication and KM strategy.
  • Working closely with project teams, lead the collection of information and documentation of project bulletins, success stories, technical briefs and project documents.
  • In collaboration with the project teams, coordinate the preparation of presentations, activity summaries, press materials and bi-weekly, monthly, and quarterly reports.
  • Ensure that all the project final documents are of high quality and adhere to the IntraHealth International Style and Citation Standards/Guidelines.
  • Support the Chief of Party and the RHITES-E Project with media engagement– through formal and informal contacts, by identifying potential stories, arranging interviews, and encouraging the participation of media in RHITES-E Project activities.
  • Promote and improve the visibility of the RHITES-E Project through advocacy initiatives, proactive media relations including creating access for journalists with subject matter experts within the RHITES-E Consortium.
  • Assist in production, editing and dissemination of information, education and communication materials (e.g. brochures, fact sheets, newsletters and documentaries.)
  • Cultivate and maintain effective working relationships with government, donors, civil society organizations and other relevant partners and identify opportunities for advocacy and communication partnerships.
  • Development of a database of key local and international contacts, distribution lists for various reports, bulletins, and other documentation.
  • Coordinate with HQ to ensure regular update of the RHITES-E Project page and RHITES-E Project sites in the IntraHealth International website in consultation with the Senior Monitoring, Evaluation & Learning Advisor.
  • Be the focal point on all RHITES-E communication related matters between IntraHealth headquarters and the Mbale, Uganda office responding to information requests as required.
  • Maintain a calendar of events for the RHITES-E Project and ensure recording and sharing minutes of program meetings.
  • Create and maintain knowledge repositories in the staff portal to store articles, reports, concept papers and other project related documents
  • Conduct continuous quality improvement to evaluate information adequacy and quality as well as staff and partner needs
  • Maintain regular contact with the RHITES-E Project’s sub grantee partners and district level stakeholders to ensure that key information and documents are regularly shared and that information is proactively collected.

  • Remain abreast of best practices in HIV/AIDS, Family planning, Maternal Child Health, TB and Health Systems Strengthening by consulting appropriate websites, and list serves, and ensure that these are shared with technical and program staff.
  • In collaboration with the M&E Manager- Research & CLA, coordinate brown bag sessions bi-monthly to allow information sharing amongst project staff and ensure that all presentations are stored on the staff portal (share point) and on the shared drive.
  • Provide orientation to all incoming staff on project knowledge resources
  • Collaboratively with the M&E Manager – Research and CLA, establish Collaborating, Learning and Adapting forums at district/cluster level and lead the documentation of success stories and lessons activities.
MINIMUM REQUIREMENTS

Education & Experience
  • A master’s degree in communication, journalism, public relations or equivalent qualifications.
  • At least 6 years working experience, with demonstrated working exposure to media industry in Uganda
  • Demonstrated competencies in managing media and development products such as education and communication material, documentation and publication (including web-based documentation) in program implementation
  • Proven ability to effectively manage relationships with media representatives, government officials, NGOs, community groups and other partners.
  • Knowledge of computer systems and applications, especially those related to interactive digital media.
  • Document Management system qualification will be an added advantage
  • Strong interpersonal skills; the ability to communicate clearly and effectively at all levels, taking into account cultural and language difficulties.
  • Familiarity with the health sector is preferable.
  • Ability to use communication tools, equipment such as pictures, video footage, writing and editing skills.

The Regional Health Integration To Enhance Services in Eastern Uganda (RHITES-E) project will support the Government of Uganda (GOU) and key stakeholders to increase availability and utilization of high quality health services in 21 districts in Eastern Uganda and 2 in Karamoja by strengthening health systems and improving the quality of, access to, and demand for health services with attention to equity and underserved populations.
