The Education Quality Improvement Programme in Tanzania (EQUIP-Tanzania) is an initiative funded by the Department for International Development (DFID). The programme seeks to support the Government of Tanzania to improve the quality of education in primary
schools and to increase the number of children, particularly girls, able to transfer to secondary education.
The Construction component activity of the programme provides for the construction of a total of 250 new satellite schools in the 9 Regions covered by the Programme. The satellite schools comprise a simple 2 classroom block building with a small office and store incorporated in the building and the provision of VIP latrines. All the satellite schools will be in remote locations that do not have an existing school, at least 3 kms away from an existing ‘mother’ school.

In addition to the new satellite schools funds will be provided for the completion of the roofing of existing classroom buildings that have been constructed by the local Communities up to ring beam level. The provision of the funds for the roofing is conditional on the foundations and the superstructure of the building meeting the required specifications and standards of the MOEST
The construction of the satellite schools and roofing works will be undertaken by the communities and will follow the procedures developed under the Primary Education Development Program funded by the World Bank. The process will be managed at LGA level with Regional level oversight

You will be responsible for
* The implementation of all infrastructure activities under the EQUIP-T Program and ensuring that the required standards of quality are met and that the infrastructure element of the program is delivered on time.
* Guidelines for the EQUIP Infrastructure Implementation
* Drawings, Specifications and Material Lists
* Preparation and verification of cost estimates and draft labour contracts
* The review and evaluation of Contract awards at Regional / LGA level.
* Ensure that the documentation provided for the EQUIP satellite school construction is sufficiently complete for the Regions / LGAs to proceed
with the construction.
* Establish and maintain a close liaison with each of these Regional Monitoring Engineers throughout the preparation and implementation phases of the construction.
* Maintain regular contact with the Engineers and Technicians to ensure that all the construction management procedures and quality standards are being correctly followed.
* Co-ordinate the distribution of technical and administration documentation
* Provide training at Regional level for the Regional Monitoring Engineer and the District Engineers and Technicians
* Conduct workshops ensure that the Communities understand the construction procedure and are also made aware of the standards of quality of workmanship and materials that are required.
* Prior to the commencement of construction of both the Satellite schools and the roofing of the unfinished classrooms the proposed locations need to
satisfy the criteria laid out by the EQUIP educational team.
* Before construction commences conduct a verification process with the Regional and District Engineers to ensure that these conditions are satisfied
* Monitor construction progress
* Collate and review progress reports
* Undertake regular site visits
* Final inspections on completion of the work
Key skills, qualifications and experience
* A minimum of Bachelor Degree in either Engineering or Architecture or equivalent
* Significant experience in Contract Management and Site supervision in Tanzania
* Diverse experience of the Tanzania education system – of school construction
* Experience of working with and/or in sub-national government systems, preferably in school construction and experience of working with donor-funded programmes across multiple levels of governance and multiple actors
* Experience of effective communications
* Proven track record of coordinating small teams
* Very strong written/oral English and Kiswahili
