Position Title: *Head Health System Strengthening Unit *
Reports To Chief Executive Officer
Direct Reports: :Programme Manager - Human Resource for Health,
Programme Director of Programs, Manager Public Systems Strengthening
Department: Programs
Duty station: BMF Headquarters Offices-Dar es SaIaam
Overall Purpose of the Job
The Head of-Health System strengthening Un~ will provide technical
programmatic guidance and coordination 01 Health Systems initiatives
which are implemented by BMF, including but not Human Resource for
Health, Governance, Health financing, Supply chain and others. The
technical role will include planning, implementation and monitoring of
existing and new HSS projects which is guided by the National priorities
and BMPs Strategic Plan. He/she will reinforce the peer review process,
including sharing lessons learned and best practices adopted, to
continually bridge performance gaps within the Stakeholders. Should be
able to sustain and ensure continuous effective relationship with other
units and sections within the department and interdepartmental
Qualifications & Experience
1. Masters Degree in Public Health, Health Policy, Health Planning and
Health financing from a recognized University Bachelors Degree in
Health Sciences, Social sciences, Monitoring and Evaluation or a
closely related field.
2. Demonstrated in-depth understanding 01 Tanzanian healthcare system,
particularly the public health system.
3. Knowledgeable and experience on linking and working with Donors, Non
State Actors in various health related programs including in
development of new initiatives/projects
4. Proven track record managing a project team composed of several
technical experts and fostering team work.
5. Skills in strengthening HSS programs, training, performance and
quality improvement and monitoring and evaluation.
6. Strong oral and written communication and presentations skills in
English.
Position Title: *Head of Field Coordination Unit *
Reports To: Director of Program
Direct Reports: Field Program Coordinators
Department Programs
Duty Station: BMF-Headquarters Office - Dar es Salaam
Overall purpose of the Job
The Head of Field Coordination Unit Is responsible for coordination and
overseeing the sound management of the existing field offices operations
by ensuring timeliness and efficiency in planning, implementation and
monitoring all activities, carried at the field, in line with the
approved Institutional and projects Plan and budgets. He/she will ensure
performance objectives, providing regular and timely performance
feedback as well as reviewing field reports which reflect technical and
financial updates.
Qualifications & Experience
1. Masters Degree in Business Administration, Public Health or
equivalent with, Bachelor degree in Business Administration
Management, Social Science, Community development or related discipline.
2. Excellent communication skills (written, oral, cross-cultural)
3. Good understanding of basic financial and HR procedures is required.
4. Ability to multitask and WO!I< in a team setting
5. At least seven (7) years of relevant work experience of which three
(3) years must be in senior position. Experience working in an NGO
an added advantage.

Position title: *Head of Health Service Delivery Unit *
Reports To: Director of Programs
Direct Reports To: Program Manager of service delivery and community health
Department: Directorate of Programs
Duty Station: BMF Headquarters office-Dar Es Salaam
Overall purpose of the job
The Head of Health Service Delivery Unit will provide technical
programmatic coordination and guidance related to health services as
provided at the facility and community levels. This is inclusive of (but
not limited to) initiatives on HIVIAIDS, Tuberculosis, Malaria and
Reproductive, Maternal, New born, Child and Adolescent health, as guided
by the National priorities and BMPs Strategic Plan. He/she will
reinforce the peer review process, including sharing lessons learned and
best practices adopted, to continually bridge performance gaps within
the Institution and with Stakeholders Should be able to sustain and
ensure continuous effective relationship with other units and sections
within the department and interdepartmental.
Qualifications & Experience
1. Masters degree in Public Health, Health Policy, Health Planning from
a recognized University. Bachelor Degree in Heath sciences
preferably in Medical Doctor, Social Sciences, Monitoring and
Evaluation or a closely related field.
2. Demonstrated in-depth understanding of Tanzanian healthcare system,
particularly the public health system
3. Skills in strengthening service delivery programs, training,
performance, quality improvement and monitoring and evaluation.
4. Extensive experience of managing multiple-partners development
projects ensuring operational and financial compliance of the
project guides.
5. Proven track record managing a project team composed of several
technical experts and fostering teamwork.
6. At least 7 years' experience with progressively increasing
responsibility in designing, managing and implementing complex,
large scale public health programs.

Position title: *Head of Coordination Management Unit *
Report To: CEO's Office
Department Chief Executive Officer
Duty Station: BMF Headquarters Office -Dar as Salaam,
Overall purpose of the Job
The Head of CMU will oversee the day to day management, coordination,
implementation and achievement of the project designated portfolio, and
provide necessary technical expertise, with strategic and operational
leadership to the CMU, to ensure project objectives are met. He/she will
be vested with responsibility of leading the Projects which BMF is
assigned with Principal Recipient functions, as per signed agreements
with donors.
Qualifications & Experience
1. Masters Degree in Public Health, Business Management &Administration
and/or Health Administration, from accredited University, having a
certified competency on Project Management and other related fieids
is an added advantage.
2. Extensive experience of managing multiple-partners development
projects ensuring operational and financial compliance of the
project guides.
3. Demonstrated skills in leadership, as well as strategic
program/project designing, planning, implementation and reporting;
4. Ability to engage with Donors, Govemment and Non-State Institutions
as well as responding effectively to deadlines and high demanding
5. Familiarity with Tanzania Public and Private health care systems and
services and their related stakeholders, is an added advantage. - ,
6. At least seven (7) years of relevant work experience of which five
(5) years must be in senior position.

Position title: *Director of Monitoring, Evaluation & Research Reports
to: Chief Executive Office*

Department: Monitoring. Evaluation & Research
Duty Station: BMF Headquarters Office Dar Es Salaam
Overall purpose of the job
The Director of Monitoring, Evaluation& Research will be responsible for
overseeing the implementation of the Institutional M&E framework
(aligned to the BMF Strategic Plan and the Programme Performance
Framework of the signed grants agreement with financiers/donors, He/she
will lead the designing and implementation of the Institutional and
program monitoring and evaluation plan and information system to track
delivery against set targets at output and outcomes levels. He/she will
guide the data management reporting processes, and research and
documentation systems within the Institution.
Qualifications & Experience
1. Masters Degree in a relevant discipline, such as Monitoring &
Evaluation, Public health, Informatics, Bold Demography or any
advanced degree in a related discipline
2. Demonstrated experience in the design and implementation of rigorous
qualitative and quantitative ~ research and evaluation studies to
Institutional standards.
3. Demonstrated experience in setting up and/or managing M&E systems
that track performance of the Institution and or projects and
Analytical skills to measure outcomes of the Institution and
Projects, f. ~ performances
4. Experienced in managing internationally financed Projects, such as
the Global, Fund USG, and others,
5. At least ten (10) years of experience in designing and implementing
monitoring and evaluating activities for complex programs in
developing countries.'
