Division & Project Overview:

URC seeks a Chief of Party (COP) for the upcoming USAID Rwanda Health Service Delivery Activity (RSDA) project. The objective of RSDA is to provide integrated health care throughout Rwanda, encompassing MCH services and malaria care, through strengthening of the public and private healthcare sectors. The Chief of Party (COP) will be responsible for overall program management, including providing leadership to ensure that the program meets its goals and objectives, and identifying and mitigating program risks. The COP will serve as the principal representative of the program to USAID, partners, and other stakeholders.

Roles and Responsibilities
  • Provide strategic leadership for the implementation of Rwanda Health Service Delivery Activity (RSDA)capable of achieving results in maternal and neonatal health, family planning, and malaria
  • Serve as the primary project liaison from URC to USAID, Ministry of Health and other stake holders and is accountable for the achievement of results, ensuring quality of services is maintained at the highest standards, and all project objectives and deliverables are met.
  • Support development and timely submission of work plans and budgets. Ensure appropriate and timely documentation and dissemination of key results and deliverables for maximum project impact using a variety of communication strategies and media.
  • Build and maintain strong working relations with key internal and external stakeholder, beneficiaries, subcontractors, supplier and partners.
  • Serve as the point of contact for all purposes of this project;
  • Provide oversight to financial, contractual, and administrative operations, including the grants under contract;
  • Monitor program performance to achieve project goals and objectives;
  • Ensure effective compliance with USAID/USG rules and regulations, regulations of the Government of Rwanda and applicable URC policies.
  • Conduct due diligence to ensure that USG funds are not diverted from their development purpose outlined in the contract and are not vulnerable to corruption, extortion or otherwise benefitting malign groups.
Minimum Qualifications 

  • Advanced degree (MD/DO, Masters, or PhD) in health, social sciences, or a relevant field
  • At least 10 years of experience of progressively responsible experience in managing maternal and neonatal, family planning, and malaria projects.
  • Demonstrated leadership and management abilities in leading development projects preferably in Africa or similar settings.
  • Demonstrated ability to build and maintain relationships with senior level colleagues particularly interacting productively, proactively and comfortably with national and subnational government officials and institutions, NGOs, private sector groups, USAID. CSOs, and donor organizations. 
  • Experience and skills in financial management, staff management and performance monitoring are highly desirable;
  • Written and oral fluency in English and preferably in French
  • Experience in Rwanda and/or the East Africa region is desirable;
  • Experience working with USAID-supported projects and the Government of Rwanda is desirable
