Senior Reproductive, Maternal, Neonatal and Child Health Advisor - Rwanda





    Job Description

    IMA World Health is seeking applications for Senior Maternal, Neonatal and Child Health Advisor for the upcoming USAID Rwanda Health Service Delivery Activity (RSDA) program. The objective of RSDA is to improve utilization and quality of reproductive, maternal, newborn, and child health (RMNCH) services and malaria care, through strengthening of the public and private healthcare sectors. The Senior RMNCH Advisor will provide overall leadership, management, and oversight
    for all program activities and staff in accordance with the contract and donor guidelines. Based in Kigali, Rwanda, s/hewill report directly to the Deputy Chief of Party of the program. S/he will provide will provide strategic and technical support in the areas of Maternal, neonatal and child Health (MNCH) to the national and provincial level project teams.
    Duties:
    • Implementation of RMNCH activities, including coordination of technical assistance from international and national experts
    • Provide leadership, management, and technical assistance in the development and use of technical policies and guidelines related to the improvement of RMNCH;
    • Provide strategic and technical support to the Ministry of Health in policy development and maternal health interventions;
    • Provide technical leadership to increase access, use, quality, and integration of RMNCH services;
    • Monitor RMNCH activities based on the monitoring and evaluation framework and assess whether the expected results were obtained;
    • Provide regular reports to the DCOP and the programmatic and technical personnel, including successes, challenges, and lessons learned;
    • Work closely with partners to plan activities and respond to requests to support local partners and USAID. Liaise with other organizations and projects working in RMNCH;
    • Promote and support the development and sharing of best practices and lessons learned with key stakeholders (MOH, technical and financial partners, and other employees); and
    • Work with project technical team members to ensure that RMNCH are integrated with the other technical areas.
    The position requires a competent and experienced person with the following attributes:
    • Master’s Degree or higher in public health, health communication, social sciences, or a closely related field is required; a medical doctor is strongly preferred
    • Minimum 8-10 years’ public health experience working in developing countries on aspects of improving reproductive, maternal, neonatal and child health care;
    • Experience developing, managing and leading global health programs and strengthening institutions in developing countries
    • Minimum of 10 years’ experience working with development programming in contexts similar to Rwanda; experience working in East Africa and particularly Rwanda will be strongly preferred.
    • A thorough understanding of health equity, health disparites, the underlying causes of ill health, and social determinants of health (particularly in Rwanda) will be an asset.
    • Demonstrated ability to work in concert with team, partner organizations, and key government stakeholders to achieve results; experience in partnership building especially with the Government of Rwanda, USAID, NGOs and private sector a plus.
    • Strong interpersonal and communication skills (including in making presentations); high degree of political savvy in interacting with senior government and civil society stakeholders.
    • Excellent written and spoken English.
