    Job Description

    Overview:
    The Sauti Project, funded by the United States Agency for International Development (USAID), supports the Government of Tanzania and civil society organizations to scale up community-based biomedical, behavioral and structural HIV and family planning interventions for key and vulnerable populations (KVPs) in 51 councils located within 14 selected regions of mainland Tanzania. Sauti is led by Jhpiego – an affiliate of Johns Hopkins University, with partners; EngenderHealth, Pact and the National Institute for Medical Research (NIMR) in Mwanza. The Sauti Project is also a community implementing partner for the U.S. President’s Emergency Fund for AIDS Relief’s DREAMS Initiative – a program that is solely focusing on HIV prevention amongst vulnerable adolescent girls and young women (vAGYW) age 15-24 years. Sauti’s portfolio is very comprehensive and broad, and includes: Community/Home-Based HIV Testing Services (including partner notification); HIV Self Testing (HIVST), Pre-Exposure Prophylaxis (PrEP); Community ART and linkages; STI screening, treatment and periodic presumptive treatment; FP/HIV integration; as well as screening and referrals for presumptive TB, GBV and alcohol/drugs.
    The Technical Director will be responsible for providing technical leadership and guidance in the development and implementation of HIV prevention health activities under the leadership of the Chief of Party, Deputy Chief of Party and the Senior Technical Advisor (the latter of who is the project’s main technical backstop), and other Jhpiego Technical Directors, and utilizing and contributing to cross-cutting approaches, such continuous quality improvement, gender integration, in-service training as well as, annual phasing in of activities. The incumbent will ensure the technical and methodological soundness of activities and, in collaboration with the project team and partners, support the design of service delivery strategies, based on sound and current scientific evidence. S/he will work closely with the Senior Technical Advisor to mentor and coach technical staff to ensure that they are maintaining technical excellence and program quality in alignment with the national KVP guidelines.
    Responsibilities: Leadership
    • Provide technical oversight, strategic direction and ensure appropriate support for the implementation of program activities in HIV prevention for key and vulnerable populations, including PrEP, HIVST, HIV/FP integration, Community ART and TB/HIV co-infection
    • Lead the design, implementation and scale up of structural interventions to prevent HIV among KVPs, including those that address gender inequalities, stigma and discrimination and the legal rights and status of key populations, and economic barriers
    • Develop new/Review evidence-based clinical training materials, guidelines, standards, standard operating procedures, job aids, and curricula, supervisory systems and other training materials needed for implementation of the program to meet the needs of USAID and the Government of Tanzania
    • Provide mentoring, coaching and capacity building at the individual and organizational level in specific areas of expertise including but not limited to:
        • Expanding community based HTC, task shifting and demand creation, especially aimed at key and vulnerable populations;
        • Facilitating the scale-up of routine, confidential CT services;
        • Promoting and supporting couples counseling;
        • Facilitating the piloting and scape up of HIVST, PrEP and Community ART
        • Increasing the percentage of persons tested and counseled for HIV;
        • Increasing knowledge and positive attitudes of community and health care providers toward HIV services to encourage counseling, testing and referrals;
        • Increasing knowledge and positive attitudes of patients toward HIV services to expect counseling, testing and referrals;
    • Guide the integration of HIV services with maternal and newborn health, family planning and TB
      • Increasing the number of HIV-infected men, vAGYW, KVPs and their children who access CT services
      • Formulate locally appropriate IEC/BCC strategies using a mix of effective communication channels, based on national models, templates, and standards based on local analyses
      • Collaborate and lliaise with local media organizations, telecommunications companies, and musical and artistic organizations in developing mass media campaigns
      • Guide the local implementation of IEC/BCC activities in both public and private sectors based on demonstrated good practices; and
      • Supervise/support local NGOs in promoting community participation in HIV prevention for key and vulnerable populations as part of integrated community interventions
      • Develop service delivery strategies for accessing hard-to-reach populations, including the identification of opportunities to integrate HIV services with non-health sectors (such as agriculture, democracy, environment, economic reform, private sector enterprises)
    • Provide “train the trainer” sessions, site strengthening, in-service and/or pre-service education, follow-up and supportive supervision to project-supported health facilities, as required by program activities
    • Coordinate assessments, site strengthening, follow-up and supervision, demand creation, policy support, capacity-building and M&E across program sites as required by program activities
    • Lead the formulation of approaches for scale up of key and vulnerable population HIV prevention services
    • Actively participate in all Technical Advisory Group Meetings, and represent Jhpiego in professional forums by participating and presenting in pertinent meetings and conferences, as well as technical working groups
    • Analyze potential key and vulnerable population HIV prevention strategies within the context of the program and explain these, as necessary, to policymakers, funding agencies, and/or program staff
    • Work with health care providers, local authorities, community members and program team members to identify [clinical, community-based] service delivery issues that impede access to care
    • Identify appropriate facility- and community-based strategies to address key and vulnerable population HIV prevention service delivery gaps
    • Identify clinical training needs and assist in the design and implementation of measures to address those needs
    • Formulate and test sustainable solutions to [training, service delivery] gaps, utilizing cross-cutting approaches such as performance and quality improvement and in-service training/pre-service education
    • Advocate with national, district and community-level health institutions to raise awareness about their role in improving health outcomes and addressing the needs of PLHIV in populations at risk of HIV
    • Guide MOH, professional associations, other national stakeholders in the revision/development of evidenced-based standards for competency in HIV prevention for key and vulnerable populations
    • Mobilize international level clinical/technical expertise to resolve clinical issues that shape or effect local public policy or program design.
    • Lead the design of the professional development pathway for local health care providers
    • Collaborate with all local stakeholders and implementing partners, especially the Ministry of Health and other US and international implementing partners, in order to ensure that all activities conform to the requirements and regulations
    • Contributes to strengthening the referral/linkage system.
    • Conduct regular reporting to the Chief of Party, and program and technical staff, of successes, challenges and lessons learned in implementation related to areas of technical expertise
    • Document and maintain an inventory of successful tools and approaches for HIV prevention for key and vulnerable populations
    • Contribute to the development of business proposals, technical reports and publications as they relate to HIV prevention for key and vulnerable populations
    • Contribute to the research and learning agenda of the project
    • Author and co-author abstracts and presentations for journals and conference plus manuscripts for publications
    Management:
    • Supervise technical staff
    • Manage technical contributions of sub-grantees, including providing scopes of work
    • Maintain excellent relationships with USAID and in-country stakeholders and develop rapid responses to USAID/DC and Mission requests
    • Work with external consultants as required
    • Work with M&E staff to design, implement a plan to track data/results related to HIV prevention for key and vulnerable populations
    • Provide technical leadership to the development the project strategic plan, work plan, and program monitoring, in close collaboration with [MOH, Donor name, other stakeholders]
    • Ensure timely implementation of all program inputs related to HIV prevention for key and vulnerable populations, including planning and implementing assessments, site strengthening, follow-up and supervision, advocacy, demand creation, policy support, capacity-building and M&E across program sites, in close coordination and collaboration with USAID, relevant ministries of health
    • Assist in the preparation of donor reports and project reports
    • Oversee data collection, analysis and development of conclusions and recommendations to further strengthen program implementation
    • Ensure availability of resources/facilitate the procurement of equipment and supplies required for project implementation
    • Coordinate and monitor the efficiency and effectiveness of the work of short-term consultants as required
    Required Qualifications:
    • Master’s in Public Health required, medical degree (doctor or nursing) in addition preferred
    • At least 10 years’ experience applying HIV prevention strategies, four of which should be targeted to key and vulnerable populations
    • At least 5 years’ experience in managing $3 million plus in donor-funded projects and in the design and implementation of overseas health projects; preferably in the East and Southern Africa region
    • Experience training health workers on clinical aspects related to HIV prevention for key and vulnerable populations
    • Experience building capacity at individual and organizational levels; including working with community groups, particularly those that work with 14 selected regions and KVPs
    • Skill in at least two or more of the following technical areas: strengthening service delivery programs, training, pre/In-service education, performance and quality improvement, monitoring and evaluation
    • Experience with a mix of practical technical skills in HIV prevention necessary for strengthening service delivery at the regional, national, clinical and community-level, including norms and behavior change, policy and advocacy
    • Experience in gender transformative programming
    • The ability to liaise with senior MOH officials and dignitaries, executives of NGOs, FBOs, CBOs, the for-profit business community, and senior members of the donor community;
    • Demonstrated in-depth understanding of Tanzania healthcare system, particularly the public health system, experience living and working in Tanzania preferred
    • Strong oral and written communication and presentations skills in English; working knowledge Swahili is preferred but not essential;
    • Strong skills in word processing and Excel spread sheets;
    • Familiarity with USAID or other USG administrative, management and reporting procedures and systems;
    • Proven track record managing a project team composed of several technical experts and fostering team work
    • Ability to coach, mentor and develop technical capacity in national programs and technical staff in the areas
    • Ability to national travel up to 40% time with occasional international travel
