Position Title: Deputy Chief of Party (for a USAID multi-sectoral nutrition project)
Dept./Location: EARO/Tanzania
FLSA: Exempt
Reports To: Chief of Party
THIS POSITION IS CONTINGENT UPON FUNDING
Position Summary
CRS is seeking a Deputy Chief of Party (DCOP) for an anticipated USAID-funded multi-sectoral nutrition project in Tanzania. In coordination with the Chief of Party, the DCOP is responsible for providing the technical and programmatic leadership to the project, overseeing the project’s technical teams across social behavior change communication (SBCC), agriculture and other technical intervention areas for nutrition. In addition, this position will oversee the program and monitoring and evaluation (M&E) teams, lead project reporting and documentation efforts, while ensuring cost effectiveness and compliance with USAID rules and regulations. S/he will support the Chief of Party and liaise regularly with key stakeholders representing the program, including assigned USAID in-country technical advisors and other staff, relevant Ministry stakeholders, and civil society networks. This position will report directly to the Chief of Party and is contingent based upon receipt of funding.
Key Responsibilities:
* In coordination with the Chief of Party, lead the strategic planning and overall implementation and provide senior-level technical support for the multi-sectoral nutrition project.
* Provide technical leadership on nutrition policy, strategy and multi-sectoral programming and quality improvement to project staff, implementing partners, health facilities, LGAs, and other key stakeholders.
* Oversee implementing partners and lead the development of reports and documentation of best practices/lessons learned.
* Support development and monitoring of project work plans and budget.
* Ensure results-oriented, high quality and timely project implementation in line with the project goals and objectives, and aligned with government strategic plans, guidelines and policies.
* Ensure strong working relationships with implementing and technical partners, local authorities and relevant line ministries at the Government, USAID, and other key stakeholders.
* Oversee the technical design and implementation of evidence-based SBCC and nutrition tools and materials
* Actively participate in relevant technical working groups and represent the project in public and technical forums.
* Evaluate program effectiveness and determine corrective actions as needed to ensure high program quality.
Supervisory Responsibilities: Nutrition/Child Health Expert; Water, Sanitation and Hygiene (WASH) Expert; Smallholder/Livelihood Expert;
Qualifications:
* Minimum of master’s degree in nutrition, public health and/or related field.
* At least 10 years of progressive experience managing nutrition, community health, and/or food security programs in Africa, preferably in Tanzania. This should include at least 3 years of experience as a Deputy Chief of Party or similar role; USAID experience highly desirable.
* Significant experience working with multi-disciplinary and cross-cultural teams, and with direct staff supervision.
* Fluency in English required; ability to write technical reports in English.
* Experience designing and implementing effective behavior change communication strategies in developing countries.
* Experience providing technical support to government in nutrition, community health and/or health system strengthening.
* Excellent analytical and communication skills and ability to ensure productive relationships with partners and donors.
* Willingness to travel (33%).
