Team Lead, mHealth Tanzania Public-Private Partnership
This is a Tanzania based position under the Cardno International Development (Cardno) managed Public-Private Partnerships in PEPFAR Countries Project out of the Arlington, VA USA office.The Team Lead of mHealth Tanzania Public-Private Partnership will be responsible for the operational coordination and management of all mHealth Tanzania Partnership activities in Tanzania. S/he will provide the strategic vision and direction to guide the operations of the mHealth Tanzania Team. S/he will directly supervise the full-time and part-time team members on the project; responsibilities include hiring,
managing, and mentoring staff. S/he will serve as the primary point of contact and maintains accountability to CDC Tanzania (Donor), Ministry of Health, Community Development, Gender, Elderly and Children (MoHCDEC) (Tanzania), global health organizations and private sector stakeholders. S/he will oversee the expansion and enhancement of project structures, operations, technology, and support functions as required by the donor. S/he will also collaborate with the donor, as required by CDC, to develop project strategies and priorities for implementation, monitoring, and reporting.
The position reports directly to the Cardno Home Office Program Manager.
Partnership Development
- Identify, cultivate, coordinate and steward integrated Shared Value and Public-Private Partnerships to implement sustainable MoHCDGEC owned and led mobile health initiatives, across the program portfolio;
- Manage stakeholder engagement for the implementation and/or potential adaptation or expansion of mHealth initiatives; including convening partners and ensure high quality stakeholder communication;
- Lead the coordination of on-going PPP development and private sector and partnership outreach, including development, presentation and management of partnership pipeline to the donor(s) and MoHCDEC;
- Align stakeholder interest with the overarching PEFPFAR program goals and priorities;
- Act as the main liaison for all donor, government and implementing partner communication;
- Negotiate and draft Memorandum of Understandings (MoUs) and other agreements with partners as applicable;
- Support the MoHCDEC and partner organizations in creating an enterprise architecture for guiding the development and evolution of an integrated national health information system, in line with the national HMIS strategy and policy guide.
- Financial, programmatic management and reporting under the project to ensure compliance with USG and Cardno regulations;
- Ensure evidence-based planning and decision-making within the health sector, through the collection, dissemination and use of mHealth related real-time data, by ensuring efficient information flows and reporting functions;
- Ensure the program’s commitment to MoHCDGEC interoperability and open data standards;
- Drive strategic dialogue on PEPFAR driven mHealth Tanzania Partnership program goals with USG agencies, host governments, implementing partners, local non-governmental organizations, local and multinational private sector partners, as well as other stakeholders for the development of for sustainable and scalable integration models of mHealth tools in HIV/AIDS prevention, care and treatment interventions, as well as other identified health priorities;
- Lead the achievement of sustainable and scalable mHealth solutions, through strategic and cost-effective management of mHealth Tanzania Partnerships programs;
- Oversee updates and potential expansion of the mHealth Tanzania Partnership managed system(s) per approved work plans and Government of Tanzania requirements;
- Finalize and approve all required project reports;
- Ensure compliance with CDC , PEPFAR and Cardno reporting requirements;
- Finalize and approve work plans and budgets, and oversee the execution.
- Assesses the health needs in Tanzania through liaison with host government national, donors, multilateral organizations, NGOs, the private sector and recommend mHealth solutions to address health gaps
- Lead in the development and implementation of new mHealth activities for HIV/AIDS prevention, care, treatment in collaboration and coordination with other partners in the sector, including USG partners, and in accordance with National guidelines.
- Track relevant indicators to monitor and evaluate the implementation process as well as performance results in collaboration with all partners (both National and USG).
- Assess their engagement and use of the mHealth services delivered, and recommend/coordinate actions to meet PEPFAR goals and agenda.
- Draft scopes of work and budgets for all contractors and consultants on the project;
- Manage relationships with all program partners, donors and vendors, including the Government of Tanzania, as the end user and owner of the system;
- Provide assistance to potential ‘New Partners/Contractors’ interested in implementing mHealth solutions and/or interested in contributing to the procurement, implementation, support, maintenance and growth of selected system(s).
- Integrate Home Office and CDC/OGAC priorities and create a sustainable response to HIV/AIDS prevention, care and treatment in PEPFAR countries;
- Lead the project team in delivering an efficient, cost-effective, and innovative approach to managing project activities;
- Lead oversight and reporting of all existing mHealth Tanzania Partnership SMS, USSD and Voice Based Projects, including partnership collaboration and systems oversight and operation, program planning, M&E activities and partner collaborations as requested by the donor or required to support mHealth Tanzania Partnership and MoHCDEC activities;
- Lead the development and implementation of transition and/or close out activities including development of sustainability and program transition plans, long-term PPP agreements, and asset hand-over, when required.
- Comply with Cardno’s policies, procedures and guidelines;
- Represent Cardno at industry and government events.
- 4+ years of experience in the international development field;
- Minimum of a Bachelor degree in Development or relevant field;
- Experience in business case development, project management and knowledge of principles;
- Experience in USG donor reporting;
- Previous experience in Telecom/Business/Systems Analysis or Quality Assurance;
- Good organizational, analytical, oral, and written communications skills;
