Title:                        HIV Integration Officer
Reporting to:          HIV Integration Advisor
Location:                 Dar es Salaam

Position Summary
The HIV Integration Officer plays a pivotal role in supporting the HIV Integration Advisor to ensure Kizazi Kipya project establishes and maintains a clear HIV emphasis across all technical interventions in line with global "90-90-90" goals. As part of this role, the officer will oversee the HIV cascade within the project and monitor functional bi-directional referral systems between communities, clinical services, and social service providers, with a strong emphasis on linkages of households to HIV services. The position of an officer requires integrity, professionalism, flexibility and perseverance, as well as the ability to anticipate, identify and resolve problems in the field. Proficiency in HIV care and treatment and clinic-community referral systems is essential, as is experience with using M&E data for program decision-making.
Specific Duties
The HIV Integration Officer supports the Advisor to oversee the project-wide 90-90-90 activities and bidirectional referral and linkages systems:
  • Ensure Standard Operating Procedures (SOPs) for integrating HIV-focused approaches into project activities to ensure continuum of care for HIV-affected and infected beneficiaries and their household members; are operational and followed.
  • Monitor, analyze, identify gaps on the HIV cascade (HIV risk assessment, Referral for at risk OVC, completeness of referrals, ART initiation for HIV positive OVC, ART adherence and Viral suppression)
  • Support the advisor to maintain   collaborative   relationship   with   clinical partners and Kizazi Kipya   staff, , with the goal of ensuring that Kizazi Kipya interventions support optimal clinical outcomes for HIV+ children and adolescents.
  • Support cluster offices to ensure Kizazi Kipya has functional relationships with RMOs/RACCs and DMOs/DACCs and CTCs across all implementation regions and councils.
  • Support the advisor to represent the project at relevant national technical   working   groups   and   other committees related to HIV.
  • Contribute to project-wide learning agenda including writing abstracts and manuscripts related to HIV continuum of care.
  • Ensure functional bi-directional referral systems exist in all clusters.
  • Work with the M&E team to monitor referral completion.  Establish action items to address problems and provide guidance to Bidirectional Referral Coordinators (cluster level staff) to resolve issues.
  • Track and report key performance indicators (OVC_HIV_STAT, TZ_NUT, and Referrals) to the HIV Integration Advisor on monthly bases  on the gaps and possible way forward to address the gaps and challenges
  • Other tasks assigned by the supervisor.
 Required Qualifications
  •  Doctor of medicine or its equivalent
  • Current registration with Medical Council of Tanganyika
  • Two years of relevant work experience in at least one of the following technical areas: Care and treatment, OVC care, Health, Nutrition and Research.
  • Knowledge of national guidelines on HIV and AIDS
  • Experience with PEPFAR 3.0 funded projects in Tanzania
  • Experience in working with donor programs that require community-level engagement
  • Previous experience working with international and local partners
  • Good training facilitation and delivery skills
  • Fluent in both written and spoken English & Kiswahili
  • Computer and data analysis skills
  • Diplomacy and negotiation skills that demonstrate ability to collaborate coordinate with a range of stakeholders.
