Job Title:            Social and Economic Strengthening Advisor 
Location:            Dar es Salaam
Reporting To:    Senior Technical Advisor -Structural Interventions  
Job Objective:           
The Social and Economic Strengthening Advisor will be an expert in working with  Social and Economic Empowerment Officers(SEE0s) and Empowerment Workers (EWs) at regional level, to ensure the alignment of Economic Strengthening(ES)  interventions across the project.
 He/she will directly support the Senior Technical Advisor for Structural interventions in the design, roll-out and day-to-day management and implementation of community-based prevention interventions with Adolescent Girls and Young Women focusing on social and structural change approaches to HIV prevention in Tanzania; In addition, s/he will be responsible for providing strategic direction for the ES portfolio of the Sauti project and rollout of WORTH digitalization efforts ;  Experience working with civil society organizations and Local Government Authorities will be an added advantage.
she will support the planning, implementing and monitoring of WORTH+, an economic strengthening intervention that utilizes a unique combination of literacy training and community banking and entrepreneurship targeting Vulnerable Adolescent Girls and Young women in the Sauti Program’s combination HIV prevention programs.. She/he will be responsible for overseeing the mainstreaming and implementation of DREAMS core package of interventions (social asset building, socio-economic combination and parenting) by CSOs in the WORTH+ groups. The SESA will work closely with the regional SEEOs to train and mentor CSO Program Officer and Empowerment workers staff on WORTH+  interventions , monitor the implementation of strategies and interventions  and ensure services provided  through this platform are in compliance with Sauti ‘s Standard Operating Procedure.   She/he will work closely with DREAMS PO, SBCC Program Officer and Biomedical Advisor at regional level, to ensure the alignment and technically soundness of interventions across the project.
He/She will serve as an active member of the central team for the implementation of Pact’s Sauti ES activities in execution of the program and will participate in the technical capacity building initiatives targeting CSO POs and EWs

Responsibilities:
The Social and Economic Strengthening Advisor must develop a close working relationship with the SEEOs who report to him/her.  She/he will:
  • Providing substantial input to the design of the training and training the trainer’s packages for WORTH curriculums as outlines in the program design
  • Advising in the modification of the WORTH materials, to ensure their overall relevance to targeted beneficiaries in WORTH groups, in language and content; and ensuring that the materials development work is completed on time and in a professional manner.
  • Ensuring that books and materials used in the field, by either staff or groups, are delivered in time to meet program deadlines and in a manner that maintains internal controls on inventory. 
  • Providing substantial input to the design of WORTH orientation and implementation training and training-of-trainers packages, including but not limited to training workshops for Management Committee, bi-monthly workshops run by Empowerment Workers, and MIS/positive deviance case study training.
  • Training the SEEOs to use these training materials so that they can conduct training for Empowerment Workers in order to maximize their impact on the activities and behavior of AGYWs  and their groups.
  • Overseeing the training carried out by the SEEOs sometimes serving as a co-trainer, to ensure that they are consistently delivering project training effectively, and conveying information and new ideas accurately and in a participatory manner that is appropriate for adult learners.
  • Development and maintenance of a smooth relationship between the SEEOs and the Empowerment Workers.
  • Regularly visiting groups to provide appreciative support and informal trainings/mentoring to  SEEOs and Empowerment workers.
  • Identifying emerging areas of challenge and participating in the modification of program materials to meet those needs.
  • Ensuring that all WORTH+ program reporting, including reporting about the MIS, is completed on time and in a responsible manner. 
  • Ensuring that program information is accurately and promptly communicated from and to the field;
  • Oversee the roll out of BCC, biomedical, economic strengthening and parenting programs in WORTH+ Groups
  •  Oversee AGYW linkages to agricultural projects and market chains and other business opportunities.
  • Ensuring successful linkages of AGYW in VETA related sponsorship opportunities, microfinance institutions, and access to CHF cards.
  • Co-ordinate and support CSOs in using resource centers approach to deliver interventions and build social cohesion and assets for AGYW
  • Collaborate closely with the LGA and keep close relationships with necessary focal persons to ensure sustainability of the groups while providing access to opportunities available at the LGA
  • Ensuring all AGYW WORTH+ groups are registered with LGAs.
  • Support drafting and review of Sauti project documents including progress reports, annual work plans and programmatic phase-out.
  • Coordinate and work collaboratively with Pact Tanzania’s Corporate Engagement Manager to identify and mobilize cost share opportunities for the Sauti project
  • Conduct regular field visits to Partners to provide one on one technical assistance, programmatic support, and spot checks to Partners.
  • Contribute to program research and learning agendas related to HIV prevention and support the analysis, interpretation and use of HIV prevention data to inform decision making and programmatic adjustments
  •  Lead and coordinate portfolio reviews following report submission. Develop summary documents and review important issues with relevant staff prior to the visits
  • Represent the Sauti Project at structural interventions related meetings and other venues at central and regional as necessary.
  • Provide any other required support to the Sauti Project Senior Technical Advisor for Structural Interventions.
Minimum Requirements:
  • Master’s degree or higher, preferably in one of the Social Sciences; gender studies an advantage.
  • Strong math skills and familiarity  with numbers and number systems, including bookkeeping.
  • At least five years’ experience in a field position with an organization providing literacy, micro-finance, micro-enterprise, training, or other development services to women.
  • Excellent written and oral communication skills in Kiswahili and English, including report writing.
  • Excellent training skills in working with adult learners, particularly at the community level; experience in an appreciative approach a plus.
  • Experience with a USG cooperative agreement and PEPFAR programming strongly preferred.
  • Demonstrated ability to create and maintain effective working relations with host country government personnel, stakeholders, NGO partners, and international donor agencies.
  •  Ability to work independently and manage a high-volume workflow without constant or close supervision and ability and willingness to travel to program areas and internationally as required.
  • Able and willing to work flexible hours as needed and without constant or close supervision.
  • Demonstrated leadership and team-building skills and the ability to work collaboratively across technical disciplines.
  • Relevant work experience in public health, HIV/AIDS prevention and control is a plus.
  • Willingness and ability to travel to the regions up to 40% of LOE
