HJF is seeking a PEPFAR Finance Team Lead to support the Military HIV Research Program (MHRP) located at the Rockledge Office in Bethesda, MD. HJF provides scientific, technical and programmatic support services to MHRP.
This position leads the financial management of the PEPFAR
portfolio of the HJF component of U.S. Military HIV Research Program
(MHRP) and the Emerging Infectious Disease Branch (EIDB) supporting the
mission of the Walter Reed Army Institute of Research (WRAIR). The
PEPFAR portfolio includes multiple projects currently in Kenya, Nigeria,
Tanzania and Uganda via a cooperative agreement and funded up to
approximately $100,000,000 per year.
He/she leads financial monitoring, analysis, and budgeting of the PEPFAR portfolio ensuring funds are planned and executed in compliance with USG and HJF regulations and in alignment with program activities and priorities. This position ensures all routine financial analysis, ad hoc requests and other analysis is developed to meet internal and external analysis and information needs and to help ensure proper safeguarding of the funds.
Responsibilities:
- Management and leadership (20%)
- Oversees financial management of PEPFAR portfolio.
- Manages PEPFAR finance team. Provides supervision, monitoring, and coaching to ensure they successfully perform their duties.
- Routine Monitoring, Reporting, Decision Support (20%)
- Provides timely, consolidated, accurate, and reliable financial information to enable PEPFAR leaders and managers to incorporate cost considerations into their decision making.
- Conducts financial analysis, develop reports, metrics and analysis to extract meaningful and strategically important information from financial data including.
- PEPFAR-specific Routine Requirements (20%)
- Leads annual COP budgeting process, including coordination of PEPFAR budget submissions for international sites, working with home office budget owners to ensure budgets are within funding limits, reflect programmatic activities, and follow S/GAC requirements.
- Oversees the financial aspect of the PEPFAR Expenditure Reporting (ER) and PEPFAR End of Fiscal Year Tool.
- Monitor, track and report annual funding outlays. Contribute to billing.
- Management (20%)
- Meets weekly but no less than monthly with site finance teams to support and ensure coordination between home and site, and site is successfully performing their financial management functions.
- Coordinate and communicate effectively with IHPT team to ensure seamless flow of information and management of activities. Coordinate routine (no less than monthly) meetings with IHPT to review financial execution against programmatic execution.
- Other (20%)
- Ensures all MHRP financial practices conform with HJF, USG and other funding agency regulations.
- Communicates and interacts effectively with all levels of staff within the organization including principal investigators and their representatives. Builds positive relationships with a professional and customer service-oriented demeanor.
- Travels internationally to provide technical assistance to the MHRP network sites where PEPFAR activities are conducted.
- Develops new financial tools for the program and the international sites to improve capacity and streamline the monthly processes.
- Establishes and manage internal controls in support of policy and governance, mitigating risk. Develops and implements mitigation strategies with key stakeholders for resolution, escalating as appropriate.
- Monitors open purchase orders and facilitates the closing process to ensure any remaining funds are returned to the program after the service or product has been received.
- Oversees preparation of journal vouchers, as required, to correct expense charges for projects and cost centers.
Required Knowledge, Skills and Abilities: Extensive knowledge of grants administration, fund accounting, and OMB Circulars A-122, A-110, and A-133; strong analytical and communication skills, strong initiative, sound judgement, and discretion; ability to communicate with all levels of people. PEPFAR experience required.
Minimum Education: Master’s degree in accounting, finance or business administration is required.
Minimum Experience/ Training Requirements: 9-10 years of relevant work experience is required.
Work Environment: Set in an office work environment.
