DURATION: NINE (9) MONTHS
DUTY STATION: IRINGA.

The RESPOND Tanzania Project (RTP) is funded by the United States Agency for International Development (USAID), through an Associate Award under the RESPOND Leader with Associates (LWA) award, and is managed by Engender Health in partnership with the Meridian Group International, and the Population Council. The program focuses on the informed and voluntary use of long-acting and permanent methods of contraception (LA/PMs), scale-up and strengthening of prevention of mother-to-child transmission of HIV (PMTCT), decentralization of comprehensive post abortion care (cPAC) services and building capacity for delivery of health facilities to respond to gender-based violence (GBV) and violence against children (VAC). RTP is now seeking the expression of interests for the position of Temporary Finance and operations Officer. This position will be based in Iringa and it is open for Tanzania national candidates only.
JOB SUMMARY
This position is matrix managed and as such the Field Finance and Operations Officer works under the supervision of both the Senior Finance Manager - for all
financial and Operations aspects of the project and the Field Office Manager for all programmatic back stopping, logistical support and office administration. Field Finance and Operations Officer ensure compliance with all local laws and regulations, RTP and USAID policies and regulations and EngenderHealth standard operating procedures and policies. Also assists in providing training and staff development in project financial management.?
Financial Management
Prepare annual budgets
Prepare timely monthly financial report using the application, Sage X3 accounting software.
Prepare financial reports as required for review by Project Manager for submission to Bloomberg and USAID, and work with NY staff to prepare quarterly donor financial reports for submission to donor and inclusion in Quarterly reports
Assist Field Office Manager to prepare and conduct monthly pipeline review meetings.
Manage programmatic and operational expenditures of the project office in line and in compliance with the approved budget, local laws, leases, USAID regulations and EngenderHealth standard operating procedures
Ensure expenses are properly coded and conform to cost principles as outlined in Bloomberg/ EH SOPs and USAID financial regulations and EngenderHealth standard operating procedures
Manage petty cash account, travel advances and travel expenditure reporting system.
Maintain custody of the checkbooks and prepare all expense documentation for approval by the Project Manager
Perform bank reconciliations
Manage online payments in replacements of check books
Maintain project financial documents to facilitate internal and external audit and comply with requests from auditors
Sub-award and Consultant Financial Management
Prepare sub-award budgets in consultation with program staff, and submit sub-award package to Contract Manager – Dar staff for approval
Review sub-award financial reports and make advances and payments approved by the Project Manager in accordance with EngenderHealth standard operating procedures and sub-award contract.
Prepare and manage consultant agreements, in consultation with program staff and manage payments to consultants as approved by the Project Manager
Compliance with local laws and EngenderHealth SOPs
Advise staff on and comply with all local laws, Bloomberg/USAID regulations and EngenderHealth SOPs regarding financial management of the project
Other duties as assigned.
Education, Experience and Certifications:
First degree / Advance Diploma in Accounting from a recognized institution. Further certification (NBAA / CPA) will be an advantage.
At least 3 years accounting
experience in an NGO setting in Tanzania;
Experience working with a Bloomberg/USAID supported project preferred or donor funded projects Experience with online accounting databases; demonstrated knowledge and experience working with “QuickBooks” Sage X3 software, preferred
Excellent analytical, decision-making, problem-solving and administrative skills
Ability to work independently with minimum supervision
Ability to juggle multiple assignment, meet deadlines, work flexibly in a dynamic, fast-paced environment and maintain sense of perspective
Exceptional interpersonal communication and teamwork.
Knowledge of USAID or other donor accounting systems and processes
