Finance and Grants Manager POSITION DESCRIPTION:

RTI is seeking a Finance and Grants Manager for an anticipated US Government funded small-grants program to support scale up of key population led community approaches to reduce stigma, discrimination and violence and thereby enhance and expand quality HIV services for people who inject drugs in Tanzania. The Finance and Grants Manager will provide financial, grants and administrative management for the implementation of the project. The position will be based in Dar es Salaam, Tanzania.

Role and Key Responsibilities:

Oversees the finance and administration functions for the project and ensures compliance with RTI and USG financial and accounting policies and procedures;
Oversees finance, human resource management, logistics, procurement, administration and information technology (IT) support to the project, requesting direction from RTI headquarters business partners as needed;
Oversees grants management process & subcontracts for local organizations, including the grant proposal tracking, review, and approval process;

Maintains financial management files for grants and ensures audit trail for all necessary grant documentation;
Ensures timely financial disbursements, compliance with grants financial management policies, monitors all grant expenses, provides regular updates on grant status;
Provides technical assistance as required to build capacity of local partners and grantees;
In collaboration with technical staff, reviews technical and financial proposals from local CBOs including negotiating annual budgets, and reviews grantee financial expenditure reports for accuracy and adherence to the SOW and budget;
Implements and monitors cost effective and efficient systems and procedures;
Coordinates and consolidates the projection of monthly, quarterly and annual expenditures in cooperation with the technical experts and prepares pipeline estimates for the project;
Works closely with the RTI headquarters project management staff to ensure compliance in all financial and grants program policies; serves as financial/grants point of contact for RTI HQ-based Finance and Grants Management team;
Prepares and submits financial statements and other cost accounting reports;



Qualifications:

Minimum Qualifications:

Master's Degree in Accounting, Business Administration, Management, Public Administration, or another related field, and at least 3 years' experience in finance and administration; or Bachelor's Degree in Accounting, Business Administration, Management, Public Administration or another related field, and at least 6 years' experience in finance and administration;
Familiarity with compliance to USG Cost Accounting Standards as well as experience and skills in developing and managing budgets and overseeing project operations functions including human resources, administration and logistics, procurement, information technology;

Previous experience working with donor programs and PEPFAR funding strongly preferred;
Desire to improve the lives of marginalized populations through community-led responses;
Expertise in managing grants (large and small) on any of the following type of projects is a plus: stigma and discrimination reduction, violence prevention and post violence care, legal aid, provision of comprehensive health services for vulnerable population;
Strong financial management, organizational and interpersonal skills, attention to detail, and ability to work in a team-oriented setting;
Fluent in Swahili and English languages.
