The International Rescue Committee (IRC) is an international NGO that coordinates the provision of services across a broad spectrum of sectors in Kigoma Region, Tanzania.
This position will support the IRC’s work providing services to women and girls in refugee camps in the Kasulu and Kibondo districts. The IRC is currently working on a project to help ensure that women and girls in refugee camps are able to manage their menstrual period with dignity and safety. The WASH/Protection officer will support the Menstrual Hygiene Management (MHM) program by monitoring project activities in the refugee camps, and getting feedback from women and girls through discussions and monitoring activities. The WASH/Protection officer will support the Project Coordinator in implementing the project, and will carry out duties assigned by the Coordinator as needed to ensure a successful project.
The WASH/Protection officer will work in Nyarugusu and Mtendeli Camps as well as border reception areas as assigned. She/he will work closely with other WPE/GBV supervisors, Education protection manager, other sectors and partners. The position reports to the Project Coordinator.

Key responsibilities;
- Collaborate with the Supervisor to prepare weekly, monthly and individual work plans.
- Regularly consult with women and girls in the refugee camps, identifying barriers and risks that women face and discussing solutions.
- Regularly report back to the Project Coordinator both verbally and in written form, on project activities and beneficiary feedback.
- Identify risks around MHM to women and girls in refugee camps, and contribute to the development of strategies to address the risks.
- Participate in key sector meetings in the camp to report on project progress, advocate for gender inclusion, representation and consideration of other potential risk factors to women and girls as identified during project work.
- Participate in data interpretation and use it to identify information gaps/intervention areas and develop campaign messages.
- Work extensively with project partners to collaboratively monitor progress in the camp.
- Conduct community trainings and campaigns concerning MHM as required.
- Participate in community mobilization, referral systems, and create awareness in an integrated manner.
- Contribute to quarterly, semi-annual, and annual donor reports.
- Build the knowledge and skills of Prevention/outreach incentive social workers and community based groups.
- Collect and record data and contribute to monitoring activities, either singly or in collaboration with other organizations.
- Follow any new procedures and guidelines designated in circulars from Country Director.
- Report any violations of the IRC Sexual Abuse and Exploitation Code of Conduct (Tanzania and worldwide) as per the IRC Tanzania reporting mechanism. The reporting of violations is an obligation on the part of all staff members.
- Participate where necessary in undertaking activities that aim to prevent the occurrence of sexual abuse and exploitation of refugees by IRC and other humanitarian workers.
- Ensure control and proper usage of materials/stationeries and other items relating to work.
- Identify needs and raise PRs for activities in consultations with Project Coordinator.
Requirements:
- Degree in sociology, social work, public health, environmental health or relevant social science with at least two years relevant work experience in community mobilization activities. Diploma holders with at least three years relevant work experience may also be considered.
- Experience working in the protection and empowerment of women and children desirable.
- Experience working with camp-based populations/ rural communities desirable.
- Experience working as a trainer, using participatory techniques desirable.
- Ability to work independently with a high degree of initiative required.
- Good IT skills: knowledge of MS Word; Excel and Outlook required.
- Swahili and good English written and oral skills required. French a plus. Kirundi a plus.
- Ability to work as part of a team that shares the common goal of preventing violence against women and children.
- Clear understanding of gender, human rights, and issues surrounding violence against women and girls.
- Positive and professional attitude, including ability to lead and work well in a team setting.
- Strong ability to organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail.
