The East African Health Research
Commission is a semi-autonomous institution of the East African Community a
regional intergovernmental organisation.
The 5th Extra-Ordinary Summit of the EAC Heads
of State that was held on 18th June 2007 in Kampala, Uganda established the
East African Health Research Commission (EAHRC) as a mechanism for making
available to the community, advice upon all matters of health and health
related researches and findings necessary for knowledge generation,
technological development, policy formulations, practices and related matters.
The vision of the Commission is high
quality research for improvement of the health and well-being of the people of
the community; its mission is to coordinate and promote the conduct of health
research; to source, gather and disseminate the findings for the purpose of
policy formulations.
The overall objective of the
Commission is to improve the health of the citizens in the Partner States
through capacity building and poverty reduction by promoting, co-ordinating and
formulating policies for effective utilization of results from health research.
This is an exciting opportunity for highly motivated and result-driven
professionals who are citizens of East African
Community Partner States (Burundi,
Kenya, Rwanda, Tanzania and Uganda) to apply for the following position tenable
at the East African Health Research Commission.

Job Purpose:
The Senior Information and Communication
Technology Officer has the functional role of planning and coordinating
implementation of Information Communication Technology (ICT)
Systems and Strategies of the East
African Health Research Commission (EAHRC). Duties and
Responsibilities:
Plan and coordinate implementation of ICT
Systems and Strategies. Recommend innovative Systems that address EAHRC
requirements.
Coordinate EAHRC wide information
systems networks including coordinating and linking with other EAHRC
Stakeholders in the process of designing, updating, and managing the Web
Portal. Direct and manage internal ICT systems involving feasibility studies,
system analysis, design and development.
Coordinate evaluation, configuration and
installations of software systems and tools. Manage local, intra and wide area
networks, bandwidth, e-security.
Maintain and upgrade servers,
computers, network hardware and software.
Assist in coordinating activities of
functional department within the Commission and train end users. Ensure
security and backup copies of core systems and data are maintained.
Ensure ICT disaster recovery and
business continuity plans are maintained. Embrace the
Commission’s vision and values and
how the culture of the Commission relates to service delivery.
Take responsibility for ensuring and achieving
the objectives of the East African Health Research Commission.
Administering of the East African Health
Research Journal including electronic processing of the journal (e.g. handling
submissions, reviews, and supporting the Editorial Team).
Supporting the biennial Scientific
and Health Conference i.e. pre-conference, actual and post-conference
activities e.g. registration, managing submission of abstract, live streaming
of conference, podcast among other things. Manage the open science platform for
health (big data for health).
Oversee the overall management of
the web portal for health information in EAC. Undertake any other duties as may
be assigned in order to meet personal, team, professional and organisational
objectives following consultation with EAHRC management. Qualifications and
Experience: Academic and Professional
Qualifications
A Master’s of Science
Degree in Computer Science,
Information Technology or a Master’s degree in ICT administration, or its
equivalent.
All candidates applying must have
qualifications that are recognized by the relevant national accreditation body
in their respective countries.
This condition is applicable for
both locally and internationally attained qualifications.
Work Experience Minimum 08 years’
experience; 03 in Health-related ICT Projects Management mandatory and /or ICT
Leadership.
Skills and Competencies: Working
knowledge of modern web development tools, ICT systems e.g. HTML, PHP, MySQL
and ICT Systems Administration and Project Management Practical experience in
Database Systems and Web Content Management System Practical skills working
with Web Hosting Platforms Must have Business re-engineering and strategies, Systems
analysis and design knowledge
Familiar with tools in ICT security
management Technical skills in ICT contracts and specifications drafting
Practical skills in Database design and administration
In-depth understanding of ICT
projects management /leadership
Working experience in Network
Administration (LAN, WAN) Experience in business continuity/disaster recovery
management skills Familiar with the regional (EAC) and global health sector
Practical experience in ICT applied to health
and health research Experience in ICT applied to health care information
management Practical skills to apply big data to health care
Eligibility:
Applicants from all five Partner
States are eligible to apply for this position at the East African Health
Research Commission.

The above position is tenable for a
contract period of five (5) years renewable once.
