About the Danish Refugee Council
Danish Refugee Council (DRC) is an international non-governmental organization that provides assistance and promotes durable solutions for refugees and internally displaced people, on the basis of humanitarian principles and human rights.
Danish Refugee Council is a humanitarian actor in Tanzania working in Nduta and Mtendeli camps. DRC work in the sectors of camp management, community services and shelter/ small infrastructure in those two locations. Starting in September 2016, DRC is working to support a local partner organization—Tanzania Water, Environment, and Sanitation (TWESA) with Camp Management capacity building in Nyarugusu camp.
About TWESA
TWESA is a Tanzanian non-governmental organization that works to relieve the suffering of disaster victims in emergencies and of poor communities in needy areas, through development and implementation of improved and protected water supply, environmental sanitation and hygiene.
TWESA focuses on sustainable and community-based solutions across Tanzania. In addition to their regular WASH services, TWESA provides additional emergency assistance in the refugee camps of Western Tanzania, including NFIs, food, shelter and reception. TWESA is the Camp Management Agency in Nyarugusu camp and will be partnering with DRC in this sector.
DRC and TWESA Partnership
DRC and TWESA will be working in partnership with DRC providing technical and operational capacity building in camp management to TWESA and with TWESA sharing their historical knowledge of the context in Western Tanzania and lessons learned in local Camp Management.
In order to fulfill TWESAs staffing needs, DRC and TWESA will jointly conduct hiring for the following positions for 2Tanzanian nationals, based in Nyarugusu camp. DRC will cover the salary of these staff on the same salary scale as TWESA staff (in accordance with UNHCR salary scale). They will be seconded to TWESA and will receive the same
training from DRC as all other TWESA staff. Seconded staff will report to and be directly supervised by TWESA management.
Position Details
CCCM Project Officer, under the management and supervision of DRC Program Manager, and in close collaboration with the employees of Twesa as camp management agency in Nyrugusu camp, is responsible for overseeingthe implementation of the DRC’ activities set in the Partnership Agreement sign with Twesa, under DIFID funded project.
Tasks and responsibilities of the position
• Taking the lead on the organization and implementationof large scale-operational activities(distribution, pre-registration, relocation, etc) taking place in the camp, working independently and taking the initiative in both the planning and the implementation phases;
• Oversight of the procedures to receive and assist new arrivalsincluding tracking and plot allocation,and support to other partners in the framework of new arrivals assessments conducted in the camp area.
• Monitor and support the coordination of services and assistance in the camp
• Leading information/sensitization campaigns in coordination with Twesa management team and other agencies working in the camp
• Organizing and supervising the mobilization of community leadershipand other committees’ members, working closely with and strengthen community governance structures and mechanismsand ensure community participation and mobilization in camp management;
• Identify gaps in service provision to refugees, proactively referring issues to relevant forums;
• Ensuring diversity and inclusion and ensure that protection considerations are mainstreamed across all sectors, including the
• Supervision of ‘Complaint Referral Mechanism’ (CRM), securing a relevant feedback from beneficiaries and relevant actors.
• Oversee and ensure that distributions are conducted in an accessible and accountable manner;
• Work in close collaboration with refugee stakeholders (Community Leaders, Elders, Representative Committees…) to ensure a wide acceptance of camp management activities in particular and facilitate the guidance to subordinates in dispute resolutions regarding the provision of humanitarian services in general.
• Ensure Camp management implementation is compliant with the Core Humanitarian Standards and the DRCCode of Conduct, along with any additional employment standards expected to be upheld by TWESA staff;
• Overseeing and guiding TWESA CCCM Supervisors and CCCM Assistants and reporting on their performances to the Program Manager
• Supervise and report on the overall performance of Twesa’national staff
• Write weekly and monthly reports and assist in writing reports as required by DRC Program Manager;
• Ensure daily verbal feedback on urgent issues reported to Program Manager.
• Participate in camp coordination meetings as well as meetings with refugee leadership committees, if required
• Any other duties to supportTwesa’scamp management activities,assigned by Program Manager;
Requirements
Minimum College Diploma in relevant field
5 yearsof relevant work experience;
Previous experience working with refugees or other vulnerable populations in camp settings
Previous experience with INGOs will be consider as advantage
Excellent interpersonal and problem-solving skills, creativity and flexibility;
Flexibility in working hours when needed;
Computer literacy (Microsoft Office Pacage)
Comfortable in a multi-cultural environment, flexible and able to handle pressure well
Ability to engage with community members in an open manner, maintain confidentiality and respect;
Ability to communicate in and write reports in English;
Language ability in Kiha, Kirundi and French considered an advantage.
Terms of Employment:
Salary and conditions in accordance with DRC Tanzania’s salary scale for IP National. Conditions in accordance with DRC’s Terms of Employment for National Staff in Tanzania
Duration of employment: 5months with possible extension based on performance and funding availability.
Location: Kasulu, Tanzania with frequent trips to Nyrugusu camp
