Country Program is seeking to recruit competent candidate for the following position.

Project Officer – iWASH
Job Location – Mbeya Tanzania

Function:
The Project Officer – Integrated Water, Sanitation and Hygiene (iWASH) is responsible for providing strategic and technical support regarding the implementation of all field operations relating to integrated Water, Sanitation and Hygiene.

RESPONSIBILITIES and DELIVERABLES
(including approximate percentage effort)

1.       Budget and Assets Management 20%
a) Manage project material and financial resources so that data about original placements and Passing on the Gift of livestock and other resources is available for learning, adaptation, and donor reporting as per the given timeframe,  scope, budget and other resources
DELIVERABLES
i. Update Heifer officials in a timely manner on the status of all procured assets and ensure they are properly managed according to Heifer policies and procedures
2.       Project planning, coordination and implementation (40%)
a) Prepare results-oriented annual work plans and budgets taking into consideration recommendations from in-house monitoring reviews and mid- or other external evaluations.
b) Conduct community water sensitization meetings
c) Train water users on operation and maintenance
d) Form and train school sanitation clubs
e) Form and train water user’s committees
f) Conduct school sanitation competitions
g) Provide strategic technical assistance to both Project Supervisors and farmers on issues pertaining to the WASH components and offer appropriate follow-up measures.
h) In conjunction with the Mbozi District Council engineer and SHIPO specialist, arrange and conduct village level training sessions on subjects needing intervention for farmers and farmer groups
DELIVERABLES
         i. 15 wells installed
        ii. 1,00 community members attend sensitization meetings
       iii. 10 caretakers trained on water source operation and maintenance
       iv. 15 water users’ committees trained
         v. 2,000 pupils participate in sanitation competition

3.       Project monitoring and evaluation and report writing (20%)
a) In collaboration with the Project Officer and Monitoring and Evaluation Manager, ensure that the monitoring and evaluation system is fully implemented
b) In conjunction with other Project Officers, prepare and submit progress reports on program and iWASH project activities
c) Develop and promote best practice examples and ensure the documentation of experiences and lessons learned
d) Visit project sites on a regular basis for monitoring and proper execution of activities
DELIVERABLES
        i. Manage key project information by documenting knowledge and best practices for informed decision making      and project management
        ii. Well prepared monthly, quarterly and semi-annual reports are uploaded into Kimetrica in a timely manner
       iii. Produce at least one success story each quarter
       iv. Produce at least two monitoring visit reports per quarter

4.       Proposal development and fundraising 10%
a) Project proposal development for fundraising and resource mobilization by collaborating with the Senior Program Manager to identify and prepare draft concept notes for fundraising purposes. Participate in project proposal                   development and in developing winning grassroots development project proposals for funding
DELIVERABLES
          i. Necessary interventions as a result of best practices are documented and shared
5.       Field collaboration/partnerships and networking (10%)
a) Promote collaboration between Heifer Tanzania and all project stakeholders, i.e. MDC and SHIPO
b) Promote collaboration between Heifer Tanzania and other development agencies (NGOs, GO and CBOs, etc.) in the program cluster
c) Handle matters of interest to Heifer Tanzania with the public, donors, volunteers, collaborators and partners in the project communities with courtesy and tact
DELIVERABLES
        i. Partnerships between Heifer, MDC and SHIPO are well-established and maintained

Most Critical Proficiencies:
·         Knowledge of and experience in working on both community water and sanitation as well as hygiene promotion
·         Fluent in Swahili and English languages, both spoken and written
·         Good leadership qualities
·         Have an interest in wash/community-based development
·         Excellent organizational skills including strong attention to detail
·         Skills with Microsoft Office package, internet browser and other appropriate technology

Required Experience
Minimum Requirements:
A University degree in engineering or other related field from an accredited/recognized institute, with specialization in water and sanitation plus thee (3) years of experience in working on both community water and sanitation as well as hygiene promotion
