Country Program is seeking to recruit competent candidate for the following position.

Project Officer – livestock
Job Location - Mbeya, Tanzania

Function:
The Project Officer – Livestock Production is responsible for providing strategic and technical support regarding the implementation of all field operations relating to good livestock husbandry, production and overall animal well-being, carrying out field capacity building to stakeholders, organizing groups for input supplies (veterinary drugs and feeds) and writing progress reports.

RESPONSIBILITIES and DELIVERABLES
(including approximate percentage effort)
1.       Budget and Asset Management 20%
Manage project material and financial resources so that data about original placements and Passing on the Gift of livestock and other resources is available for learning, adaptation, and donor reporting as per the given time frame, scope, budget and other resources
DELIVERABLES
·         Asset management reports
·         Number of OG and POG ceremonies
·         Provide timely updates to Heifer officials on the status of all procured assets and ensure they are properly managed according to Heifer policies and procedure
2.       Project Planning, Coordination, and Implementation (40%)
·         Prepare results-oriented annual work plans and budgets taking into consideration recommendations from in-house monitoring reviews and mid-or other external evaluations.
·         Provide strategic technical assistance to both project supervisors and farmers on issues pertaining to animal husbandry (feeding, housing and disease control) and breeding and offer appropriate follow-up measures.
·         In conjunction with the Mbozi District Council livestock specialist, arrange and conduct village level training sessions on subjects needing intervention for farmers and farmer groups.
·         Facilitate and organize the project’s stated interventions including various capacity building programs in the area of push/pull technologies, business management, group formation and dynamics and dairy cattle husbandry.
·         Facilitate the sourcing of construction materials for cattle housing and provide technical support in the entire building process.
·         Keep the Senior Program Manager updated with regard to project implementation and provide advice as to the management of project operations.
·         Facilitate and coordinate trainings in all aspects of crop/livestock production and well-being.
·         Facilitate and coordinate the purchase of heifers and reinforce livestock disease prevention and control programs.
DELIVERABLES
·         Annual, quarterly, monthly and weekly work plans produced and shared with the Senior Program Manager for review and approval
·         Detailed implementation plans of all trainings and other project activities undertaken per quarter
·         200 heifers and 10 bulls procured and distributed to 200 farmers
·         40 farmers’ field schools for dairy cattle husbandry established
·         400 farmers trained on group dynamics, management and leadership through 20 SHGs
·         40 farmer facilitators trained on Heifer’s Cornerstones
·         400 farmers trained on Heifer cornerstone
·         80 FFS facilitators trained on FFS management
·         400 farmers trained on dairy cattle husbandry through FFS
·         400 farmers supplied with forage seeds
·         400 farmers assisted with the cattle shed construction materials
·         10 para-professionals trained on community-based animal health service provision
·         20 farmers trained on business groups involved in setting up milk collection centers
3.       Monitoring and Evaluation 20%
·         Ensure the availability of quality project and program data, information, analysis and insights for country staff, management, resource mobilization staff and external donors in collaboration with the Project Officer and Monitoring and Evaluation Manager
·         Ensure that the monitoring and evaluation system is fully implemented
·         Prepare and submit progress reports of the MFLI project activities
·         Facilitate PSRPs for SHGs’ self-evaluation
·         Design data collecting tools and supervise their administration
·         Develop and promote best practice examples and ensure the documentation of experiences and lessons learned
·         Visit project sites on a regular basis for monitoring and proper execution of activities
·         Write precisely and submit timely all required periodical reports in the agreed formats
DELIVERABLES
·         A rigorous, innovative and multi-method monitoring and evaluation system is in place
·         Manage key project information by documenting knowledge and best practices for informed decision making and project management
·         PSRP report submitted quarterly
·         Well-prepared monthly, quarterly and semi-annual reports uploaded into Kimetrica in a timely manner
·         Produce at least one success story each quarter
·         Produce at least two monitoring visit reports per quarter.
4.       Proposal Development and Funding 10%
Ensure program effectiveness support to resource mobilization teams - assuring the availability of information, and assuring consistency and quality in the technical areas of project management, monitoring, learning, evaluation and reporting as required to meet resource mobilization staff needs. Participate in project proposal development and in developing winning grassroots development project proposals for funding
DELIVERABLES
·         Document best practices as a driving force and evidence into new project design
5.       Field Collaboration/Partnerships and Networking (10%)
·         Promote collaboration between Heifer Tanzania and all relevant ministries of the Government of Tanzania in the project communities in the program cluster.
·         Promote collaboration between Heifer Tanzania and other development agencies (NGOs, GO, CBOs, etc.) in the program cluster.
·         Manage and maintain operational networks/partnerships in project communities.
·         Strengthen effective communication from the project committees and farmer groups to the program level and vice versa
DELIVERABLES
·         Well cemented collaboration between Heifer Tanzania, SHIPO and MDC in the project communities
·         Handle matters of interest to Heifer Tanzania with the public, donors, volunteers, collaborators and partners in the project communities with courtesy and tact.
·         A collaborative network of practitioners with monitoring and evaluation and program staff at country and area levels
·         Demonstrate professionalism in the execution of duties

May perform other job-related duties as assigned.
Most Critical Proficiencies:
·         Knowledge of and experience in livestock programs
·         Knowledge of and experience with or within community-based organizations
·         Fluent in Swahili and English languages, both spoken and written
·         Good leadership qualities
·         Have an interest in animal/agriculture/community-based development
·         Excellent organizational skills including strong attention to detail

·         Skills with Microsoft Office package, internet browser and other appropriate technology

Required Experience
Minimum Requirements:
A Bachelor of Science Degree in Agriculture/Animal Science, Veterinary Medicine or related fields, plus at least five (5) years of field experience in agriculture/rural development projects.
