PLAN INTERNATIONAL TANZANIA

Plan International Tanzania now invites applications from suitable, qualified and experienced persons to fill the positions listed below to support our response to the Burundi Refugees in Kibondo (Nduta & Mtendeli camps).
PROCUREMENT & ADMINISTRATION OFFICER 1 POSITION KIBONDO
Job Summary:The Procurement and Administration Officer will be responsible for the management of the office assets and repairs, office supplies stock management, building maintenance, office safety and security appliances, organizing meetings, visitor’s hotel, fleet management and coordination, airport pick-ups and ensure smooth running of the office operations.
Typical Responsibilities
· Facilitate smooth running administrative office work with regard communication & records
· Control of office store (office daily usage items – stationery, sundries and junked assets)
· Organize emergence response meetings, gathering, travel, accommodation and with preparing all required equipment for normal meeting & workshop
· Liaise & communicates with Tax champers, OSHA and Authorities other partners
· Registration and update of the CO Fixed Assets Register
· Security Plan management and implementation of policies:
· Manage vehicles and generator maintenance and services
· Facilitate supplier and partner payments
· Coordination of the supply chain function
Qualifications and Experience
· University degree in Procurement and Supply chain Management, Administration, Logistics or Business management field with a minimum of 2years of practical experience in similar role at a reputable organization.
· A professional qualification and membership of recognized purchasing and supplies institution.
· Demonstrated relevant progressive experience in similar posts
· Deeper understanding of the various Donor grants procurement rules and guidelines
· Fluent in English and Kiswahili languages

TECHNICAL ADVISOR – CONSTRUCTION 1 POSITION KIBONDO
Job Summary:Under the supervision of the Emergence Response Manager, and in close coordination with Procurement Manager and Coordinator, the Technical Advisor - Construction will provide technical leadership and management oversight of the design and construction of Child Friendly space and Youth Centre in Nduta and Mtendeli Camps.
Typical Responsibilities
· Ensure that the physical technical and functional design and construction effort is aligned with Government of Tanzania building specifications for human userability and environmental regulations, by building strong professional relationships with relevant government ministries at district levels.
· Engage with others in the construction sector in Tanzania to leverage lessons learned, best practices and models relevant to schools construction.
· Liaise with Emergence Response Manager providing updates on progress, challenges and timings of construction
· Monitor and provide technical support for all construction activities
· Support the construction bid tender process as per Plan’s guidelines, with the tender documents being prepared by the engineering company/consultant
· Undertake regular field trips to all construction sites
· Review construction designs vis-à-vis Ministry building and environmental specifications
· Schedule the project in logical steps and budget time required to meet deadlines.
· Inspect and review projects to monitor compliance with building and safety codes, and other regulations.
· Interpret and explain architectural plans and construction designs to Emergence response Manager and procurement team
· Ensure all necessary permits, licenses, inspections and signatures are obtained by the architectural/engineering firm and/or Construction Company.
· Serve as liaison between construction firm and Emergence response manager
Qualifications and Experience
· Education - University degree in BSc Civil Engineering
· Registration as a professional engineer or comparable accreditation
· At least 3 years demonstrable, progressive experience in design, planning, monitoring and project management of construction projects
· Training – completion of courses on: partnership management; project management;
· Experience – strong experience in large project management, specifically involving construction
· Experience in working with a variety of actors including Government agencies, non-state actors and donors at different levels
· Desirable to have demonstrable experience in community and/or international development including management experience
