Opportunity Abt Associates seeks a qualified Governance Specialist to support the International Health Division in Tanzania.In June 2016, the United States Agency for International Development (USAID) Tanzania, initiated the USAID Global Health Supply Chain Technical Assistance – Tanzania (GHSC-TA-TZ) Program, with the objective of providing technical assistance to strengthen country supply systems across all health elements, e.g., malaria, family planning (FP),
HIV/AIDS, tuberculosis (TB) and maternal, newborn and child health (MNCH). In coordination with in-country and development partners, GHSC assists Government of Tanzania health programs by providing strategic planning and implementation assistance; improving the delivery of health commodities to service sites; providing capacity building support to broaden stakeholders’ understanding and engagement of the supply chain system; and strengthening enabling environments to improve supply chain performance.
The project, seeks a qualified candidate for a, 5-year project in Tanzania funded by the U.S. Agency for International Development.
A description and qualification requirements for the open position is listed below. In addition to the position-specific requirements of each individual opening, understanding of USAID programs is highly desirable.
Governance Specialist: Under the supervision of the Abt GHSC Country Representative, the Governance Specialist Advisor is responsible for assisting GHSC and programmatic stakeholders in governance strengthening technical assistance.
Key Roles and Responsibilities
- Establish a strategies to assist government and other stakeholders in advocating for financing to support supply chain operations and commodities. Work with the GHSC team to develop advocacy tools that demonstrate the value of proposed investments in supply chain (e.g. a Business Case Analysis guidebook that illustrates business impacts, risks and sensitivities).
- Work with the GHSC team to evaluate and establish existing governance mechanisms and recommend strategies to improve accountability, including aligning stakeholders, developing and implementing incentives to support change management, and support a data driven culture.
- Lead collaboration with other projects and related stakeholders in support of strengthening health facility level systems and management, mixed private and public sector procurement models, and achieving health system efficiencies.
- Provide direction, leadership, and on-going assessment of the project’s governance and supply chain policy technical assistance, including activities to support central level policymakers related to policy setting, strategic planning, resource allocation, and regulation, inter-sectoral and donor coordination, and monitoring and evaluation.
- Responsible for directing implementation of governance assistance strengthening activities at the central level.
- Provide technical assistance to technical teams for outputs and activities related to governance and health policy, planning, policy reform, systems strengthening, human resource development plans, and governance issues.
- As a member of the project team, participate in annual reviews and project planning.
- Ensure accurate and timely submission of all required technical reporting and deliverables for the governance and health policies component of the project.
- Contribute to brainstorming and development of research agendas and special projects related to improving health policy and governance.
- Degree in Public Health, Health Policy Analysis and management, Public Affairs, Supply Chain or other relevant field, Masters or Doctorate Degree preferred.
- 10 years of relevant professional experience.
- Experience in project implementation, supply chain governance, and mixed private/public health systems.
- Familiarity with the Tanzania context, in particular with the Logistics Management Unit, and related governance frameworks like the NPAP.
- Experience with private sector stakeholders who interact with the public supply chain, i.e. wholesalers, transport, etc.
- Experience working with Tanzanian civil society organizations.
- Excellent writing, computer, management and organizational skills.
- Advanced written/oral skills in English and Kiswahili.
- Experience successfully managing staff.
- Strong interpersonal skills and communication skills, initiative, and good judgment.
- Ability to anticipate and solve problems.
- Ability to independently plan and execute complex tasks while addressing daily management details and remaining organized and focused on long-term deadlines and strategy.

- Computer literacy (MS Office).
- 10+ years of experience and a bachelor degree OR the equivalent combination of education and experience.
