Palladium is the M&E partner under Catholic Relief Services (CRS) on Sustainable Outcomes for Children and Youth in Central and Western Uganda (SOCY). The project is working towards improving the health, nutrition, education and psychosocial wellbeing of vulnerable populations, as well as reducing abuse, exploitation and neglect to a minimum of 625,000 children and 101,500 households[i] in 17 districts in central and western Uganda. Palladium works in all three regions of the project: Central, South West and Western.
Purpose of Role
Palladium is looking for a
qualified candidate to fill the post of Informatics Specialist. The Informatics Specialist will be responsible for supporting/managing the project MIS and new mHealth solutions in the entire project area.
S/he will report to the Monitoring, Evaluation and Learning Director.

Key Responsibilities
* Provide technical advice to SOCY M&E Team and COP on enhancing the current SOCY MIS
* Develop and implement changes to the SOCY Management Information System in order to meet donor requirements
* Liaise with South Africa office on developing interoperability between mHealth and MIS solutions
* Monitors relational databases and optimizes database performance, and addresses a variety of database integration issues including migration between disparate databases, integration, maintenance/conversion, capacity planning issues, and new applications.
* Provide technical expertise to demonstrate innovative, new technologies that could improve the data collection and use process for SOCY based on limitations in Uganda infrastructure
* Building new electronic systems including designing digital forms for surveys
* Participation in the development of mHealth solutions for SOCY using human-centered design approaches
* Management of the technology (ICT4D) used in SOCY
* Monitoring data entry procedures and improving tools linked to the database
* Training and supporting the database users
* Troubleshooting of the issues raised by partners using the electronic systems including installation of software
* Other activities as deemed necessary by MEL and Project Directors
Minimum Education and Experience Required
* University Degree in Informatics or Information Technology
* 5-7 years Expert knowledge in IT domains and ability to design and conduct trainings on related topics:
* Operating Systems and platforms
* PC hardware and software
* Local and Wide Area Networking
* Databases systems
* Cloud and Web technologies - PaaS, SaaS, IaaS
* At least eight 5-7years of experience in international Health IT context.
* 5 years proven experience leading and manage health IT deployments in support of USG funded program
* Demonstrated knowledge of SQL Server administration and Tools.
* Experience in relational database technologies
* Demonstrated technical experience in mHealth and mobile computing solutions
* Experience in creating interoperable systems
* Expertise in facilitation and training for various target audiences including technical experts (i.e. data entry specialists / data
analysts) and policy makers
* A broad and extensive knowledge of IT principles, methods and techniques; analytical skills and superior knowledge of project management principles to manage projects and work with multi-disciplinary teams
* Good writing skills are required to design capacity building strategies and implementation plans and develop training curricula.
Based in Kampala, Uganda. Position will not attract mobilization/relocation assistance. Applicants must have eligibility to work and live in Kampala.
