SUMMARY OF ROLE
The Senior Program Manager (SPM) - East Africa brings expertise in reproductive, maternal, neonatal child, and adolescent health (RMNCAH) and/or comprehensive HIV/AIDS service delivery and is responsible for providing strategic technical and management leadership and support to various country program(s) to achieve excellence and impact. As the headquarters (HQ) point person for the country(ies), s/he assists the project senior team members with quality programming and partnerships, use of data for evidence-based decision making, and documentation and dissemination of results and lessons learned. S/he is the primary U.S.-based advocate for the country program(s) with HQ staff, US-based partners, sub-contractors and donors and other global, regional and
national stakeholders. S/he plays a leadership role in seeking new and diversified donor funding and innovative partnerships to support IntraHealth's work in East Africa. S/he brings experience in business development and is a capable technical proposal writer for integrated health service delivery and/or health systems strengthening procurements working closely with the country teams. S/he actively contributes to the implementation of Beyond Boundaries, IntraHealth's strategy to align with the SDG era (2015-2018). The East Africa SPM works in close collaboration with other HQ technical and corporate departments to ensure strategic and timely advice, assistance and other inputs to add value to the country program(s). S/he supervises one or more US -based
staff, and may also supervise other staff. S/he reports to the Program Director - East Africa (currently overseeing Uganda and Tanzania,) and travels internationally and within the US approximately 30% time.

ESSENTIAL FUNCTIONS
  • Provides service delivery and health systems strengthening technical and program management leadership and support to in-country teams to ensure the strategic, programmatic, technical, financial, and contractual integrity from project start-up through implementation and close out.
  • Works closely with the Business Development Department to jointly engage in strategic growth and diversification of the country program that includes donor cultivation, strategy development, partner negotiation, technical proposal leading and writing, budgeting oversight, and senior staff recruitment.
  • Serves as a technical lead and/or writer for RMNCAH and comprehensive HIV/AIDS service delivery and health systems proposal responses for East Africa countries for various donors.
  • Ensures that the operational systems in-country are fully functional and support quality project implementation, in full compliance with donor and IntraHealth policies and practices.
  • Works with the in-county teams and HQ staff to ensure the documentation and visibility of the program(s), highlighting technical and programmatic innovations, strengths, results, and impact.
  • Represents IntraHealth and the country program(s) at a variety of global health and development fora, including technical working groups, and donor, bilateral and multilateral consultative groups and meetings.
  • Provides guidance in the identification, establishment and continued cultivation of strategic country private sector partnerships and alliances.
  • Liaises with other programs, technical, digital health/informatics, advocacy, communications, and corporate staff to ensure that organizational resources contribute to IntraHealth's visibility and growth in Tanzania and Uganda.

EDUCATION/EXPERIENCE REQUIREMENTS
  • Master's degree or higher in global public health, social sciences, or related discipline and a minimum of 10 years professional public health experience highly preferred (or Bachelor's degree and 14 years of experience).
  • At least two years of senior level field experience preferred, preferably in East Africa, (specifically Uganda and Tanzania an added plus) and
  • Must have at least 5 years of supervisory experience.
  • Technical expertise in 4 or more of the following technical areas: integrated RMNCAH and HIV/AIDS service delivery across the continuum of care; community health and engagement; health workforce training and education; quality and performance improvement; human resource management; gender equality and youth engagement; analytics and data for decision making; and private sector engagement.
  • Extensive experience supporting complex USG funded health projects including annual work plan and budget development, using monitoring and evaluation data for decision making and managing program performance, financial and risk management, USAID rules and regulations, and project and financial reporting. Contract management experience highly desirable.
  • Proven experience in leading and managing teams for new business development and demonstrated ability to write technical proposals in a lead technical role for U.S. government procurements (USAID, CDC), as well as other donors (e.g. private foundations).
  • Demonstrated ability to work with internal departmental stakeholders (i.e. Monitoring and Evaluation, HR, Finance, Contracts and Grants, Communication,) and with external stakeholder groups (i.e. government, private-sector, civil society, faith-based) able to facilitate participatory discussion and joint decision-making.
  • Significant experience as a team player and commitment to bringing about change through a partnership approach.
  • Ability to travel internationally and domestically approximately 30% time.
  • Excellent oral and written communication skills in English required.
WORKING CONDITIONS/PHYSICAL REQUIREMENTS
  • Minimum noise levels in an office environment
  • Office environment requiring sitting at a desk most of the day, using hands to operate a computer and other office equipment
  • Requires lifting of 0-10 lbs. occasionally or as needed
  • Travels locally and internally approximately 30% of the time
