    Job Description Start Date – contingent upon award, anticipated start date October 1, 2017
    Location – Kenya

    SNV seeks a Chief of Party for an anticipated 5-year USAID-funded Kenya Feed the Future Crop and Dairy Market Systems Development Activity. This activity is part of an inter-related suite of activities issued by USAID/KEA under the Global Food Security Strategy (GFSS), using shared approaches in different geographic areas. The Crop and Dairy Market Systems Development Activity will focus in western and eastern Kenya with potential geographic shift based on information gathered during implementation. This suite of activities will aim to advance the objectives of GFSS: inclusive and sustainable agriculturally-led economic growth, strengthened resilience among people and systems, and a well-nourished population, especially women and children.
    The Chief of Party will provide overall leadership, management, and general technical direction for the entire program, ensuring an integrated vision among diverse components and actors, and focusing on achieving the desired results. This position will be responsible for overall activities of sub-recipients, and leading program-focused strategic planning and decision making. The Chief of Party will work directly with USAID and will be a key liaison to implementing partners and other stakeholders.

    Primary responsibilities will also include efficient management of financial resources, including the review and approval of program budgets and monitoring expenditures; supervision of field operations, administration, logistics and procurement; management, delivery, and monitoring of sub-grants; supervision of program monitoring, evaluation, and reporting and ensure quality control and timeliness of all deliverables as required by the grant and donors. This position will ensure full compliance with all USAID, SNV, and other fiduciary regulations and will oversee the project reporting process in line with donor requirements. The Chief of Party will supervise project staff including professional performance management and coaching.

    Qualifications
    • Minimum of 10 years’ experience as a COP or similar senior management position for projects of a similar magnitude and complexity in developing countries.
    • Previous experience in a senior technical or management position on a USAID-funded project
    • Knowledge and experience with USAID or other value chain and market-development approaches, especially in Kenya
    • Master’s degree or higher in agricultural economics, economics, business, or other value-chain-related field
    • Excellent interpersonal skills and demonstrated ability to hold staff accountable for doing their jobs
    • Fluency in English required, knowledge of local languages highly desired
