Director of Finance and Administration





Job Description

Position Overview
This position is based in Burundi. The Director of Finance & Administration (DFA) is expected to be a strategic thought-partner and a hands-on and participative leader responsible for the financial and administrative business management of VHW. S/he will be responsible for accounting, financial reporting, budgeting, tax compliance, in-house controlling, investments, insurance, audit-related activities of the organization. The DFA is responsible for establishing effective financial and accounting system standards and controls. S/he is also responsible for managing the administrative, information technology systems of the organization.
The DFA is a member of the Leadership Team and plays a critical role in strategic decision-making and operations as VHW continues to enhance its quality programming and build capacity. This position works closely with the Chief Operating Officer (COO) and Chief Financial Officer (CFO) to support the fiduciary and organizational compliance responsibilities of the Board of Directors.
Areas of Responsibility

  1. Financial Management:
Working closely with the CFO, responsible for policies and procedures to ensure the integrity of financial information including:
  • Working with the finance team to prepare, analyze and communicate monthly and annual financial statements and reports for all stakeholders
  • Preparing, communicating and presenting critical financial matters to the Finance Committee and the Board of Directors
  • Coordinating and leading the annual audit process including liaising with external auditors and the Finance Committee of the Board of Directors
  • Overseeing and leading the annual budgeting and planning process in conjunction with the Finance and Leadership Teams
  • Actively reviewing all financial plans and budgets, including preparing financial information for grant reporting and reporting any significant changes to the Leadership Team
  • Working with the finance team to provide program managers with customized financial reports, costing templates and trend analysis on an as needed, monthly, quarterly and annual basis
  • In coordination with the CFO and Leadership team, recruit and oversee a Controller and/or Trainer to develop necessary audit and control systems throughout the organization
  • In coordination with the CFO and Leadership team, develop and oversee a strong procurement team, potentially with a second international base of operations
2. Talent Management:
Work closely with the organization CFO for the overall coordination and evaluation of the organization’s financial management functions related to Human Resources/Talent Management including:
  • Developing and implementing strategies and enforcing department financial accountabilities around recruitment and staffing, employment processing, compensation, health benefits, training and development, records management, employee relations and retention and employment relations
  • Recommending changes and supporting the work of the Human Resources Management
  • Working closely with the HR Manager to support management and employees by providing talent management advice, counseling and decisions
  • Working closely with HR manager to communicate changes in personnel policies and other personnel procedures
  • Assisting management in the annual review, preparation and administration of VHW’s salary program, job descriptions and employee evaluation process

  • Assist in conducting exit interviews to determine reasons behind separation and in conjunction with the Leadership Team, developing strategies for retention
  • Supporting staffing by managing the document flow for hires, terminations, leaves, salary changes, special payments and ensuring that new hires have adequate workspace and office equipment
3. Technology:
Responsible for the overall administration, planning, coordination and execution of all IT functions including:
  • Analyzing organizational needs and recommending solutions working closely with the appropriate team.
  • Directing operations in executing VHW’s technology policies and strategic plan
  • Maintaining and enforcing procedures around technology and telecommunications
  • Liaising between VHW and outside IT consultants in the areas of systems design, modifications or trouble shooting
4. Administration:
Assist in the overall administrative functions to ensure efficient and consistent operations as the organization grows including:
  • Working closely and transparently with all external partners including third-party
  • Assisting in the supervision of the Accounting Assistant, Administrative & and IT Consultants
  • Participating in reviewing and ensuring compliance with all contracts entered into by VHW
  • Evaluating and maintaining adequate insurance coverage to meet the changing needs of the organization. Ensuring that policies are timely renewed or replaced, claims are filed and resolved and managing the relationship with the insurance carriers and agents
  • Performing other duties as assigned
Qualifications & Preferences
  • Advanced degree in Accounting, Finance or Business Administration
  • Mission-driven, articulate professional with substantial finance and administrative management experience.
  • Proven strengths in building and sustaining supportive relationships and persuasively communicating institutional goals and needs
  • Excellent skills in writing and speaking in English highly preferred. Knowledge of French a plus
  • A minimum of 10 years in financial administration with progressive growth in responsibility
  • Prior responsibility for the quality and content of all financial data, reporting and audit coordination for either a division or significant program area
  • Experience working in Africa and Western world highly preferred
  • Prior experience supervising, coaching and mentoring a team in a fast-paced environment
  • Outstanding ability to translate financial concepts to and effectively collaborate with programmatic and fundraising colleagues who do not necessarily have finance backgrounds
  • Prior experience with big grants management
  • Technology savvy with experience selecting and overseeing software installations and managing relationships with software vendors; knowledge of accounting and reporting software
  • A successful track record in setting priorities and a multi-tasker with the ability to wear many hats
  • Keen analytic, organization and problem solving skills which support and enable sound decision-making
  • Able to work extended hours, some weekends, and travel in and out of the country as needed
  • Excellent communication and relationship building skills with an ability to prioritize, negotiate and work with a variety of internal and external stakeholders in a multi- cultural environment
  • Personal qualities of integrity, credibility, professionalism, a commitment to lead by example and dedication to the mission of VHW
  • Strong human resource management expertise; ability to supervise, mentor and engage staff members and inspire credibility, confidence and build consensus
  • Strong interpersonal skills and the proven ability to provide leadership to a team and to work in a team environment
  • Strong project management experience; ability to develop, monitor and evaluate multiple projects with multiple deliverables and deadlines. Ability to plan, organize and lead the implementation of plans and processes
  • Strong knowledge of general HR/Finance functions such as group health benefits, expense processes, processing new hires and terminations
  • Excellent written and oral communication, presentation and negotiation skills
  • Interpersonal qualities necessary to generate enthusiasm, integrity and build consensus with direct reports and staff members
  • Supports and promotes a culture that embraces diversity and the inclusion of all, one in which convergent and divergent ideas and perspectives are respected, valued and considered, and one in which forms of abuse of power and oppression are proactively minimized and eliminated
  • Willing to work and live in a dorm style in a rural environment in Burundi
  • Demonstrated capacity to think strategically with expertise in complex problem solving, decision making and critical thinking skills, displays good judgment

  • Position located in the rural village of Kigutu, Burundi with occasional travels in and outside of Burundi
  • Start date is beginning of July 2017
