Job Description
Dexis Consulting Group is seeking an experienced Chief of Party (COP) for a multi-year USAID project that will provide technical assistance and capacity building to the off-farm sector that can generate more andhigher wage employment for those engaged in subsistence agriculture and other marginal economic activities. This activity will seek to encourage and support the growth of productive off-farm businesses that can generate off-farm employment for rural populations in order to reduce poverty. The COP will be based in Kigali, Rwanda, and will be responsible for overall program management. This is a full-time contract position. This position is contingent upon award.
Responsibilities
- Provide overall program management, including strategic vision and field team leadership; development and implementation of work plans, overseeing operational budgets and performance monitoring plans; liaising with the USAID mission, government officials, other donors and partner organizations; mitigating program risks, and ensuring achievement of program results and objectives
- Supervise procurements, and grants under contract, if applicable
- Serve as the main point of contact with USAID, subcontractors, partners, and other stakeholders
- Prepare annual work plans, quarterly reports, and other deliverables
- Supervise and mentor project staff
- Oversee project monitoring, evaluation, and learning
- Master’s degree from an accredited university in agricultural economics, marketing, agribusiness or business administration (MBA)
- At least ten years’ experience in managing large projects, complex multi-value chain agricultural development programs with a private sector focus
- Experience managing a complex, donor-funded program with USAID
- At least three years’ experience living and working in developing country environments, preferably in Africa
- Demonstrated ability to effectively engage with government officials, SMEs, business community, financial institutions, and other project stakeholders to achieve project objectives
- Experience working in the Rwanda or the broader East Africa region preferred
- Fluency or professional level French desirable
