About Innovations for Poverty Action: Innovations for Poverty Action (IPA) is an international non-profit research organization dedicated to discovering and promoting effective solutions to global poverty problems. IPA works in partnership with development partners and academic researchers to create and evaluate approaches potential solutions to poverty problems using randomized evaluations in the fields of health, education, microfinance, governance and agriculture. We also mobilize and support these decision makers to use these solutions to build better programs and policies at scale.
About the Project:
The Dar Bus Rapid Transit (BRT) impact evaluation is a joint effort between researchers from the London School for Economics (LSE), Stanford University, the World Bank, and IPA. The primary research objective is to evaluate the economic impacts of Phase 1 of the BRT, while also implementing complementary interventions to allow for rigorous evaluation of the later phases. The impact evaluation will employ a spatial triple-difference method as well as randomized controlled trials to estimate the labor market, productivity, and welfare impacts of the expansion of the BRT system and complementary interventions. Effects
will be measured across a range of indicators including employment, time savings, and economic impacts. One of the proposed randomized control trials will investigate whether the introduction of the BRT will have the effect of raising housing prices along the new transport corridor, forcing lower-income families to move further away, thus losing access to the benefits the system brings.
The Field Manager hired for this position will be assisting the Research Associate and two U.S. researchers in running a qualitative assessment of the Dar es Salaam housing market, to inform the design of the future housing subsidy intervention. The goal of the qualitative assessment is to gain a robust understanding of the housing market in Dar es Salaam, including housing prices, rental market structure, strength of title deeds, mobility of residents around the city / region, property tax policy, and other local regulations relating to housing. The Field Manager will work under the general supervision of the Research Associate and within the limits of Innovations for Poverty Action-Tanzania policies and procedures.
DUTIES AND RESPONSIBILITIES
⦁ Assist the interns in finalizing the assessment framework, including questionnaire design
⦁ Identify relevant stakeholders in Dar es Salaam and organize meetings
⦁ Lead focus groups with citizens
⦁ Serving as a translator in the field, and translating all written materials from English to Kiswahili
⦁ Properly execute his/her duties as a Field Manager
⦁ Report progress and challenges regularly to the Research Associate
⦁ Adhere to all IPA survey and data protocols
⦁ Ensure data integrity is maintained at all times and minimize errors in recording data
⦁ Maintaining security and quality of project assets and materials.
⦁ Perform other duties related to the project that may be assigned to him/her
⦁ Accurate daily reporting and tracking for oneself and within assigned team
⦁ Be responsible for maintaining good relations with IPA, its employees, partner organizations and project participants
Qualifications:
⦁ A Bachelor’s Degree, college diploma, certificate of business, or equivalent experience in business or community development
⦁ Excellent verbal communication skills in both English and Kiswahili
⦁ Experience with survey work, especially qualitative assessments and focus groups
⦁ Knowledge about how to use GPS
⦁ Well organized and detail-oriented
⦁ Ability to work independently and as part of a team
⦁ Punctuality
⦁ Previous experience in the housing market a plus
