Strategic Information / M&E Consultant - Uganda





    Job Description

    The purpose of the consultancy is to provide technical support to the Strategic Information / Monitoring, Evaluation and Learning Team in the USAID/Uganda Office for Health and HIV. Consultancy duration will be six months and based in Kampala. Start date is immediate though some flexibility is possible.

    Candidates with facilities access (USAID) or security clearance (active or transferable) preferred.

    Responsibilities

    A. Country Operational Plan (COP) 2017 Performance Monitoring:

    • Review approved COP 17 and develop a framework for monitoring program performance by IP, district prioritization and subpopulations.
    • Perform data analysis to support POART discussions
    • Provide guidance to SITES program completing cascade leak analyses
    • Analyze data on ‘reaching men’ and advise program management
    B. HMIS/DHIS2: The HMIS is the official MOH system for routine data collection from health facilities in the country. The system utilizes a set of official paper-based data collection tools gazetted and approved by the Ministry of Health. The DHIS2 is the official web-based repository for this data. It is managed by the Division of Health Information in the ministry. The incumbent will be required to:
    • Monitor supply of tools in USAID-supported districts and work with SITES and IPs to ensure that all health facility SI staff are trained on use of the new HMIS tools and DHIS2
    • Support IPs to obtain access to the DHIS2 system through the Ministry of Health.
    • Represent USAID in meetings to validate DHIS2 data
    C. Quarterly Reports to OGAC
    • Participate in the data de-duplication process
    • Support merging of DHIS2 and HIBRID data for quarterly reports
    • Support IPs to complete performance narratives for quarterly reports
    • Enter quarterly report targets and narratives in FACTS Info
    D. DREAMS: This is a presidential initiative whose primary impact of interest is reduction in new infections among females 15-24 in ten priority districts and other areas where PEPFAR is implementing programs. During this period, the incumbent will be required to:
    • Attend regular DREAMS meetings
    • Provide M&E support as and when required by the team
    • Ensure all IPs contributing to this initiative are reporting as required
    • Conduct field monitoring of DREAMS activities

    E. Site Improvement through Monitoring System (SIMS): The goal of SIMS is to increase the impact of PEPFAR programs on the HIV epidemic through standardized monitoring of quality, at the site and above-site level, focusing on key program area elements. The Senior SI Consultant will support this activity in the following tasks:
    • Work with SIMS team to coordinate visits.
    • Coordinate SIMS data entry and monitor data quality
    • Analyze SIMS data and share results with the team.
    F. Data for Accountability Transparency Impact Monitoring (DATIM): This is a repository for all PEPFAR data including Monitoring, Evaluation and Reporting (MER) indicators, Expenditure Analysis (EA) and SIMS data. The Senior SI Consultant will:
    • Extract and analyze all three streams of data as required
    • Provide technical assistance to staff on general navigation of the system
    • Create/ update accounts for agency and partner staff with appropriate access level rights
    • Communicate any changes /updates within the system to the team
    • Participate in DATIM Core group meetings as required.
    G. Evaluations and studies: The DO3 team has ongoing and planned evaluations and studies. These include but not limited to: MAPD Baseline Assessment, USAID Private Health Support (UPHS) program evaluation, UHMG Evaluation, the Evaluation of the Communication for Healthy Communities activity and a Key Population study using the PLACE methodology. Within these, the incumbent will support the team with:
    • Development of Statement of Work
    • Providing technical guidance
    • Procurement of contractors/consultants
    • Coordination of meetings
    • Presentations to the mission and other relevant stakeholders.
    H. Portfolio Review: The mission conducts portfolio reviews twice a year. The incumbent will work with the SI Team Lead to coordinate this activity based on guidance from PPD. This will involve providing relevant data to answer questions and developing the presentation to the mission.

    I. Data Quality Assessments (DQAs): The incumbent will work with the Health Office, PPD and the Learning Contract to commission any required and ad-hoc DQAs during this period. Support will include developing schedules, providing guidance and ensuring standards are adhered to.

    J. Lot Quality Assurance System (LQAS): a methodology that allows for use of small sample sizes when surveying small geographical or population-based areas. This activity is currently being coordinated by MEEPP. The incumbent will:
    • Participate in planning and implementation meetings as necessary.
    • Work with SI Team Lead and the Health Office teams to agree on USAID/Uganda priorities for each round of data collection
    • Monitor the activity in the field
    • Participate in data analysis
    • Review draft reports

    Qualifications
    • Advanced degree in sociology, anthropology, public health, international development, evaluation sciences or related field
    • At least eight (8) years in international development M&E and public health programs ,with sufficient experience with USAID M&E and public health activities to demonstrate expertise to manage or technically support and advise upon the above programs and systems (PEPFAR, SIMS, DREAMS etc)
    • Technical assistance experience to a USAID mission strongly preferred
    • Regional experience preferred but not required
    • Excellent English writing and speaking skills
