Job Description
Senior Analyst/Information and Technology Expert
MCC DCLI Tanzania
Social Impact is a global development management consulting firm. We provide monitoring, evaluation, strategic planning, and capacity building services to advance development effectiveness. We work across all development sectors including democracy and governance, health and education, the environment, and economic growth. Since 1997 we have worked in over 100 countries for clients such as US government agencies, bilateral donors, multilateral development banks, foundations, and nonprofits.
Project Overview
To combat HIV/AIDs and save lives requires a multi-sector, real time, citizen-generated, georeferenced and geospatial data to plan and implement timely interventions focused on the highest risk populations and specific locations. Government, non-government organizations (NGOs), implementation partners, and civil society in most President’s Emergency Plan for Aid’s Relief (PEPFAR) partner countries need the skills to manage this increasingly complex data cycle, from collection to analysis and use, including data-driven policy making, decisions and action.

To address this need, PEPFAR and the Millennium Challenge Corporation (MCC) have partnered to invest $21.8 million in Data Collaboratives for Local Impact (DCLI). PEPFAR is the funder and MCC leads the design and provides oversight for the implementation of the program.
The goal of DCLI is to improve the capacity of individuals, communities and organizations through interconnected investments which together enable the use of data to solve problems relating to HIV/AIDS, global health, gender equality, and economic growth. As a result, the vision is for DCLI to contribute to enhancing policies and programs; drive innovation; and increase transparency, accountability and results.
Purpose of the Evaluation
Overall, the purpose of the evaluation is to understand how organizations, public entities, and individuals (“target groups”) have changed the way they interact with data as a result of DCLI. The objective of the evaluation is not strictly to measure program milestones, but rather to document changes occurring in the data ecosystem of the partner country related to: decision making, transparency and accountability. At the outcome level, MCC is most interested in understanding why some target groups may have changed behavior, and why others may have not – with special attention given to what barriers to behavior change still exist.
