Chief of Party - Uganda HSS

 

 

Job Description


Cardno is currently seeking a qualified Chief of Party (COP) for the upcoming USAID Uganda Health Systems Strengthening (UHSS) activity. The project’s goal is to strengthen the Ugandan health system through improving leadership and accountability for results in public and private health sectors at both national and local levels. The success of project activities will result in the following achievements: Improved leadership and accountability for results at each level of the health sector; Increased availability and improved management of key health systems resources; Strengthened community systems for quality health services.

The COP will be responsible for leadership of UHSS and will ensure the effective implementation of the project. The COP will represent Cardno and is responsible for coordination among ongoing USAID-funded projects. The COP will also lead collaboration with Uganda’s Ministry of Health and other government ministries. He/she will ensure the project achieves results including project deliverables and targets in an effective and compliant manner.

This position will be based in Kampala and is contingent upon contract award to Cardno.

Duties:
  • Provide overall supervision of program activities, including management of personnel and subcontractors
  • Monitor progress of program objectives to ensure quality control
  • Serve as Cardno’s representative and liaise with USAID, the Uganda government, other donors, multinationals, technical agencies and other participating organizations
  • Manage quality and timely reporting to USAID through monthly, quarterly and annual reports
  • Lead development of all project activities including work plans and M&E activities
  • Ensure technical capacity of staff and provide technical assistance and backstopping when required
  • Ensure participatory processes, quality of analysis and timely feedback and reporting
  • Maintain that project expenses are reasonable and in accordance with USAID rules and regulations
  • Conduct regular financial reviews and analysis of program spending to ensure cost effectiveness
Qualifications:
  • Advanced degree in international health, public health, or related field
  • A minimum of 10 years in a senior leadership or management role
  • Leadership experience in implementing and managing Heath System Strengthening, governance, private and public health sector activities, particularly in areas of administrative and fiscal decentralization, planning, budgeting, and monitoring and evaluation at national, regional, district and community levels
  • Experience working with the Government of Uganda and a strong knowledge of the working dynamics of ministries and donors, and can work and coordinate among a variety of stakeholders
  • Experience implementing USAID strategies, regulations, compliance and procurement, and should have knowledge of both U.S. government policies such as Federal Acquisition Regulations and USG Cost Standards
  • Strong inter-personal and public relations skills
  • Experience leading donor-funded projects in Uganda or elsewhere in the region
  • Demonstrated experience in working with non-governmental organizations, civil society organizations, and private sector companies to yield results toward common goals
  • Uganda nationals are strongly encouraged to apply
