Job Description

The project’s goal is to strengthen the Ugandan health system through improving leadership and accountability for results in public and private health sectors at both national and local levels. The success of project activities will result in the following achievements: Improved leadership and accountability for results at each level of the health sector; Increased availability and improved management of key health systems resources; Strengthened community systems for quality health services.

This position will be based in Kampala and is contingent upon contract award to Cardno.

Key responsibilities:
  • Responsible for the day-to-day management of a comprehensive USAID grants program including: design and development of RFAs, proposal evaluation, grant issuance, monitoring and support and capacity building of sub-grantees during implementation, and closeout
  • Develop templates and administer grants in compliance with USAID regulations and Cardno policies and procedures
  • Review and analyze budget estimates consistent with USAID grant and program requirements
  • Ensure compliance on the part of grantees with regard to financial, implementation, reporting, and other requirements
  • Train sub-grantees on proper management procedures and provide technical assistance as necessary
  • Supervise grant officers
  • Oversee grants management software and train others on its use
Qualifications:
  • Advanced degree in project management, financial and organization management is highly preferred
  • At least 5 years of experience managing and administering U.S. Federal grants and/or contracts
  • Experience working with USG supported projects and knowledge of financial rules and regulations, including fiscal controls and fund accounting procedures
  • Grants Management Training experience strongly preferred
  • Possess analytical skills to identify and assess credibility of organizations eligible of grants
  • Ability to train partners on grant management and required reporting highly preferred
  • Experience in mentoring, coaching and skills transfer
  • Excellent representational and communication skills
  • Experience in Uganda is strongly preferred
  • Proficiency in MS Office suite, including Word, Excel and Outlook
  • Ugandan nationals are strongly encouraged to apply
  • Fluency in English
