Background
The
Rwanda Multi-Donor Civil Society Support Programme is a five-year
programme (2015-2020) funded by the UK, Sweden, USA and Switzerland. In
Kinyarwanda, the programme is referred to as “Ikiraro cy’Iterambere,”
which means building bridges for sustainable development.
Ikiraro
aims to contribute to a more prosperous, inclusive and resilient Rwanda
by supporting citizens, civil society organizations, the private
sector and Government to build bridges on issues that matter
for Rwanda’s development. Ikiraro aims to deliver tangible results that
make a difference to the lives of the Rwandan people, while fostering
transformative change that can contribute to Rwanda’s economic,
political and social objectives over the long term.
Ikiraro is
contextually driven and adaptive programme. It takes an issues-based
approach to supporting constructive engagement between citizens, civil
society and Government. Rather than working on engagement across the
board and in the abstract, the programme works on those specific and
tangible issues where there is likely to be interest and traction.
Ikiraro defines issues as problems that affect the quality of
life of the Rwandan people that can be addressed by public policy
actions. Ikiraro is currently working on issues related to disability
and social protection, gender-based violence, coffee value chains
and community reconciliation. Ikiraro is also exploring
opportunities to engage on urbanisation, agriculture and climate change
adaptations.
While issues-based work forms the core component of
Ikiraro’s approach, Ikiraro also supports government- led mechanisms
that encourage consultation and collaboration between citizens and the
state (e.g. Rwanda Governance Board [RGB], Joint Action Development
Forums [JADF], and Imihigo) as well as other forums that bring citizens,
civil society and the state together on specific policy issues.
Ikiraro’s Objectives
- Civil society and Government partners are supported to identify
and address key issues together concerning accelerated growth, poverty
reduction and social inclusion
- Partners' capacity to engage
constructively and effectively on issues concerning accelerated
growth, poverty reduction and social inclusion is strengthened
- Mechanisms
for consultation and accountability more effectively enable
constructive engagement between the Rwandan Government and civil society
- Research
and learning is developed and used to support constructive
engagement between Rwandan Government and civil society.
Ikiraro is at its mid-point. The current team leader has built a strong
foundation for the programme and Ikiraro has secured an A in its first
two annual reviews. The current team leader has moved on to a new
opportunity and Palladium is looking for a new Team Leader for the next
two years of the programme
Purpose of Position
The
Phase 2 Team Leader will inspire, lead and manage a strong team of
Rwandan professionals. They will be responsible for representing the
programme to a range of external organisations and individuals,
including regularly engaging with and reporting to DFID and the
programme steering committee. The Phase 2 Team Leader will build and
maintain effective working relationships with a range of other and
partners including the Government of Rwanda, CSOs, the private sector
and other development partners and projects.
The Phase 2 Team Leader will provide leadership on the
programme’s strategic and technical direction.
Critical to this role will be an in-depth understanding of the context
in which Ikiraro is operating as well as the skills and competencies to
lead and mange an adaptive and flexible programme.
The Phase 2 Team Leader will have overall in-country
programmatic, financial and management responsibility for Ikiraro.
The Phase 2 Team Leader will be a senior representative of the company
(Palladium) and as such will ensure that risks are minimised, that
company policies, processes and procedures are adhered to, and that the
Ikiraro is compliant with client policies, rules and regulations.
The
Phase 2 Team Leader will ensure that programme objectives, outcomes and
deliverables are met and that financial, operational and reporting
requirements of the client are adhered to. The role works closely with
and manages the team of technical and administrative professionals and
other support staff.
The Phase 2 Team Leader will be the primary
liaison with the client and represents the company with other donors,
partners and stakeholders, including the Rwandan Government.
