Background
The Rwanda Multi-Donor Civil Society Support Programme is a five-year programme (2015-2020) funded by the UK, Sweden, USA and Switzerland. In Kinyarwanda, the programme is referred to as “Ikiraro cy’Iterambere,” which means building bridges for sustainable development.

Ikiraro aims to contribute to a more prosperous, inclusive and resilient Rwanda by supporting citizens, civil society  organizations,  the  private  sector  and  Government  to  build  bridges  on  issues  that  matter  for Rwanda’s development. Ikiraro aims to deliver tangible results that make a difference to the lives of the Rwandan people, while fostering transformative change that can contribute to Rwanda’s economic, political and social objectives over the long term.

Ikiraro is contextually driven and adaptive programme. It takes an issues-based approach to supporting constructive engagement between citizens, civil society and Government. Rather than working on engagement across the board and in the abstract, the programme works on those specific and tangible issues where there is likely to be interest and traction. Ikiraro  defines  issues  as  problems  that  affect  the  quality  of  life  of  the  Rwandan  people  that  can  be addressed by public policy actions. Ikiraro is currently working on issues related to disability and social protection,  gender-based  violence,  coffee  value  chains  and  community  reconciliation.  Ikiraro  is  also exploring opportunities to engage on urbanisation, agriculture and climate change adaptations.

While issues-based work forms the core component of Ikiraro’s approach, Ikiraro also supports government- led mechanisms that encourage consultation and collaboration between citizens and the state (e.g. Rwanda Governance Board [RGB], Joint Action Development Forums [JADF], and Imihigo) as well as other forums that bring citizens, civil society and the state together on specific policy issues.

Ikiraro’s Objectives
  • Civil society and Government partners are supported to identify and address key issues together concerning accelerated growth, poverty reduction and social inclusion
  • Partners'  capacity  to  engage  constructively  and  effectively  on  issues  concerning  accelerated growth, poverty reduction and social inclusion is strengthened
  • Mechanisms for consultation and accountability more effectively enable constructive engagement between the Rwandan Government and civil society
  • Research  and  learning  is  developed  and  used  to  support  constructive  engagement  between Rwandan Government and civil society.
Ikiraro is at its mid-point. The current team leader has built a strong foundation for the programme and Ikiraro has secured an A in its first two annual reviews. The current team leader has moved on to a new opportunity and Palladium is looking for a new Team Leader for the next two years of the programme

Purpose of Position
The Phase 2 Team Leader will inspire, lead and manage a strong team of Rwandan professionals. They will be responsible for representing the programme to a range of external organisations and individuals, including regularly engaging with and reporting to DFID and the programme steering committee. The Phase 2 Team Leader will build and maintain effective working relationships with a range of other and partners including the Government of Rwanda, CSOs, the private sector and other development partners and projects.

The Phase 2 Team Leader will provide leadership on the programme’s strategic and technical direction. Critical to this role will be an in-depth understanding of the context in which Ikiraro is operating as well as the skills and competencies to lead and mange an adaptive and flexible programme.

The Phase 2 Team Leader will have overall in-country programmatic, financial and management responsibility for Ikiraro.  The Phase 2 Team Leader will be a senior representative of the company (Palladium) and as such will ensure that risks are minimised, that company policies, processes and procedures are adhered to, and that the Ikiraro is compliant with client policies, rules and regulations.

The Phase 2 Team Leader will ensure that programme objectives, outcomes and deliverables are met and that financial, operational and reporting requirements of the client are adhered to.  The role works closely with and manages the team of technical and administrative professionals and other support staff.

The Phase 2 Team Leader will be the primary liaison with the client and represents the company with other donors, partners and stakeholders, including the Rwandan Government.
Primary responsibilities
Specifically, the Phase 2 Team Leader will be expected to:
  • Develop, revises and implement Ikiraro’s overall strategy;
  • Develop strong working relationships with the programme’s contact points in DFID and lead on reporting to them, through both formal and informal channels;
  • Maintain relations and represent the programme with other programme steering committee members and the wider DFID country office as needed;
  • Create interest in and opportunities for Ikiraro’s issues-based work by developing and managing high level relationships with the host country government, counterpart agencies and key non-state actors, including private sector and academia;
  • Develop working relationships with the leadership of other development programmes;
  • Provide leadership and direction to the team to meet programme deliverables;
  • Develop working relationships and a regular dialogue on programme progress and challenges with relevant Palladium staff, including the Project Director, Operational and Technical Managers, and ensure Ikiraro’s compliance with established Palladium systems and processes
  • Effectively communicate Ikiraro’s approach and results and represent the programme to external audiences as needed; and
  • Apply strong analytical skills including context analysis and manage research to inform programme strategy and delivery.
Strategic and Operational Planning:
  • Lead the preparation of the annual strategic plans; technical and operational work plans and budgets; staffing plans; performance improvement plans and other plans as required; and
  • Ensure appropriate consultation in the development of plans and budgets (including consultation with the Project Director, the client, national government agencies and other project stakeholders).
Programme Management:
  • Provide technical guidance, oversight and quality assurance for all programme activities, outputs and deliverables;
  • Assume overall responsibility for the effective implementation of work plans and ensure delivery is on time, within budget, meets client and stakeholder expectations and is contractually compliant;
  • Monitor implementation progress, maintain up to date logs of issues and risks, work to resolve issues, manage and mitigate risks, and escalate material issues and risks as appropriate;
  • Ensure the effective use of monitoring, evaluation and learning tools and of ensuring quality delivery of reports and their timely submission; and
  • Ensure adequate oversight of the implementation of the programme by any third-parties.
Human Resource Management:
  • Assume overall responsibility for the effective and professional management of the programme team;
  • Lead, guide, mentor and manage the performance of technical and administrative direct reports and ensures appropriate leadership, guidance, mentorship and management of other staff; and
  • Participate as required in HR management including but not limited to recruitment and contracting, performance management, disciplinary and grievance proceedings, and learning and development.
Financial Management and Administration:
  • Have primary responsibility for the use of reimbursable financial programme resources in Rwanda;
  • Oversee resource allocation decisions, including the choice and use of personnel and development of budget variations;
  • Ensure consistent implementation of company standard operating procedures (SOPs) and guidelines, security protocols and, where applicable, recommend modifications;
  • Ensure the programme provides and demonstrates good value for money; and
  • Support the preparation and delivery to the client of budget variations and contract amendments.
Client Relationship and Stakeholder Management:
  • Maintain excellent working relationship with the client and ensures agreement of the programme’s strategy, plans, resource requirements and any other contract amendments required;
  • Manage relationships with the Government of Rwanda and programme implementing partners;
  • Maintain regular communication with the client and relevant stakeholders and ensure that activity reports and critical programme issues are resolved in a timely manner; and
  • Coordinate relations with other donor funded programmes to maximize impact.
Teamwork & Mentoring:
  • Familiarize themselves with the terms of reference of all their team as well as key programme management frameworks including human resource, technical, financial and administrative policies and guidelines;
  • Maintain and build a strong and mutually supportive team with a shared and purposeful mission, vision, values and identity;
  • Manage staff meetings, staff welfare, professional development to reinforce teamwork; and
  • Actively contribute to a positive office culture within the joint Palladium office in Kigali and collaborate with other programmes to ensure operational synergies.
  • Mentor direct reports, other colleagues, partners and contractors (within and outside of Ikiraro).
  • Identify and resolve internal challenges affecting team performance.
Reporting requirements:
The role will report directly to the Programme Director. The reporting requirements include:
  • Chairing weekly meeting with direct reports and programme staff;
  • Attendance of all meetings with the client and Steering Committee;
  • Regular update discussions with the Programme and Technical Directors;
  • Provide exception reports as and when required; and
  • Report on issues and risks.
Authority levels
The role carries a high degree of autonomy with appropriate consultation. The role is required to:
  • Manage, analyse and make sound recommendations to the line manager;
  • Oversee the effective management of all programme staff members;
  • Ensure compliance with the Company’s published policies on delegation of expenditure and signing authorities; and
  • Ensure that all approval levels within the programme are adhered to with the understanding that the client contract and SOP take precedence over any other direction in this job description (the order of precedence being as follows: Client Contract, SOP for project and then Job Description)
Support
The Phase 2 Team Leader will be supported by the Technical Director, long-term advisors on context analysis and capacity development and the Operations Manager in all aspect of the operational delivery of the programme.

Location
The post is based in Kigali however the Phase 2 Team Leader will be required to make frequent trips within Rwanda.
Minimum education and experience required
•    Educated to university degree level or above, preferably holding a Master’s degree;
•    At least 15 years’ experience in managing complex interventions especially, ideally with some experience doing so in Rwanda; and
•    Experience working with donor (preferably DFID) funded programmes.

Key competencies and professional expertise required
•    Strong expertise in building and managing programmatic relationships with high level stakeholders from government, civil society and donors;
•    Strong expertise in leading complex and adaptive programmes, including managing and mentoring senior members of staff;
•    Demonstrated track record of developing and managing high level relationship with the host governments, donors, and other non-state actors;
•    Good understanding of state and civil society dynamics in Rwanda; and
•    Strong experience in managing complex teams.
