Vacancy Finance officer
For the Southern Africa TB and Health Systems Support (SATBHSS) Project

1. Background
The East, Central and Southern Africa Health Community (ECSA-HC) is a regional organization
set up in 1974 to foster cooperation that will lead to the strengthening of health care programs in
the region and promote attainment of the highest possible standards of health among member
countries. The Member States of the ECSA Health Community are Kenya, Lesotho, Malawi,
Mauritius, Swaziland, Tanzania, Uganda, Zambia and Zimbabwe.
1.2 The Project
ECSA-HC is the regional coordinating organization supporting the World Bank funded Southern
African TB and Health Systems Support (SATBHSS) Project,
which is being implemented in four
countries, namely Lesotho, Malawi, Mozambique and Zambia. The objective of the Project is to
improve coverage and quality of TB control and occupational lung disease services and to
strengthen regional capacity to manage the burden of TB and occupational diseases.
The initiative has three mutually reinforcing components which are:
(i) Innovative Prevention, Detection and Treatment of TB;
(ii) Regional Capacity for Disease Surveillance, Diagnostics and Management of TB and
Occupational Lung Diseases;
(iii) Regional Learning, Innovation and Project Management
The East Central and Southern Africa Health Community (ECSA-HC) has been selected to
play a facilitating and coordinating role for the project. To this end, ECSA-HC will support the
four participating countries by:
(i) facilitating regional dialogue and efforts to harmonize systems and standards for
managing TB.
(ii) developing and rolling out standardized best practices in mine health;
(iii) coordinating specialized technical inputs as may be needed;
(iv) organizing meetings and regional reviews and facilitating knowledge sharing;
(v) providing implementation support to participating countries, as required;
(vi) supporting policy-oriented research and information dissemination;
(vii) supporting countries to disseminate evidence at national, regional and international
platforms;
(viii) facilitating strategic discussions and collaboration between international and regional
organizations and project teams on technical and policy issues of mutual interest; and
(ix) advocating for policy change and sustained political commitment given ECSA-HC’s
coordinating role on the regional aspects of the project.

2. The Post
The ECSA-HC is inviting applications from suitably qualified individuals for the post of Finance Officer for
the SATBHSS project. The Finance Officer will be based at the ECSA-HC Headquarters in Arusha
Tanzania.
The Finance Officer will support implementation of the SATBHSS project. He/She will also be
responsible for ensuring that proper accounting records are
maintained and reports are generated
in an accurate and timely manner and in accordance with the project requirements

2.1 Primary Duties and Responsibilities
The Finance Officer will account for the project funds and work under the Director of Finance at
the ECSA-HC Secretariat to prepare all project reports including financial statements.

3. Specific Responsibilities
i. Facilitating the financial processes at the ECSA-HC to ensure proper use of the project
funds;
ii. Ensure that all procurement processes are adhered to and keep track of the project fixed
assets and record depreciation thereof.
iii. Maintain a schedule of Project activities to be conducted according to the approved work
plan;
iv. Compilation of project financial reports according to the requirement of the World Bank
and the participating countries.
v. Ensure the timely submission of financial reports to the World Bank and the participating
countries as stipulated in the Financing Agreement
vi. Participate in the planning and budgeting processes and prepare budgets for all activities
in consultation with the project coordinator
vii. Prepare management reports including variance reports for budget versus expenditures
viii. Ensure that all internal controls are observed to ensure compliance to regulations
governing the use of the project funds
ix. Ensure that all internal and external financial administrative reporting requirements are
met in accordance with ECSA-HC and funders’ requirements
x. Prepare monthly project recurring journal entries and maintain journal for all bank
accounts related to the project and prepare monthly bank reconciliation reports
xi. Process payments for project activities
xii. Assist with month-end closing of the project accounts
xiii. Work with the ECSA-HC Director of Finance to ensure that all policies and procedures
relating to audits for the project are respected and audits are carried out in a timely
manner.
xiv. Work with the ECSA-HC to formulate and implement new policies where possible and
communicate appropriate policies to other implementing partners in the
project.
xv. Provide technical support to strengthen financial management capacity of participating
countries based on requests from countries

4. Qualifications and Work Experience
Education
i. A degree in Finance/Business Administration /Accounting.
ii. Professionally Qualified Accountant- CPA/ACCA/CIMA.
iii. A Master’s degree in the relevant field will be an added advantage.
Work Experience
i. She/he should have at least five years of work experience in accounting or financial
management or audit background.
ii. Experience in managing government or donor funded projects is preferred.
iii. Hands on experience in using MS Office (Word, Excel, etc.) and accounting
software/packages.
iv. The working experience should include work in an international, inter-governmental or
governmental organization.
Language: Fluency in both spoken and written English.

5. Reporting
The Finance Officer will report to the Director of Finance at the ECSA-HC Secretariat.

6. Contract Appointment
This is a two-year contract appointment renewable upon satisfactory performance and subject to
availability of funding.
