Save the Children has been working in Tanzania for more than 30 years. We're working with government, local organizations and other international agencies to reduce child malnutrition, improve  new-born and maternal health, strengthen  child protection  systems for vulnerable children,  promote  children’s participation and contribution to policy and  resource allocation for services which  concern them,  support the national HIV/TB strategy through the Global Fund program, and respond to emergencies. We are looking for an experienced, enthusiastic, motivated and results oriented individual with strong  technical skills, and a commitment to the promotion of children’s rights to fill the following position:

Director of Program Development and Quality

Location: Dar Es Salaam

Role Purpose: This is a challenging senior leadership role in a changing operational context as the Tanzania country programme grows its overall portfolio, expands its geographic footprint, and seeks to strengthen operational reliability, effectiveness and influence of its work.  The position requires forging stronger partnerships with government and civil society actors, as well as strong donor engagement and lateral relationship building with other NGOs and UN bodies.  The successful candidate is a principled, dedicated, experienced and highly motivated individual who will work with the senior management team to drive forward our country programme and our ambitions.  The role will contribute to the on-going capacity building of organisational systems and processes, but also needs to lead the thematic ambition and integrate strategic priorities and best practices of Save the Children’s global themes.

Essential Qualification: Masters degree or higher in a Social Sciences field, or  in an complementary area of social development. More than 5 years senior management experience in a donor, research  or an NGO environment, including experience directing and implementing programs for children in both development and  emergency contexts. Clear track record of  successful donor engagement  translated into high rate of success in securing donor awards / submitting credible and compelling proposals/bids with, working familiarity of   standards and requirements of USAID, DFID, EC , UN  specialised agencies and other potential  sponsors including  private sector donors, with  values between  $100k - $15-20 million. Credibility to lobby, influence and represent Save the Children at all levels. Fluency in written and spoken English (essential).

Human Resource Management Support for Partner- TOR

Tanzania CO – October 2016

Overview
Over 143,000 Burundians have fled to Tanzania since the onset of the crisis. Some 57% of registered refugees are children. Combined with a pre-influx population of about 65,000, the total refugee population stands at over 208,000. Three refugee camps are operational: Nyarugusu, Nduta and Mtendeli. Nyarugusu and Nduta camp have already reached capacity and relocation efforts are now on Mtendeli. The current response programme focuses on Nyarugusu refugee camp and adopts an inter-sectoral/integrated approach. The camp currently hosts nearly 63,996 refugees, which is way beyond its capacity of 50,000 people.

The Child Protection and Education spaces also incorporate water, sanitation and hygiene promotion (WASH) and Health activities, and services are complemented by essential distributions of Non-food items. Special efforts are made to integrate children with disabilities and mainstream gender. Nduta camp is currently hosting 55,447 refugees all from Burundi and represents a strategic shift in the response operational area.

The response works with a national partner called Babawatoto Centre for Children and Youth to implement the child protection and education component of the response. Baba watoto is a CBO with over 5 years work experience and currently hiring over 100 staff largely incentive workers. Baba watoto has basic HR processes in place but requires assistance with their higher level strategic HR policy and its application especially around staff retention and performance management. Their staff include a large number of community members from traumatised backgrounds and as such HR methods sensitive to that context would be important.

Key Activities
The consultant /consulting firm will focus on building Babawatoto’s capacity in Human Resource Management. The key tasks will be to;
1. Support review of their field staffing structure, organizational governance structures and staff retention policies and procedures.
2. Provide guidance for the field team on how to manage such a large team (over 300 refugee workers, many of whom themselves and psycho-social challenges), 
a. Including focus on incentive worker/staff wellbeing and retention into daily practise and policy.
b. Review, update and finalize performance management system for the organization
3. Assist the partner to develop a comprehensive induction package for all new staff and refugee workers, with a good number of identified people who are well versed in it and able to roll the induction package out/ take ownership of inducting new people during the year,
4. Directly help with the recruitment and induction of refugee workers if still needed and if they are overwhelmed (CV reviews, interviews etc) and review and finalize Job Descriptions of staff
5. Conduct comprehensive ToT’s on key areas like Child Safeguarding and ensure that it is integrated into organizational practise and policy- in consultation and with the support of Save the Children’s Child Protection advisor’s
6. Review and update filed staff and refugee workers termination process and procedures in line with the local labour laws.
7. Based on a basic assessment of their capacity put together recommendations for capacity building plan and conduct coaching, mentoring and training sessions with relevant team members to understand all these procedures, process and implement.
Specific outputs of the consulting assignment
i. Assessment report outlining partner’s HR capacity outlining areas of support and a sense of priority as capacity building plan
ii. Hands on support during recruitment of refugee workers.
iii. Capacity building/training session run with relevant staff on identified areas of need.
iv. Induction package developed
v. Reviewed and finalized HR policies and procedures 

Person specifications: The deployed staff will have;
Minimum of 5 years’ experience in the technical sector of Human Resource Management and Organizational Development of local Non Governmental Organizations (NGOs)
Solid field experience in humanitarian or relief work experience in developing countries, with experience working in emergency situations (including rapid onset emergency)
Extensive experience in assessing organizational HR systems, devising solutions and providing responsive capacity building.
Understanding of the local labour laws and good practices of human resource management
Understanding small non profit organizations’ strategic resources and structural issues and a strategic approaches for organizational sustainability with limited resources
Proactive, good interpersonal skills & enthusiastic and flexible team player
Good communication skills
Excellent English language skills (Kiswahili languages are desirable)

Save the Children role and responsibility;
Manage the partner relationship to enable consultant to access partner relevant staff and experience good will and openness to the process.
Provide field travel related to logistics like ticket and local transport and accommodation at Kasulu/Kibondo (maximum 3-5 days visit to understand field issues of partner) Support flight, accommodation and associated trip reports.
Coordination with partner and support in coordination as and when required.

Consultant’s role and responsibility: 
Meet the ToRs and requirements as stated above
Effectively coordinate with Save the Children and Partner as and when needed during the process
To be based at Partner head office to carryout the work
Visit Kasulu/Kibondo for 3-5 days to assess field situation and staff, incentive workers, concerns, issues and how these are being dealt with
Duration : 4 weeks commencing October , 2016.

Modes of payment:
All the amount to be paid at the end of the assignment, after the confirmation by the budget holder and partner that key activities and outputs are delivered.
